I, Councillor Malcolm Hole hereby give notice of my intention to move the following motion at the Ordinary Meeting of Council of 2 July 2013.
That:
1. Wellington Shire Council reaffirms measures detailed in our Wellington Planning Scheme and Municipal Strategic Statement (MSS) that ensure that the grant of any planning permit will not detrimentally affect the operational safety of aircraft or the opportunity for the reasonable future expansion of an aerodrome such as RAAF Base East Sale; and
2. Council continues to work with Air Force and industry to provide the best solution for the Defence Project AIR5428, and ultimately the relocation of the Basic Flying Training School to RAAF Base East Sale or the surrounding region; and
3. Wellington Shire Council welcomes any other opportunity to support an even greater Air Force presence in Gippsland; and
4. Council advise the Chief of Air Force, Air Marshal Geoff Brown, AO of any Council decisions made above.

Section L6.59 of Wellington Shire Council Processes of Municipal Government (Meetings and Common Seal) Local Law No 1 provides for petitions and joint letters:
“A petition or joint letter presented to the Council must lay on the table for a period determined by the Council but not exceeding the next two Council Meetings. No motion, other than to receive the petition or joint letter may be accepted by the Chairperson, unless the Council unanimously agrees to deal with it earlier.”

ITEM B1 DELEGATE REPORT: SOUTH EAST AUSTRALIAN TRANSPORT STRATEGY MAY 2013 MEETING OFFICER: COUNCILLOR BOB WENGER

As Wellington Shire Council’s delegate, I attended the quarterly meeting of SEATS held on 16 and 17 May 2013 at Lincoln Downs Motor Inn, Batemans Bay, New South Wales. The meeting was hosted by Eurobodalla Shire Council.
The meeting was attended by 40 delegates each day. SEATS members were welcomed by Cr Neil Burnside, Eurobodalla Shire Council’s delegate to SEATS. Cr Burnside thanked SEATS for its support on matters of concern to them such as the Princes Highway and the Kings Highway and he asked SEATS to support Eurobodalla Shire Council’s plans to develop the Moruya Airport.
The recently appointed General Manager of Eurobodalla Shire Council, Dr Catherine Dale, also attended the meeting on Thursday as did Ms Kerrie Foster, the Director of Community and Corporate Operations.
The Dinner speaker was Ms Jay Stricker from AECOM. Ms Stricker has worked on the High Speed Rail (HSR) project and she was able to give delegates a very extensive outline of the processes undertaken in the two stage study. The total investment of $114 billion will see the HSR travel between Melbourne and Sydney via Canberra. The study indicates that the section from Sydney to Canberra to Melbourne would be achievable in the next few years if funds became available. Route selection has been undertaken and various station positions have been recommended.

SEATS SEATS provides highly co-ordinated and influential advocacy for the development of transport infrastructure in the South Eastern Australia region that supports economic development and the prosperity of its constituents.

1 SEATS Budget and Fees for 2013 - 2014 Delegates agreed to an increase in membership fees of 3% for the 2013 - 2014 financial year. The effect on membership fees is as follows:

