Email: [email protected] [email protected] Phone No. 01932-222337 FAX No. 01932-223164 I MESSAGE (From the desk of Deputy Commissioner, Chairman DDMA - Anantnag) I am happy to present reviewed and updated Disaster Management Plan for District Anantnag (Jammu & Kashmir) in the framed format of State Disaster Management Authority, UT of J&k. The aim of the plan is to make our district safer, adaptive and more disaster-resilient. It includes sophisticated measures that will be implemented for the short, medium and long term mitigation programs. The plan acts as a manual for disaster preparedness of the district and is prepared to guide all stakeholders of DDMA – Anantnag and the public in general at all levels of disaster preparedness and mitigation activities to respond to all kinds of disasters/calamities. Although, the plan provides much clarity and a sound framework, still there is scope for improving and strengthening the mitigation measures, preparedness and effective response to the disasters. It is necessary for all the stakeholders and philanthropic and voluntary organizations and associations to implement the plan sincerely to make the district disaster-resilient. From the first edition of DDMP, DDMA is strengthening its technical capabilities in every measure to reduce risks, prevent losses, prepare, respond, recover and monitor hazards. Since, the drafting of plan was not possible without the cooperation of line departments of the district, therefore, I appreciate the efforts put in by all stakeholders especially the sect oral officers as well as the officials of disaster management cell, who worked tirelessly to concretize the plans and coming up with a broad framework. Sd/- Kuldeep Krishan Sidha (KAS) II Additional Deputy Commissioner (CEO DDMA) Anantnag FOREWORD District Anantnag is prone to many disasters - flood, fire, hailstorms, earthquake, snow avalanches and cloudburst are the major disasters which pose consistent threat to the infrastructure and economic assets besides human lives. To curb the graph of losses, District Disaster Management Authority (DDMA) is working hand-in-hand with other stakeholders at every level to enhance the effectiveness of District Disaster Management Plan. From the publication of first edition of District Disaster Management Plan (DDMP) in 2018, DDMA is working hard to review the plan for increasing its effectiveness to strengthen disaster mitigation measures. With the help of format of DDMP framed by National Disaster Management Authority (NDMA), DDMA has made an effort to fill the gaps with regard to the general layout of plan by introducing all the action plans of the district and utilizing the data lying with different line departments of district to provide help/guidance to all disaster management committees at all levels, planning officers, line departments and institutions for mainstreaming disaster risk reduction, preparedness and mitigation measures in planning and implementation of various on- going new projects. In improving and enhancing the effectiveness of plan, this office welcomes any valuable insight, feedback and innovative suggestions from the general public, stakeholders and professionals from the relevant institutions. Hassan Sheikh (KAS) III ACKNOWLEDGEMENTS The Preparation of District Disaster Management Plan(DDMP) - Anantnag is a mammoth exercise and is possible to accomplish only through the cooperation of all the stakeholders of DDMA that play the main role on disaster risk management in the district. The main departments that have helped in the preparation of DDMP include Fire and Emergency Services, JK Police, PWD (R&B), Jal Shakti, FCS&CA, Public Health (CMO and Red Cross), Chief Animal Husbandry, Fisheries, Municipal Communities, Education, ARTO and DFO. We gratefully acknowledge all of their support and their timely intimation of requisite data for updating of the plan. The plan was drafted in the format prepared by State Disaster Management Authority (SDMA) of UT of Jammu and Kashmir while some valuable inputs were also considered from the National Institute of Disaster Management (NDMA) and some other State government DDMPs. It draws on a large number of documents, guidelines, manuals, SOPs and records from different organizations and institutes available on the internet. We acknowledge the contribution of the authors of all such reference documents. The former DDMP prepared by former Head Quarter Assistant (HQA) to DC Anantnag with the collaboration of prisman, Mr. Aasif Majeed Ganie and former Disaster Management Professional, Ms. Aymun Hilal Qadri played a lead role to update, review and draft the present plan. In summary, the preparation of the DDMP for 2020-2021 exemplifies teamwork that spans