Part I Introduction

This Bi-annual Environmental Monitoring Report covers the time period from July to December of 2016.

The Report was prepared with close cooperation with Project Management and Supervision Consultant (PMC), which is the joint venture of French “Safege” and Spanish “Eptisa” companies for T1 and T2.

1. The RA has selected the Bavra-Yerevan-Agarak route as the North-South Road Corridor to be rehabilitated, reconstructed and expanded and has appointed the “North-South road Corridor Investment Program PIU” SNCO (“NSRP” PIU SNCO) of the Ministry of Transport, Communication and Information Technologies (MOTCIT) to co-ordinate the work. The Program is funded by the Asian Development Bank (ADB) under a multi-tranche funding facility (MFF).

2. The MFF is designed to rehabilitate and upgrade national north-south roads to form a new, upgraded and expanded North-South highway. The main objective is to widen the existing 2-lane roads (often in poor condition) to become 4-lane divided roads along existing alignments wherever possible or to construct new alternate 2-lane roads where a single 4-lane road would not be feasible.

3. Tranche 1 Project is to improve two road sections of the North-South Corridor, namely, the M-1 section of road north from Yerevan to Ashtarak from km 18+370 to km 29+773 (Section 3 in the contract with Contractor) and the M-2 section of road south from Yerevan to Ararat from km 9+312 to km 47+400 (Section 2 in the contract with Contractor).

4. The Tranche 2 Project starts at km 29+600 in Ashtarak and end at km 71+500 close to Talin (Section 1 in the contract with Contractor). Two bypasses will be constructed in Agarak starting at km 29+934 to km 32+600, and in from km 36+600 to km 40+300. The Project will also have a new road alignment (8.95 kilometres) at Katnagbyur starting from km 59+950 to km 68+900 that will be located on the left side of the existing highway to join the existing alignment in Talin.

1. Construction Activities and Project Progress During Reporting Period

1.1 Tranche 1, Yerevan-Ararat M2 road section (PK 9+312-PK 28+900) and Yerevan-Ashtarak M1 road section (PK 18+370-PK 29+773): Construction works under Tranche 1 in general are completed. Take-over Certificate for Tranche 1 was signed by MOTCIT, the PMC/Engineer and the Contractor on June 16, 2016. Currently the works on Tranche 1 is in Defects Notification Period up to June 16, 2017. The Contractor continued implementation of works partially remaining on Yerevan-Ararat M2 road section (PK 9+312-PK 28+900) and Yerevan-Ashtarak M1 road section (PK 18+370-PK 29+773).

Construction works were implemented by “Corsan Corviam Construction” S.A. Armenian Branch. The following construction works were implemented: repairing of concrete pavement, repairing of cracks through injections, installation of additional guardrails, repairing of precast drainage works.

Safety/security measures: the construction works through this period include installation of traffic regulating signs/signals, road marking and road maintenance of road.

1.2 Tranche 2 Ashtarak-Talin M1 road (PK 29+600-PK 71+500): Construction works were implemented by “Corsan Corviam Construction” S.A. Armenian Branch and its subcontractors AAB, Rafael, Aparag, Betonica, Dental Import, Hydroenergetica, Isolux Corsan, Mergheryan shin, Miranda, MLL Mining.

The following construction activities were implemented: embankment, excavation, rock breaking, construction of drainage and structures work, clearing and grubbing works, production of precast pieces, placement of precast boxes and culvert pieces, installation of base and subgrade materials, construction of shoulders and concrete pavement works. Warning signs are installed near the dumping sites and top soil stockpiling places.

Safety/security measures: the construction works through this period include installation of concrete blocks and traffic regulating signs/signals and road maintenance of road.

2. Environmental Safeguards Staffing

The Project Management Unit is implementing day-to-day management of project execution. The PIU includes a Social and Environmental Unit whose responsibilities include the management of all environmental aspects of the project.

The Project Management Consultant is providing Technical Assistance to the PIU in the management and reporting of the project. Environmental Safeguards Unit of the PMC is responsible for supervising the construction works in relation to environmental and archaeological impact and, in particular, for supervising and reporting on the Contractor’s performance in the implementation of the EMP.