Budget Adjustments: The Executive Officer’s package is to be adjusted by $1,200 including expenses and the further Cross Border Study budget is increased by $2,114 and the Strategic Network Presentation budget has a revote of $5,000 to be carried over to 2013 – 2014 Budget. The net effect is to decrease the budgeted surplus as presented to the meeting by $5,000.
Executive Meeting The Executive considered the following matters and recommended the actions noted against each item Strategic Network document: A more distinguishable front cover was requested for this document. The Executive were anxious to ensure that the front cover of this document and that of the Election Request document did not lead to confusion. The Strategic Network document as amended is now on the homepage of the SEATS website and is recommended reading for all members.
Cross Border Heavy Vehicle Freight Study: The Executive accepted a recommendation that Cooney Consulting be employed to undertake a further study into on the recommendations made by GHD in their initial report. This work will be completed in the next two months and members are asked to cooperate with Cooney Consulting in obtaining information to complete this further work. This further work will provide a holistic picture of the movement of the key product groups moving through the region; identify freight volumes; record producer forecasts regarding the future of items over a 20 year period and identify factors that will influence their marketability and consider these factors when prioritizing constraints and expenditure. The analysis will profile the nature and importance of SEATS cross border freight to local, state and national communities; identify and scope 6 case studies that best represent cross border trade between Victoria, New South Wales and the ACT. Phone and face to face interviews with producers and freight operator representatives will be undertaken.
2 Last Mile Bridge Study: GHD will be undertaking this work in the next two months or so with the aim of this study being completed in time for a presentation at the August 2013 meeting. Members will be asked to provide as much information as they can to support this study which will identify constraints on getting product to manufacture or processing and then to market.
Federal Election Advocacy Strategy: The Executive Officer is to arrange distribution of information to candidates. Members are asked to provide contact details for candidates known to them. Executive Officer will provide Media Releases to be adapted to each electorate for use by members and also to provide some suggestions for Letters to the Editor pages. It is also necessary to request that as funding is concluded for the Hume and Pacific Highways that some of this funding then be directed to our region.
A request has been made to fund a feasibility study on the whole of the Princes Highway being included in the National Network. This would include a study of the effect of tourism traffic as part of the freight network figures.
New Member: The Executive were pleased to learn that RDA Illawarra is to become a SEATS Member.
Secretary/Treasurer resignation: David Byrne, the long-serving Secretary/Treasurer of SEATS has advised that he will be standing down from that role as from the end of this financial year. David has given wonderful service to SEATS in this role over the last fifteen years and his advice and work will be much missed. SEATS is now looking for a Council to take on the role of Secretary/Treasurer. Two Councils have been asked to consider taking on the role but neither have yet agreed to undertake the task. The role requires the Council to keep the accounts, raise membership fee invoices, pay the Executive Officer on a fortnightly basis as invoiced, pay invoices for the editing of the Newsletter on a quarterly basis and pay for the website update and maintenance on a six monthly basis and to pay invoices received from contractors for studies undertaken on behalf of SEATS. The Secretary/Treasurer would also have to provide a quarterly financial report for the SEATS meetings as well as take the Minutes at each quarterly meeting. It is possible that a separate Minutes Secretary could be appointed.
Constitutional Recognition of Local Government: The Executive requested that information be sought from the Australian Local Government Association regarding the referendum to be held in conjunction with this years Federal election. In particular, the Executive want information regarding the plans to ensure funding for roads within council areas and how this may be affected by Constitutional recognition of Local Government.
Executive Officer Contract: The Executive agreed to extend the employment contract for the Executive Officer by one year until 30 June 2015.
3 SEATS Membership On the motion of Cr Bob Stewart of Bombala Shire Council it was decided to write to Bega Valley Shire Council to request that they rejoin as member of SEATS.
Mark Williams moved that SEATS develop a strategy to get more transport operators to be participating members of SEATS so that their views and needs can be better understood. It was decided to ask Mark and Sandy Williams (Sanmark Consulting) to work with the Executive Officer to develop the strategy with a reort to be provided to the next quarterly meeting in August 2013.
Road Maintenance It was decided to write to VicRoads and RMS to seek reconsideration of the way maintenance of the road network is funded highlighting the need to consider the effect of upgrading networks but not appropriately covering the need to maintain the network. A small working group was set up to prepare a report on this issue.
PRESENTATIONS Ms Kerrie Foster, Eurobodalla Shire Council Director of Community and Corporate Operations gave a presentation on the plans for the development of the Moruya Airport. After tis presentation delegates toured the Airport and were given a first-hand account of the plans for the area. Delegates expressed great interest in the plans, offered some constructive suggestions to Eurobodalla Shire on their plans. Eurobodalla Shire has requested SEATS to include the Moruya Airport development as one of their priority projects. This will be considered by the Executive after SEATS receives a detailed analysis of the proposal as defined by our Project Templates. The presentation is on the SEATS website which is www.seats.org.au
Greg Miller, Eurobodalla Shire Council Manager of Engineering Operations gave a very detailed presentation on the Kings Highway. Subsequently, delegates visited some of the sites mentioned in the presentation which is now on the SEATS website. This presentation will be used to advocate for improvements to the Kings Highway. This presentation is a good template for the kind of thing all members should prepare to advocate for the SEATS Priority Project in their local government area.
Harvey Dinelli from the Victorian Department of Transport and Kenn Beer from VicRoads provided further insights into Logistic Planning in a two hour session on Friday morning. This was an interactive exercise which allowed for a lot of input and discussion from delegates. Harvey and Kenn are currently analyzing the information provided by delegates and are putting together a précis of the deliberations for further considerastion and possible additional presentation at a future meeting. The analysis will be placed on the SEATS website when it is available.
Noel McCann, Director Canberra Airport has provided a most interesting update on the work at Canberra Airport and its role in developing a variety of passenger and freight air movements in our region. The huge investment by private enterprise in the Canberra Airport can easily be seen by the impressive work already completed there. His presentation is on the SEATS website.

