Sub: Classification of districts in Jammu & Kashmir as RED, ORANGE and GREEN for the purpose of implementing the lockdown, w.e.f. 01.09.2020

Government Order No. 78-JK (DMRRR) of 2020. Dated: 31.08.2020

in Jammu and 1) Whereas, a detailed review of the current COVID situation Kashmir was conducted with the Financial Commissioner, Health; Divisional Commissioner, Jammu/ Kashmir and other officers, particularly on the following

a. An overall assessment of the situation pertaining to the spread of COVID- 19 in Jammu and Kashmir, b. The trend in new cases particularly the recent large spread/ spike in new cases in view of the continuous movement of persons travelling to J&K and between provinces/ districts with tremendous risk of further spread, and C. The risk perception of the Health department vis-à-vis each district and the need to control further spread of COVID-19;

2) Now, therefore, in exercise of the powers conferred under section 24 of the Disaster Management Act, 2005, the undersigned, in his capacity as the Chairperson of the State Executive Committee, hereby orders that the classification of districts into Red, Orange and Green categories for Jammu and Kashmir will be as under

S. No. Category Name of the district(s) RED 1) All districts of Kashmir province, except Bandipora district.

2) of Jammu Province.

2. ORANGE ", Samba, Bandipora, , , , and Jammu. 3 GREEN Doda and Except the Lakhanpur Containment Zone on the National Highway which will

be a RED/ Containment Zone with a 500 meter buffer.

The Jawahar Tunnel area on either sides shall also be a containment zone.

3) This categorization of districts into Red, Orange and Green Zones/ Districts will be followed for the purposes of implementation of permitted activitiesin the respective districts, as per a separate order, to be issued by the State Executive Committee (SEC).

4) This classification of districts will be reviewed periodically and any further modifications will be made by the Government of Jammu & Kashmi.