Contractor is implementing construction works. Contractor’s Environmental Unit is responsible for preparation and implementation CEMP and SEMPs, monitoring of the construction activities and reporting.

Monitoring Reporting

2.1 PIU External Impact and Resettlement Component

External Impact and Resettlement activities are undertaken by External Impact and Resettlement Coordinator; Social Safeguards Specialist and Environmental Specialist:

Mr. Gevorg Afyan - External Impact and Resettlement Coordinator is responsible for Environmental, Resettlement and social management of the project.

Mss. Sona Poghosyan- Social Safeguards Specialist is responsible for the compliance of the project to ADB’s Safeguard Policy and RA Legislation.

Ms. Mariam Badeyan - Environmental Specialist is responsible for the compliance of the projects to ADB’s Environmental Policy and RA Legislation. She is a part-time employee.

Mr. Tigran Oganezov - Environmental and Archaeological Specialist is responsible for the compliance of the projects to ADB’s Environmental Policy, EIB’s Environmental Policy and RA legislation. He is a part time employee.

2.2 The PMC Environmental Safeguards Unit Presently the PMC Environmental Safeguard Unit consists of:

Ms. Edita Vardgesyan, the National Environmental Specialist (NES) is responsible for the overall management of the environmental/ health&safety safeguards. According to Service Agreement VO6, the planned input of NES during reporting period is 33 days: 11 days in August, 11 days in October and 11 days in December. The NES agreed with PMC to redistribute her input and accomplish necessary tasks from July to December.

Mr. Boris Gasparyan, the National Archaeology Expert (NAE), is responsible for the consultancy on archaeological issues and implementation of archaeological excavations in Tranche 2, compliance of the construction activities to the related Armenian archaeological legislation and evaluation visits to the borrow pit, dumping and concrete plant sites with archaeological evaluation purposes. According to Service Agreement VO6, the planned input of NAE during reporting period is 33 days: 11 days in July, 11 days in August and 11 days in September. He has agreement with PMC to fulfill the remaining archaeological excavation in the Nerkin Sasnashen Chalcolithic Settlement as well as other tasks to complete all issues related to archaeology in Tranche 2 even after the planned input.

Mr. Charles Adamson, the International Environmental Specialist (IES), is responsible for the provision of consultation on international best practices on environmental safeguards. During the reporting period he didn’t have input.

Mr. Karen Araqelyan, Road and H&S Specialist, is responsible for supervision and monitoring of the compliance of construction activities to health & safety measures set in EIA and EMPs.

2.3 The Contractor’s Environmental Unit

The Contractor’s Environmental Unit is staffed by four people:

Mr. Gonzalo Gascon Ramos, the Quality and Environmental Manager, is responsible for the overall management of the Environmental Unit;

Mr. Viktor Bakhtamyan, the Environmental Consultant, to assist the Quality and Environmental Manager on the environmental management plan implementation;

Mr. Sos Amirkhanyan, the Social Relation Specialist, is responsible for the compliance of the Contractor’s activities to social part of the ADB Safeguard Policy Statement;

Mrs. Patricia Ortega Gonzalez, Health and Safety Manager is responsible for the compliance of the Contractor’s activities to health and safety part of the ADB Safeguard Policy Statement.

Part II Environmental Management

3. Environmental Safeguards Program

3.1 Compliance with National Safeguards 3.1.1 In order to comply with national safeguard system and national legislation, Contractor has obtained necessary permits and licenses for construction activities the list of which is presented in Annex E.

3.1.2 In the reporting period it was managed that construction complies with all national pertinent environmental laws and regulations.

3.1.3 As an environmentally active agent Contractor regularly provides the quarterly environmental reports to MNP in accordance with Armenian legislation. The quarterly report for 3rd quarter 2016 is being submitted by Contractor during the reporting period.

3.1.4 Topsoil stockpiling operations are being implemented in accordance with applicable Armenian legislation and regulations, particularly RA Land Code (2001), RA Government Decision No.1396-N and RA Government Decision No.1026-N.

3.1.5 The thresholds for monitoring of environmental parameters of dust, water, noise and vibration are set in accordance with standards and norms set by Armenian legislation.