Members Reports: Kenn Beer (VicRoads) advised that Peter Todd is the new VicRoads Chief Operating Officer.
Greg Miller (Eurobodalla Shire) indicated that the South Batemans Bay Bypass has commenced
Colin McLean (RDA Southern Inland) advised that RDA 3 Year Regional Plan is being updated. The RDA is working with other RDA’s to get a regional economic strategy for region including waste and resource recovery, skills and training, regional economic marketing and branding. The strategy is to encourage industry and investment. RDA funding rounds 3 and 4 will be announced soon and round 5 will be opening shortly.
Scott Farrell (GHD Wagga Wagga) advised that the Last Mile Bridge template study has commenced and should be available by the August meeting.
Cr Bob Stewart (Bombala Shire) advised that the Parsons Creek bridge upgrade has commenced. The project is $1.6 million. The new timber mill at Bombala has been opened. This is a $76 million investment which will create much needed employment opportunities in Bombala.
Cr Bob Kirk (Goulburn Mulwarree Council) indicated that MR 92 input was progressing well. He also advised that the Archive Record Centre project is progressing.
Allison Jones (Latrobe City) said that the Gippsland Logistic Precinct is still progressing and that two thirds of the $6.2 million upgrade of the Latrobe Airport has been completed. She also advised of a further investment of $90 million to the paper processing plant is being undertaken.
Greg Pullen (Shoalhaven City) advised that a truck stop is being considered by RMS for South Nowra. The designs for the entrance treatment from the north at Bomaderry is progressing and he further advised that the Southern Councils Group has endorsed a HSR station at Moss Vale in Wingecarribee.
Paul Stampton (South Gippsland Council) indicated that their Council has endorsed 6 priority projects for the area. There is a $20 million expansion of industry in the area and Port Welshpool Masterplan is being developed and the Leongatha Heavy Vehicle Bypass project is still progressing.
Cr Bob Wenger (Wellington Shire) advised that VicRoads work at Sale is almost complete.
Mark Williams (Sanmark Consulting) indicated that SEATS has a number of challenges
5 including getting more industry members to contribute; transport operators to contribute through a Working Group; the need for more rail services in our SEATS region; and the challenge for SEATS to understand the needs of transport operators who live outside the SEATS region but who use SEATS regions roads and transport links.
Cr Jeanette Harding (South Gippsland Shire) indicated that South Gippsland has proposed a transport review relating to community transport needs which may be of value to other council areas. She also indicated that the Port Anthony and Barry’s Beach projects are on schedule for development approval.
Cr Judy Hanna (Wollondilly Shire) expressed appreciation for the opportunity to attend SEATS as an observer and indicated that she would reort to her Council on possible membership of SEATS>
Hosting a meeting Hosting a meeting involves arranging for between 25 and 35 delegates to hold a meeting with power point presentation facilities, light lunch and afternoon tea on the Thursday, host a Dinner on Thursday evening for between 30 and 40 guests and a Guest Speaker, arranging two or three guest speakers on transport infrastructure matters of interest (not more than half an hour per presentation) on the Friday morning with arrangements for morning tea and then a light lunch at about 12 noon. Guest presenters should be encouraged to send their powerpoint presentations to the Executive Officer at least a 4 working days prior to the meeting so we know that they will be compatible with the IT equipment. It is also usual (although it doesn’t have to happen) for the host Council to organise a guided Bus Tour of the area with particular reference to a transport infrastructure issue in the area or something considered of interest to delegates. It may be necessary to recommend to the host Council to minimize tours to enable more discussion time. Alternatively, it is also acceptable to extend the meeting time on Thursday from, say 10.30am onwards.

