RAÚL TORRES, CEO and Co-Founder of PLD Space
RAÚL TORRES, CEO and co-founder of PLD Space Raúl Torres, a 33-year-old Spanish businessman, is CEO and co-founder of PLD Space, the Spanish launcher company that will provide scientific and commercial access to space for small satellites and payloads. Raúl has a degree in Biological Sciences from the University of Alicante and has studies in Aerospace Engineering from the Polytechnic University of Valencia. In 2011, Raúl Torres founded, together with Raúl Verdú, PLD Space. The company closed its first initial investment round in 2013, with an investment of 1 million euros and with the participation of Business Angels and public institutions (CDTI). At the end of 2015, the Spanish Science Association honored both co-founders for their achievements in the field of space propulsion; PLD Space developed from scratch and tested in its private facilities, located at the Teruel airport, the first reusable liquid rocket engine in Europe fully dedicated to driving the small satellite industry. At the end of 2016, PLD Space closed a series A1 investment round of more than 6 million euros between public and private investment and with the corporate backing of the Spanish space company GMV as a technical investor and shareholder. In May 2018, PLD Space raised an investment round of 10 million euros with the participation of new investors such as the Spanish aeronautical firm ACITURRI and the venture capital fund JME, from José Manuel Entrecanales, CEO of Acciona. In April 2019, the recovery test of a demonstrator of the first stage of the MIURA 5 orbital launcher was carried out, in which the Army collaborated with the support from a Chinook helicopter. -

Nanoracks Signs Agreement with Canada’s Maritime Launch on Re- Use of C4M Upper Stages for In-Orbit Space Outposts October 24, 2019 – Washington, DC – Nanoracks, the world’s leading provider of commercial access to space, is pleased to announce that it has signed an agreement with Canada’s Maritime Launch Services to work on re-purposing and re-using spent C4M upper rocket vehicle stages, which would be in-orbit after launch missions from Nova Scotia’s Canso Spaceport, Canada’s first and only commercial spaceport. In 2018, Nanoracks was one of the awardees of a study contract by NASA to develop the future of commercial spaceflight in low-Earth orbit. Through that award, Nanoracks has been investigating the commercial case for repurposing in-space hardware, and this agreement with Maritime Launch further establishes the company’s commitment to innovating a more affordable and less-risky pathway to establishing in-space habitats (‘Outposts’) for future crewed missions, instead of fabricating modules on the ground, and subsequently launching them to orbit. “The proven heritage of the C4M launch family, with over 220 launches to date, will provide Nanoracks with plenty of opportunities to choose the appropriate missions on which to test and develop the proposed upper stage conversions into resilient automated habitats, and one day human habitats,” says Steve Matier, Maritime Launch CEO. “Canada has a reputation for providing in-space robotics for the International Space Station, such as the CANADARM and the Dextre programs. CHAPTER 11 Nasa as an Instrument of U.S. Foreign Policy John Krige as space exploration,and NASA’s role in it in particular,had an effect on society, Hand, if so, on what aspects of it? And how do we measure any such impact? These are challenging questions indeed. The stakeholders in the huge American space program are multiple and include scientists; engineers; research, development, and launch facilities; industry; administrators; and many government agencies, not to speak of Congress and the U.S. taxpayer.The impacts of spaceflight vary widely, from adding to the stockpile of knowledge and stimulating innovation and industry, to training, education, and creating jobs and—if we move beyond the civilian sphere— to enhancing national security and intelligence gathering. And then there are the intangible, difficult to quantify cultural effects that range from inspiring a young girl to become an astronaut to building national pride and prestige in what are, after all, spectacular scientific and technological, managerial, and industrial achievements. This paper briefly considers one small, but I think important and often overlooked, corner of this vast panorama: the place of spaceflight in American foreign policy. I do not simply want to insist that naSa’s international programs have had an important impact as instruments of foreign policy.I also want to suggest that today they have a particularly significant political and cultural role to play in projecting a positive image of American power and American democracy abroad. In a world increasingly torn apart by conflicts over values—conflicts which history teaches us can seldom be resolved by force—i believe we overlook the potential of NASA as an instrument for American foreign policy at our peril. -

ISSN 0035-9173/20/010046-12 Sixty years of Australia in space Kerrie Dougherty Space Humanities Department, International Space University, Strasbourg, France Email: [email protected] Abstract Australia’s involvement in space activities commenced in 1957, at the beginning of the Space Age, with space tracking and sounding rocket launches at Woomera. By 1960, Australia was considered one of the leading space-active nations and in 1967 became one of the earliest countries to launch its own satellite. Yet by 1980, Australia’s space prominence had dwindled, with the country lacking both a national space agency and a coherent national space policy. Despite attempts in the latter part of the 1980s to develop an Australian space industry, the lack of a coherent and consistent national space policy and an effective co-ordinating body, left Australia constantly “punching below its weight” in global space activities until the Twenty First Century. This paper will briefly examine the often-contradictory history of Australian space activities from 1957 to the announcement of the Australian Space Agency in 2017, providing background and context for the later papers in this issue.