3.1.6 Contractor ensures all necessary communication with local (communities) and territorial administrative authorities (marzes) to comply with Armenian legislation during construction and obtains permits and approvals for any use of territory and roads for transportation, waste dumping, material borrowing or plant installation purposes.

3.2 Compliance with ADB Safeguards 3.2.1 In order to ensure the environmental performance, it was supervised that the implementation of construction activities meets EMP requirements which is prepared in accordance with ADB Environmental Policy and RA legislation.

3.2.2 Prior operating any site for topsoil stockpiling and excavated material disposal in Ashtarak- Talin M1 Road Tranche 2 the Site-specific Environmental Management Plan containing the identification of site-specific environmental impacts, risk assessment and mitigation measures is being prepared by Contractor guided with the Environmental Safeguards Information kit prepared by ADB Central & West Asia Department Safeguards Unit. The following procedures are adopted: (i) Contractor selects the site for topsoil stockpiling or dumping of excavated material; (ii) PMC NES and AE visit the site and provide Contractor with site evaluation report with identified sensitive receptors and recommendations on the site use; (iii) Contractor secures the site and prepares SEMP based on the findings of evaluation report and submits for PMC approval; (iv) PMC NES reviews the SEMP and issues an approval; (v) Then Contractor is permitted to start the site operation.

3.2.3 As category “A” project, ADB continues to conduct review missions at least every 6 months to check compliance of “North-South Road Corridor Investment Program” activities to ADB SPS (2009) requirements. A post construction environmental audit was implemented for Tranche 1 Road Sections on 8 July 2016. The mid- term PPMER for Tranche 2 have been completed. ADB mission conducted loan reviews in North-South road corridor investment program, Tranche 2 on 2 August 2016 and on 21 October 2016. Environmental compliance was reviewed during the visits.

3.3 Contractor’s Compliance with the EMP 3.3.1 Contractor is guided by the EIA and EMP for Tranche 2 as a part of the Bid and Contract documents, Site-specific Environmental Management plans, as well as by the Contractor’s Environmental Management Plan prepared by the contractor that detail on site environmental management requirements implementation and management, particularly construction impacts mitigation, monitoring and reporting requirements in order to ensure the environmental performance. Compliance with EMP is being regularly monitored and reported (see Part III Environmental Monitoring).

3.3.2 A pre- construction public hearings have been implemented by Contractor in communities impacted by the Project to meet the ADB SPS (2009) requirements on information disclosure and public participation.

3.4 Approvals of the Site-specific environmental management plans for Quarries, Borrow Pits, Blasting works, Excavated Material Dumping, Topsoil Stockpiling, Concrete Batching Plants and Historical monuments 3.4.1 A site visit have been implemented by Engineer's NES and Archaeology Expert for evaluation of the site proposed by Contractor for constructing a new temporary access earth road in Nerkin Sasnashen community. The evaluation stated that there are no significant environmental and archeological issues that could preclude the use of the site for the purpose taking into account that the site use will be only temporary during the N-S road construction period. Nevertheless the MoC approval was obtained and mitigation measures envisaged protecting the damage of nearby archaeological values. Also a non-objection from the head of municipality of Nerkin Sasnashen community was taken. The MoC approval and the community’s non-objection are attached in Anexx G.

3.4.2 During the reporting period Contractor's Site- specific environmental management plans for blasting works implemented in Km 54+300-54+400, km 58+000-58+400, km61+500- 62+100, km64+150- 66+350, and km68+300- 68+500 were approved by Engineer. The SEMP for blasting works at km 56+050-56+300 was reviewed by Engineer and returned for revision.

3.4.3 Contractor's Site- specific environmental management plan for Talin- 3 dump site (Km 68+400) was approved by Engineer.

3.4.4 Operation of all topsoil sites is temporarily stopped. Contractor has implemented clearing and grubbing works at 37+500- 38+000, 38+ 000- 38+ 500. The excavated material has been temporarily accumulated in heaps on- site for laboratory analysis to determine the availability of topsoil before removal to top soil site or to dump site.