ROADS AND MARITIME SERVICES REPORT FOR SEATS MEETING – MAY 2013
BULLI PASS
RMS is investigating the future provision of an improved escarpment crossing by way of upgrading Bulli Pass to provide an efficient and safe alternative route to Mount Ousley Road. The NSW Government is funding planning investigations. There is no current funding or timeframe for construction of the upgrade.
PICTON ROAD
The $43.0 million program of safety improvements for Picton Road is continuing. A detailed community update identifying the works completed to date can be found by accessing the following link: The 2012/13 State Budget has allocated $11.6 million for the ongoing safety work. Work is underway on the ‘reverse curves’ project which is the largest and most critical project of the Picton Road safety program. The section of Picton Road starting from Mount Keira Road moving west for 3.5 kilometres has seen a significant number of crashes concentrated around two large curves.

PRINCES HWY KINGHORNE ST TO FOREST RD, SOUTH NOWRA
The NSW Government is funding the $62 million upgrade of the Princes Highway between Kinghorne Street and Forest Road at South Nowra. The upgrade involves upgrading 6.3 kilometres of the Princes Highway to four lanes that will improve traffic flow and efficiency through this section of Nowra. Roads and Maritime Services are managing project delivery and Nace Civil Engineering is contracted to construct the upgrade. In August 2011 the Green and Golden Bell frog was discovered within the vicinity of the site. Work to upgrade the Princes Highway at South Nowra was suspended in November 2011 as a result of finding endangered Green and Golden bell frogs within 200 metres of the project. RMS has worked to mitigate the impacts of the project on the endangered frogs and has now received approval from the Australian Government's Department of Sustainability, Environment, Water, Population and Communities (DoSEWPaC) to recommence construction on the Princes Highway upgrade and road construction work has recommenced. KINGS HIGHWAY ROAD SAFETY REVIEW
The NSW Centre for Road Safety and Roads and Maritime Services (RMS) have undertaken a road safety review of the Kings Highway between the Princes Highway roundabout at Batemans Bay and the eastern most part of the ACT border just south of Bungendore. Community members and stakeholders were invited to submit their feedback on the Kings Highway Road Safety Review through an online issues mapping tool, in community workshops and by email and post earlier in 2012. The comments received during the consultation period have been compiled The report has now been released and can be found on the following link;

PRINCES HWY GERRINGONG UPGRADE – MOUNT PLEASANT TO TOOLIJOOA ROAD
Roads and Maritime Services (RMS) is upgrading the Princes Highway between Mount Pleasant and Toolijooa Road. This work is funded by the NSW Government. The $310 million upgrade will provide 7.5 kilometres of upgraded highway and include two new interchanges at Gerringong and Gerroa. RMS has contracted Fulton Hogan to design and construct the Gerringong upgrade. Construction has started with completion expected in the first half of 2015, weather permitting. On 25 June 2012 the Minister for Roads announced that the northern Bypass of Berry would proceed to environmental assessment. In September 2012 RMS lodged the environmental assessment with the Department of Planning and Infrastructure. This was exhibited in late 2012 with over 216 submisisons received. RMS is currently considering these submissions and responding to questions from DoPI. RMS publicly displayed a preferred road corridor and alignment for comment in December 2010 and consulted directly with affected land owners and local councils. As part of the planning process, RMS is now reviewing the proposed road corridor and is investigating an alignment to the west of the existing Dignams Creek Bridge. This is a result of community concerns and the need to go forward with a design that gives better value for money. Planning for this project continues with the Roads and Maritime Services displaying an updated concept design in late 2012. The Roads and Maritime Services have announced the preferred corridor for the proposed realignment of the Princes Highway at Termeil Creek. This corridor was on display for comment from December 2010 until February 2011. The Roads and Maritime Services placed a Review of Environmental Factors (REF) on public display for comment from Monday 28 November 2011 until Friday 16 December 2011. PRINCES HWY BEGA BYPASS
The Australian Government is funding construction of the $60 million bypass of Bega on the Princes Highway. The bypass is approximately 3.5 kilometres long and uses an existing road corridor to the west of Bega. Major construction work commenced in May 2012. The new High Street bridge was opened to traffic on Friday 5 April 2013 by the Federal Member for Eden - Monaro. The bridge provides safe and convenient access across the bypass for pedestrians, cyclists and motorists. HEAVY VEHICLE REST AREAS The NSW and Australian governments are joint funding $8.7 million to construct five new heavy vehicle rest areas on the Princes Highway between Sussex Inlet and the Victorian border, This will ensure compliance with the National Transport Commission (NTC) fatigue management guidelines and improve stopping opportunities for the heavy vehicle operators. The new rest areas will be constructed on the Princes Highway, three southbound and two northbound.
Southbound rest areas: Jerrawangala, 2 kilometres south of Sussex Inlet Road – completed. Waldrons Swamp, 7 kilometres north of Moruya – Construction has commenced Near Christopher's Road, 32 kilometres north of Bega - 12 month moratorium in place.