across different line departments of the district Anantnag. Heat wave conditions prevailed over Northeastern, Central and Peninsular parts of the country and claimed human lives over 1400 out of which 1393 lives claimed from Andhra Pradesh alone. During 14 -18 June heavy to very rainfall/flash floods/ cloudbursts/ massive landslides and avalanches reported at multiple places of the North Indian state of Uttarakhand caused the most devastating natural disaster claimed more than 5,000 human lives apart from damage to public/private property and cash crops especially apple crops. During summer monsoon of floods and heavy rains claimed about 463 human lives apart from extensive damage to agriculture and public/private property.     THE COMMUNICATIONS Vol. 21, No. 1 (2012) DEVELOPMENT AND DISPLACEMENT IN CHENAB VALLEY AFTER CONSTRUCTION OF POWER PROJECT AT KISHTWAR Touseef Iqbal Butt* Abstract Has the regional displacement widened in the post-reform period? This study attempts to probe into this by analysing growth rates of aggregate and sectoral domestic product of major states in the pre (1980s) and post-reform (1990s) decades. Our results indicate that while the growth rate of gross domestic product has improved only marginally in the post-reform decade, the regional displacement and developments in state domestic product has widened much more drastically. Industrial states are now growing much faster than the backward states, and there is no evidence of convergence of growth rates among states. Even more disturbing is that there is now an inverse relationship between local population growth and migrational saturation. The cultural values of societies are now in a new era. The very well socio-economic collaboration stream led to make a strong change in entire society. This has a very serious implication for employment and the political economy of India. India is already in a growing in term of power projects and developmental world but where the people enjoys the benefits and fruit of developments other hand they have to become the part of displacement form their native place and the resources and sources of their own has been the finalized by the legal authorities and this research paper is extremely based on the regional displacement with effect of the development.     DISTRICT ANANTNAG 2018 DDMA Anantnag District Disaster Management Authority INTRODUCTION Community resource mapping is a strategy for promoting interagency collaboration by better aligning programs and services for youth and families. The major goal of community resource mapping is to ensure that all youth have access to a broad, comprehensive, and integrated system of services essential in achieving desired school and post-school outcomes. Community resource mapping can be used to improve education, workforce development, and economic development in a community by aligning available services and resources, streamlining those services and resources, and identifying areas of need. The idea of resource mapping builds on the community’s strengths by increasing the frequency, duration, intensity, and quality of services and supports in the community. It is a way to organize information and give direction to meet a common community goal. As a result of resource mapping, families and youth have more flexibility and choice in navigating the system. The alignment of resources, streamlining of resources, and identification of service gaps within the community enables educators and service providers to (a) understand the full range of services available to youth within a community, (b) more efficiently provide the specific supports needed by each youth, and (c) develop new services and supports targeted to fill existing gaps. In recent years, the Government of Jammu & Kashmir has been giving increased focus towards the Disaster Management and related aspects. It is because of the fact that J&K State is vulnerable to multiple natural hazards like floods, earthquake, landslides, fire, drought, windstorm, snow avalanches, drowning incidents etc resulting in loss of lives, damage to the property, infrastructure and public utilities.

Notification No. 51 – PSC (DR-S) of 2018 Dated: 30.01.2018 Whereas, the Health & Medical Education Department referred 371 posts (OM:213, RBA:74, SC:29, ST:37, ALC:11 & SLC:07) of Medical Officer to the Public Service Commission for being filled up from amongst the suitable candidates; and Whereas, the Commission notified these posts vide Notification No. 01-PSC (DR-P) of 2017 dated 27.03.2017; and Whereas, in response to the above notification, 2883 applications were received; and Whereas, the written test of the candidates for selection was conducted on 26.06.2016 in which 2452 candidates appeared.