3.4.5 Some of the sites were used by Contractor for the purposes which differed from the ones identified in relevant SEMPs: Contractor has established a camping next to the topsoil at Katnaghbyur-2 topsoil site (51+550) which was not mentioned in SEMP; Katnaghbyur -4 dump site - for disposal of big stones and rocks; -2 dump site - for temporary stocking of the road equipment before the hand out to the owner. Contractor was requested to make corresponding update of the SEMPs.

3.4.6 Site visit have been implemented to Aghtsk community for evaluation of the site proposed by Contractor for disposal of excavated earth and rock material. An evaluation report has been provided to the Contractor.

3.4.7 During the reporting period Contractor has implemented installation of information and safety boards at all topsoil and dump sites. Contractor is buying material form the existing quarries and didn’t open any new borrow pits.

3.4.8 Detailed information on SEMPs for topsoil stockpiling and excavated material disposal is provided in monthly progress reports. No one site is declared by Contractor as closed. Status of topsoil stockpiling sites and excavated material dump sites, and the SEMPs for their operation as of 31 December 2017 are presented in Annex A.

3.5 ADB Mission 3.5.1 To check compliance of the Program activities to the ADB SPS (2009) requirements an ADB audit missions in Tranche 2 took place on 2 August 2016 and on 21 October 2016. The senior environmental Specialist of ADB was involved in first mission visit and National Environmental Consultant of ADB was involved in second mission visit. The PIU’s, the PMC/Engineer’s as well as the Contractor’s representatives participated on both mission visits. During the visits Tranche 2 civil works were in compliance with SPS 2009 in general. The PMU was advised to attach the archeological clearance certificates related to Tranche 2 to the biannual environmental monitoring report for the last reporting period which was done accordingly. Also a recommendation was made to improve the concrete plant drainage system which also was implemented.

3.6 A post-construction environmental audit for the Tranche 1 Road Sections 3.6.1 A post-construction environmental audit for the Tranche 1 Road Sections took place on 8 July 2016. The participants of the audit mission were the ADB National Environmental Consultant, the PIU External Impact and Resettlement Coordinator, the PIU Environmental Specilaist, the Engineer’s NES and the Contractor’s environmental team. Audit mission visited Yerevan-Ararat and Yerevan-Ashtarakroad Sections, the Masis dump site, Masis concrete plant area, concrete plant area and Ashtarak-1 and Ashtarak-2 dump sites. Another visit was organized in August to check the correction of defects detected during the post-construction environmental audit. The audit verified that construction works were appropriate and satisfactory in terms of all prescribed conditions in EMP to avoid or minimize environmental negative impacts in Yerevan-Ararat and Yerevan-Ashtarak road sections. The completed checklist is attached in Annex F.

3.7 Trainings and awareness raising orientation 3.7.1 Regular awareness raising discussions with PMC staff on ADB environmental safeguard requirements including on the proper topsoil stockpiling and excavated material dumping operations were performed on continued basis on-site during the monitoring visits.

3.7.2 Training on Health & Safety at construction work sites and CEMP requirements was organized by Contractor on 01 December 2016. All workers of AAB, Rafael, Aparag, Betonica, Dental Import, Hydroenergetica, Isolux Corsan, Mergheryan shin, Miranda, MLL Mining that involved during the reporting period were participated the training course.

3.7.3 Archaeological chance find trainings of Contractor’s and sub-contractor’s staff have not been implemented during the reporting period due to the fact that civil works were not performed in the areas next to archaeologically sensitive areas.

3.8 Archaeological Works Program 3.8.1 Archaeological excavations in Nerkin Sasnashen were completed. The permission of MOC to start civil works at the bypass road at Km 59+000 - km 59+220 was obtained under condition that the bypass road will be temporary and the construction material used for the construction of temporary bypass road on the right side of the RoW will be removed after the completion of civil works, as well as civil works shall be implemented under control of archaeology expert.

3.8.2 Archaeological excavations had been implemented from km32+750 to km33+400 in area of Agarak Historical-Cultural Preserve. During the archaeological excavations, a section of fortification wall dating back to the first half of the II Millennium BC and Early Medieval structures were discovered relocation of which are not permitted according to clarification received from Ministry of Culture, RA. Therefore, redesign of the section from km32+750 to km33+400 is required to avoid any negative impact on the monument, which should be approved by Ministry of Culture, RA. The modified design will likely change the existing LAR impacts of the section and new APs will be identified. The negotiation is in process with design companies.