PRINCES HWY NOWRA BRIDGE The 2012/13 NSW State Budget has allocated $1 million for a study to find the possible location for a replacement of the southbound Shoalhaven River Bridge. AECOM Consultants has been awarded the tender to carry out a study into the best possible location for a replacement of the southbound Shoalhaven River Bridge.

Princes Highway Duplication - Traralgon to Sale
The duplication of the Princes Highway between Traralgon and Sale is a joint Federal Government ($140m) State Government ($35m) project under the Nation Building Program (2009-2014). The project is expected to duplicate approximately half of the 43km of undivided length of the highway between Traralgon and Sale. In February 2011 the Federal funding was re-profiled to extend the current funding and completion of anticipated works out to the 2015-2016 financial year to assist with flood recovery in Victoria and Queensland.
Work to date on the project has included: o Intersection upgrades and construction of a raised median at Traralgon East - completed December 2010 o Duplication and intersection improvements through Wurruk and across Sale Causeway - construction commenced in January 2011 and is due for completion in May 2013 o Finalisation of an Environment Effects Statement (EES) for the proposed duplication between Traralgon East and Kilmany (west of Sale).
The pedestrian bridge over Thomson River was completed in June 2012 just prior to the existing bridge being damaged by floods. The bridge was named Pearsons Crossing in August 2012. BMD switched traffic on the new causeway carriageway on 28 November 2012 and work is progressing on the demolition works of the existing bridge barrier rails and bridge strengthening works.
An upgrade of the Princes Highway / Reeve Street intersection in Sale with traffic signals has been approved by the Federal Department of Infrastructure and Transport and works are well underway.
The Minister for Planning released his EES Assessment of the proposed highway duplication between Traralgon East and Kilmany on 18 September 2012 following exhibition of the EES and Inquiry in April 2012. The EES response and PSA was approved by the Minister for Transport on 19 December 2012 and submitted to the Minister for Planning on 2 January 2013. The approval decision notice for the EPBC Controlled Action was received on 23 January 2013. The Planning Scheme Amendment, to enable land acquisition process to commence, was gazetted on 28 March 2013.
Construction contracts for the next stage of works under the current Nation Building program are expected to be awarded from early 2013 with completion by mid 2016. The tender for the first contract between Stammers Road and Minniedale Road has closed and award is expected in April 2013. The second contract between east of Denison Road and east of Nambrok Road is currently out to tender and closes in early July 2013.
The State Government has submitted an application to the Australian Government for consideration of funding in next Nation Building Program commencing in 2014-15 for the completion of the Princes Highway duplication between Traralgon and Sale.
Bass Highway Duplication Stage 7 – Woolmer Road to Phillip Island Road
The Woolmer Road to Phillip Island Road section, ($39.8m) will provide a new 3km link road between the Bass Highway and a location approximately 2.5km along Phillip Island Road. This proposal will greatly improve traffic flows to and from Phillip Island and reduce the amount of traffic currently using the Anderson roundabout by 60%.
The design and construct contract was awarded on 28 October 2010 and works commenced on the ground in late January 2011. Significant earthworks have been undertaken on the main cuts in the vicinity of Phillip Island Road and pavement work has commenced on the duplicated section between Woolmer Road and Coast Road.
