GOVERNMENT OF JAMMU AND KASHMIR Department of Disaster Management, Relief Rehabilitation & Reconstruction State Executive Committee Civil Secretariat: Srinagar. Sub: Classification of districts in Jammu & Kashmir as RED, ORANGE and GREEN for the purpose of implementing the lockdown, w.e.f. 01.09.2020 Government Order No. 78-JK (DMRRR) of 2020. Dated: 31.08.2020 in Jammu and 1) Whereas, a detailed review of the current COVID situation Kashmir was conducted with the Financial Commissioner, Health; Divisional Commissioner, Jammu/ Kashmir and other officers, particularly on the following a. An overall assessment of the situation pertaining to the spread of COVID- 19 in Jammu and Kashmir, b. The trend in new cases particularly the recent large spread/ spike in new cases in view of the continuous movement of persons travelling to J&K and between provinces/ districts with tremendous risk of further spread, and C. The risk perception of the Health department vis-à-vis each district and the need to control further spread of COVID-19; 2) Now, therefore, in exercise of the powers conferred under section 24 of the Disaster Management Act, 2005, the undersigned, in his capacity as the Chairperson of the State Executive Committee, hereby orders that the classification of districts into Red, Orange and Green categories for Jammu and Kashmir will be as under S. No. Category Name of the district(s) RED 1) All districts of Kashmir province, except Bandipora district. 2) Ramban district of Jammu Province. 2. ORANGE Kathua", Samba, Bandipora, Reasi, Udhampur, Poonch, Rajouri and Jammu. 3 GREEN Doda and Kishtwar Except the Lakhanpur Containment Zone on the National Highway which will be a RED/ Containment Zone with a 500 meter buffer. The Jawahar Tunnel area on either sides shall also be a containment zone. 3) This categorization of districts into Red, Orange and Green Zones/ Districts will be followed for the purposes of implementation of permitted activitiesin the respective districts, as per a separate order, to be issued by the State Executive Committee (SEC). 4) This classification of districts will be reviewed periodically and any further modifications will be made by the Government of Jammu & Kashmi. Revised Working Plan for the Anantnag Forest Division 2014-15 to 2023-2024 by Dr. B. BALAJI, IFS WORKING PLAN OFFICER Prepared by Working Plan & Research Circle J&K Forest Department Jammu/Srinagar Introduction The present working plan is the 5th revision of the Working Plan for Anantnag Forest Division. During the period of previous working plan by ShamimMohd Khan ((1982-83 to 1991-92), the Anantnag Division was known as Kashmir Forest Division. In the year 1981, vide Govt. Order No. 34/FST of 1981 dt.20.02.1981, Liddar Range was shifted to Liddar division. Further, in the year 2010 Kulgam Range was annexed with Kulgam Special Forest Division created vide Govt. Order No. 407 – Fst of 2010-10-25 dated: 25-10-2010 issued under endorsement No. Fst/Plan-14/2007 (PF) dated: 25- 10-2010.Hencethe total forest area is only half of the area of previous working plan and is presently 798.64 sq.km only The working plan exercise was started in the financial year 2010-11. Active field work started since 2011 only. Since most of staff of Anantnag Forest Division are new to working plan exercise and also in the usage of Wedge Prism, several field exercises were organized prior to taking up of the exercise. The technique of “Point Sampling” has been employed in the inventory for evaluating the growing stock. The GPS (Global Positioning System ) is fully utilized for the first time. The compartment boundaries were digitized for the first time with the help of Photo Interpretation division, Srinagar. For stock maps also, digitized printed maps were utilized to the scale using GIS (Geographical Information System).

Bernier, the first European traveler to enter Kashmir, wrote in 1665 that “In truth, the kingdom surpasses in beauty all that my warmest imagination had anticipated” (Young-husband, 1911)1. Geographically and climatically, Kashmir is the core of mighty Himalayas receiving in abundance its grace in the form of captivating scenic beauty, lush green pastures and lofty glistening snow covered mountain peaks which capture the changing hues of the brilliant sun, in many ways, the enchanting rivers and rivulets and the great lakes of mythological fame. In her valleys grow the rarest of trees and herbs, including the most precious of all flowers - the Zaafran (Saffron). In her forest are found the best pines and deodars. From her orchards come apples, apricots, pears, walnuts and cherries of different kinds. On her green meadows graze the lambs bearing the most exquisite wool. Her Dal lake and her house boats, Gulmarg and her glaciers have made her an international tourist spot. What to talk of her temples, the dream of every devout Hindu - the Holy Amarnath where lakhs of pilgrims trek every year, regardless of inclement weather and a host of other dangers; the Shiva temple, the Khir Bhawani, all with their lofty associations with great masterminds and the impeccable Shaivite philosophy (Sadhu,1984)2.

Pir-Panjal Railway Tunnel – Gate Way to Kashmir Valley Feature Railways H. C. Kunwar* The Indian Railway added another feather in its cap with the historic milestone of connecting Kashmir Valley with the Jammu region. The Prime Minister dedicated the newly constructed railway line between Banihal (Jammu region) – Qazigund (Kashmir valley) section and flagged off the first DEMU train from Banihal throughthe Pir Panjal tunnel- the longest transportation tunnel of India, from Banihal Railway station on 26th June 2013. On commissioning of this section, the first rail link has been established between the Jammu Region and Kashmir Valley providing all weather connectivity with significantly reduced travel time through the Pir Panjal mountains. This is an alternative connection between the two regions for the Jawahar Tunnel too,which is often snow bound during the winter months. With this section the distance between Banihal-Qazigund section has been reduced to 17.7 kms by railway line instead of 35 kms long road length. With the completion of this section the Kashmir Valley has come a step closer to being connected to the remaining Indian Railway network, signifying the dedication and resolution of Northern Railway in providing rail connectivity to the farthest corners under its jurisdiction. Ircon International Ltd., a PSU under the Ministry of Railways, has been the principal executing agency for Northern Railway to execute the work of Dharam- Qazigund Section of USBRL Project through an agreement signed in 2004 which includes planning, survey,design and construction of the entire project. The Kashmir Valley railway is a 119 km long modern railway line that became completely operational in October 2009.