3.8.3 The construction of the underground culvert in community at Km 63+600 required a road diversion. The area of the road diversion is touching an archaeological site: wall structures, dwelling remnants and tombs, which was identified and reflected in the Archaeological Works Plan as sensitive area. The archaeological excavation had been implemented and the site became archaeologically free area.

3.8.4 No construction works have been implemented in next proximity to other archaeologically sensitive areas. All archaeological excavations planned according to Archaeological Work Plan were completed.

3.8.5 Status of archaeological excavations as of 30 September 2016 is presented in the Annex B.

3.9 Grievance redress mechanism and Consultations 3.9.1 Grievance redress mechanism to address the complaints/suggestions of communities on excessive dust, noise, improper waste dumping and on other environmental issues is established which is described in Tranche 2 Environmental Impact Assessment. The grievance redress mechanism is additional to the existing channels of petitions in the form of letters and personal pleas established by local governments.

The Grievance Procedure and Redress Mechanism steps are shown graphically in figure 2.

3.9.2 Contractor provided the Complaints Register book to every impacted community which is kept at the office of head of the community and is open accessed to community members. Also the posters posted in every community containing the contact information where to apply should any disturbances occur. Mr. Sos Amirkhanyan, the Contractor’s Social Relation Specialist, is responsible for collecting concerns about project activity. His telephone number, email address, and name are posted on the posters. No complains and/or suggestions on environmental issues are registered as of today. 3.9.3 During reporting period the pre-construction public awareness raising meetings organized by the Contractor in Ujan community on 06 September 2016, in Aghtsk community on 08 September 2016, in Agarak community on 20 September 2016 and in Parpi community on 18 October 2016. The purpose of the meetings was to inform the affected community on possible environmental impacts during the construction works. The planned civil works and their possible environmental impacts, mitigation measures and grievance redress mechanism were presented to the public. Complaints Register books were handed to selected responsible persons of the communities and special information posters about construction with contact information posted in every community. It was emphasized that impact shall be temporary. The topsoil and excavated material disposal sites was the subject of discussion with the heads of communities and other representatives of municipalities. Detailed data on the issues raised during the public meetings are presented in the Contractor’s Monthly Social Report for September and October, 2016.

3.9.4 No complains and/or suggestions on environmental issues related to construction activities are registered.

3.10 Communication Communication with PIU, PMC and Contractor’s environmental team during the reporting period took place via official correspondence and emails, phone calls and personal contacts. Particularly the following issues are being raised and processed:

- ADB’s mission visit; - findings of ADB post-construction audit visit for Tranche 1 and completion of the audit check list; - the final Project Performance Monitoring Environmental Report (PPMER) for Tranche 1 and mid-term PPMER for Tranche 2; - the progress in development of SEMP and method statement for blasting operations; - the compliance of Contractor's activities in Tranche 2 to the SEMPs; - the instrumental measurements on dust, noise and vibration; - the findings of the monitoring visits and the progress of their correction; - the topsoil management at 37+500- 38+000, 38+ 000- 38+ 500; - the progress in dismantling of the Masis concrete batching plant; - the starting of tree planting process: Contractor is being requested to provide a tree planting plan containing the schedule and locations of trees. - evaluation of new topsoil and dump sites; additional training for newly hired and all the staff of contractor and sub- contractors; - the removal of waste which was disposed at Talin-1 topsoil site; - hiring of a new medical worker; - other routine issues.

Part III Environmental Monitoring

4. Monitoring

During the reporting period monitoring activities were carried out according to the Monitoring program developed based on the ADB safeguards and EMP requirements. The PIU/ PMC Monitoring program includes:

a. Regular monitoring site visits on monthly basis to check compliance of construction activities in the Tranche 2 to the EMP requirements, as well as monitoring of topsoil stockpiling and excavated material disposal; b. Unscheduled inspection visits when needed; c. Instrumented measurements and monitoring of environmental parameters of air quality, noise and vibration, water quality in road Tranche 2; d. Completion of the monitoring checklist and summary of compliances and non-compliances; e. Issue the non-compliance notices to the Contractor; f. Collection of monitoring data and providing to the PPMS g. Review of the Contractor’s weekly monitoring reports.