Progress on the construction of the project has been hampered by adverse weather and very wet conditions over the last construction season (11/12) and the Region has been informing the community that completion of the project is now expected in mid 2013 and not early 2013 as previously advised. Traffic was switched onto the new southbound carriageway in early December 2012 to allow for the reconstruction of the existing northbound carriageway. Traffic was also switched onto the new Phillip Island Road deviation to enable the Contractor to complete the earthworks for the project.
Princes Highway East Road Safety Project
Longwarry to Traralgon: This roadside hazard removal and protection project was completed in January 2013. These works included significant tree removal and safety barrier installation along this 80km stretch of Freeway/Highway.
A Contract will be advertised shortly for ‘enhanced delineation’ works to also be implemented along this section of Freeway/Highway. This will include upgrades to guideposts, reflective pavement markers, signage and audio tactile edgelines and are expected to be completed by early 2014.
Stratford to Bairnsdale: Works on the first stage (civil works) of the project finished mid 2012. Large overhead Electronic Variable Message Signs became operational early this year displaying interactive and engaging road safety messages to motorists while also being utilised during emergency events including providing information throughout the recent bushfires.
Bairnsdale township: Traffic signal upgrades with retrofitting with LED globes were completed last year. Civil Works including intersection and pedestrian improvements along with creation of ’Gateways’ on each approach to the CBD are set to be completed by mid 2013.
East of Orbost: The ‘mass curve treatments’ between Orbost and Cann River were completed late 2012. Funding of ‘Stage 2’ of the project which include similar works between Cann River and the NSW border plus minor curve realignments and widening to
isolated curves has recently been approved. The Stage 2 works are likely to commence later this year.
Lookout Rd/Hotel Rd, Kalimna: Funding for improvements to both Lookout Road and Hotel Road intersections with the highway has also recently been approved. This works which include construction of left and right turn lanes are also likely to commence later this year.
Hyland Highway Overtaking Lane
The Coalition Government made an election commitment to construct an overtaking lane on the Hyland Highway which runs between Traralgon and Yarram.
VicRoads is currently undertaking planning for the project. Consultation with key stakeholders including Wellington Shire Council, freight industry representatives and local community groups was carried out as part of the location selection process. A location between Lays Road and Campbells Road was agreed.
Planning Scheme Amendment for the project has been exhibited and there were no objections. Approval for the Amendment is currently being sought from the Minister of Planning.
Construction is now anticipated to be undertaken and completed over the 2013/14 construction season.
Strzelecki Highway Overtaking Lane
The Planning Scheme Amendment (C61) to the South Gippsland Planning Scheme for the Strzelecki Highway Northbound Overtaking Lane between Stubbers Lane and Cropley Road was gazetted on 11 October 2012. Land acquisition and detail design have commenced.
Advertising of the construction contract was undertaken in April 2013 to enable construction to be completed over the 2013/14 construction season.