4.1 Monitoring of the Compliance with EMPs in Tranche 2 (Ashtarak-Talin road Section). Regular monitoring visits have been implemented.

4.1.1 The detected non-conformances are:

- some sites were used for the purposes not indicated in SEMPs and the updates were not done, - some road equipment is placed on Nerkin Bazmaberd-2 DS which should be hand overed to the owner, - the practice of unpermitted use of territories for parking of machinery in the non- permitted area outside the RoW, - trucks were overloaded and non-covered while entering public roads, - dust and mud spread preventive measures like gravel layer were poorly implemented, - first aid kit and fire extinguisher were missing, - the ERP posters were missing.

4.2 Instrumented Measurements and Monitoring of Environmental Parameters of Air Quality, Noise and Vibration, Water Quality. 4.2.1 Baseline data collection. Contractor has completed the baseline data collection for dust, noise and vibration in 2014.

4.2.2 Routine measurements and monitoring.

The measurements of the dust, noise, water and vibration monitoring parameters during the July till October months of the reporting period have not been implemented due to very limited civil works. Nevertheless Engineer requested from Contractor to implement the measurements during November 2016 which was performed by Contractor on November 15, 2016. Measurements were again temporarily stopped in December due to unfavorable weather conditions. The status of measurements according to the approved plan on instrumental monitoring is presented in Annex D.

4.3 PPMS Indicators During the reporting period the following environmental performance indicators were reported to be included into PPMS:

4.3.1 Quarterly numbers of environmental non-compliance notices from PMC to Contractor were regularly measured based on standards for storm water, noise, dust and vibration and on any breaches of the EIA and EMP by PMC or by Contractor under PMC’s control: 1 non-compliance notice. No unsolved notices are registered by the end of reporting period.

4.3.2 Quarterly numbers of environmental complaints from communities along the Ashtarak-Talin road section, from 2013 to 2016 based on Contractor’s records of complaints were verified by PMC: 0- no environmentally related complains are received and registered during reporting period.

4.4 Non-compliance Notices 4.4.1 One non-compliance notice have been issued to the Contractor on October 7, 2016. The Contractor was notified on the non-compliances to EIA/ EMP with regard to:

- Non correct topsoil management at km 37+500 - 38+500; - Not notified site use at km 49+000 and km 57+700; - Ignorance of contractual liabilities and not implementation of instrumental measurements according to the dust, noise, vibration and water quality plan; - Not proper implementation of weekly monitoring; - Other non-compliances described in monitoring reports

4.4.2 Contractor implemented the following tasks for improving the situation related to non- compliance notice:

- on the topsoil management: Contractor notified the Engineer on the site proposed for temporary stockpiling of topsoil; - on the non- notified site use: In response to the Engineer's non- compliance notice the Contractor informed that the site is not operated by the Contractor and provided contract on the purchase of soil from "Hamlet- Robert" LLC; - on the instrumental measurements: Contractor has implemented measurements; - on the weekly monitoring: Contractor provided a missing weekly report; - on other non-compliances described in monitoring reports: Contractor has implemented installation of information and safety boards at all topsoil and dump sites in November 2016, as well as training on environmental and H&S safeguards in December 2016.

4.4.3 During reporting period no contamination on soil, water resources, flora and fauna has been observed during the implementation of construction works.

Conclusions and Recommendations

4.4.4 During the reporting period the program has ensured the compliance of Project activities to the national legislation such as Contractor’s regular environmental reports submitted to RA MNP in accordance with Armenian legislation: 3rd quarterly report of 2016; all necessary communication with local (communities) and territorial administrative authorities (marzes) and permits and approvals for any use of territory and roads (3.1.1- 3.1.3).

4.4.5 Also the compliance to ADB environmental safeguards was ensured such as Contractor’s environmental management plans, approval of Site-specific Environmental Management Plans containing the identification of site-specific environmental impacts, risk assessment and mitigation measures by the Project in pursuance of ADB SPS (2009) requirements on information disclosure and public participation, ADB conducted review missions to check compliance of the Program activities (3.2.1-3.3.1).

4.4.6 An environmental and archaeological evaluation visit to the site for constructing a new temporary access earth road in Nerkin Sasnashen community and the site for disposal of excavated earth and rock material had been carried out. The evaluations stated that there are no significant environmental and archeological issues. The SEMP for Talin-3 dump site (Km 68+400) was approved. Operation of all topsoil sites is temporarily stopped. The excavated material has been temporarily accumulated in heaps on- site for laboratory analysis to determine the availability of topsoil before removal to top soil site or to dump site. Contractor was requested to make corresponding update of the SEMPs when the sites are used for additional purposes which are not mentioned in the SEMPs. Installation of information and safety boards at all topsoil and dump sites had been done. Contractor is buying material from the existing quarries and didn’t open any new borrow pits (3.4.1-3.4.8).

4.4.7 Environmental safeguard reviews were conducted within ADB audit missions. All recommendations were taken into account A post-construction environmental audit for the Tranche 1 Road Sections took place. The audit verified that construction works were appropriate and satisfactory in terms of all prescribed conditions in EMP. (3.5.1-3.6.1).

4.4.8 Regular awareness raising discussions on ADB environmental safeguard requirements including on the proper topsoil stockpiling and excavated material dumping operations were implemented. Training on Health & Safety at construction work sites and CEMP requirements was organized by Contractor. Training on Archaeological chance finds procedure was not implemented (3.6.1 – 3.6.3).

4.4.9 Archaeological excavations in Nerkin Sasnashen and Davtashen were completed. No construction works have been implemented in next proximity to other archaeologically sensitive areas. All archaeological excavations planned according to Archaeological Work Plan were completed (3.7.1- 3.7.4).

4.4.10 Grievance redress mechanism has been established in all communities. Preconstruction public consultation and other regular communication with impacted communities took place and the proper functioning of grievance redress mechanism in all communities regularly checked. No complains and/or suggestions on environmental related issues such as excessive dust, noise, improper waste dumping, etc. are registered by the end of reporting period (3.8.1-3.8.4).

4.4.11 Project related issues were regularly communicated with PMU environmental team and Contractor’s management and environmental team (3.9).

4.4.12 Monitoring activities implemented during the reporting period included monitoring site visits on monthly basis to check compliance of civil works to the Contractor’s EMPs in Tranche 2. Instrumented measurements of the dust, noise, water and vibration have been implemented in November. The measurements of the dust, noise, water and vibration monitoring parameters during the July till October months of the reporting period have not been implemented due to very limited civil works. One environmental non-compliance was issued during the reporting period. Monitoring data were recorded in the PPMS (4.1-4.4.2).

4.4.13 The non-conformances detected during the monitoring visits were reflected in the monitoring checklists. Some of them were improved immediately or during the time period set for improvement. Some non-conformances were improved partially. Those non-conformances which will not be improved during the time set for correction action will result in non-compliance notices to the Contractor in the up-coming quarter

Conclusions

1) 60 dBA as equivalent and 70 dBA as maximum noise levels should be applied as TLVs for evaluation of noise actual level at measurement point "Noise 8" (see Table 3). 2) As a result of noise level measurements, conducted at point "Noise 8" during the different daytime periods on 15.11.2016, the equivalent noise actual levels are within the TLV (60 dBA) defined by Sanitary norms. 3) The maximum noise actual levels in the same point are generally within the TLV (75 dBA), except the measurement conducted between 14:00-14:10, where the noise level is above the TLV for 3.5 dBA. One of the reasons of high noise level is the movement of cars and vehicles along the M1 highway. 4) PM2.5 and PM10 (dust particles of 2.5um and 10um accordingly) actual concentrations at points "Dust 9" and "Dust 10" in different daytime periods don’t exceed the daily average and maximum permissible concentrations (MPC) for residential areas set by the RoA Government Decree №160-N "Norms of maximum permissible concentrations of atmospheric air pollutants in residential areas". 5) According to the results of vibration instrumental measurements, no vibration exposures were detected near the measurement point "Vibration 1" (near Qaravansaray monument).