Leongatha Alternate Truck Route
On 14 December 2011 the Coalition Government announced a $270,000 planning study for an alternate heavy vehicle route for Leongatha. The preferred route which is supported by South Gippsland Shire and most of the community is along Hughes and Long Streets. The preferred route will require major intersection works at the connections to the South Gippsland Highway and the intersection with the Strzelecki Highway. VicRoads commenced the planning in March 2012 to primarily look at intersection treatments and whether land needs to be reserved to implement these treatments. Public consultation commenced in December 2012.
Koo Wee Rup Bypass Project
VicRoads has completed a planning study to identify the preferred option for the development of Healesville-Koo Wee Rup Road between the Pakenham Bypass and the South Gippsland Highway, including a bypass of Koo Wee Rup.
VicRoads preferred alignment for the Koo Wee Rup Bypass:
The State Government has committed $66 million in funding for the construction of a bypass of Koo Wee Rup. The bypass is the first stage in the upgrading of the Healesville-Koo Wee Rup Road route between the Pakenham bypass and the South Gippsland highway. The new 3.4km bypass to the west of the Koo Wee Rup township will include:
• A single lane in each direction between Healesville-Koo Wee Rup Road at Manks Road and the South Gippsland Highway. • A new 280m bridge across the Bunyip River drains. • A new roundabout on the South Gippsland Highway and on Rossiter Road. • New upgrade intersection at Manks Road and connection into Koo Wee Rup. An advisory committee process was used to reserve the land required for the whole upgrade of the Healesville-Koo Wee Rup Road route and to obtain environmental approvals under both the Commonwealth and State legislation for the bypass of Koo Wee Rup.
Following approval from the Minister for Planning, the gazettal of the planning scheme amendment occurred on 28 February 2013, and VicRoads is now progressing the land acquisition process.
After an expression of interest process, the following three companies have been shortlisted to tender for construction of the bypass:
• Abigroup Contractors Pty Ltd; • John Holland Pty Ltd; and • McConnell Dowell Constructors Pty Ltd.
Tendering for the bypass construction have commenced, construction works are expected to commence by the end of 2013 and will to take over two years with completion in late 2015.
DEPARTMENT OF TRANSPORT, PLANNING AND LOCAL INFRASTRUCTURE
Restructure of Victorian Government Departments.
The name of the Department of Transport has now changed to the Department of Transport, Planning and Local Infrastructure. This change was made by the Premier on Tuesday 9 April 2013, using his powers under the Public Administration Act.
The former Department of Transport will still be responsible for transport matters and will support the two transport ministers, Minister for Public Transport and Minister for Roads the Hon Terry Mulder and Minister for Ports the Hon David Hodgettt.
From 1 July 2013, the planning and local infrastructure functions will join the new department. The Department of Transport, Planning and Local Infrastructure will be responsible for strategic transport planning, including ports, Regional Rail Link, local government, sport and recreation, planning policy and the metropolitan planning authority.
The Coordinating Minister for the department after 1 July will be the Hon Terry Mulder. The new department will also report to the Minister for Planning, the Minister for Ports, the Minister for Local Government and the Minister for Sports and Recreation.
The Gippsland Freight Strategy
DOT has been working with the Gippsland Local Government Network (GLGN) to complete the strategy. The document will be “owned” by the GLGN and used to inform both State and Federal Governments with regard to priority projects.
DOT has completed consultation with Councils and other key stakeholders. The GLGN is reviewing the document for endorsement. The Strategy will inform the Victorian Freight and Logistics Plan (see below).
The Victorian Freight and Logistics Plan (VFLP)
The Department of Transport is responsible for preparing the Plan which is expected to be completed in 2013.
An evidence based plan to support the growth and development of Victoria's economy through effective management of the growing freight task. The plan will examine long term freight forecasts for the State up to 2050 and will use these forecasts to create and model a wide range of freight network scenarios that can inform decision making for future projects and initiatives.
Warragul Station Precinct
The Warragul Station Precinct project will involve the construction of a new road underpass under the Gippsland Railway to connect Queen Street to Alfred Street in Warragul, and construction of a new car park and bus interchange for station users on the south side of Warragul Station. Funding of $12 million for the underpass was allocated in the 2011/12 State Budget and in the 2012/13 Budget funding of $10.69 was allocated to deliver the car park and bus interchange. A further $3.35 million has been provided by the Federal Government for the rail underpass and restoration and relocation of the heritage goods shed.
The new road underpass is proposed to be located to the east of the Warragul Station and will incorporate one traffic lane in each direction with traffic signals on Queen Street. A left turn lane will be provided at the Alfred Street/Howitt Street intersection to facilitate the movement of trucks accessing the Princes Freeway. The car park and bus interchange will provide 200 additional car parking spaces and bus interchange south of the station with pedestrian access via a ramp and footbridge to the station, signalisation of the Alfred Street/Howitt Street intersection and upgrading of the western kiss and ride car park to DDA requirements.
Work is expected to be completed in late 2014.
High Productivity Freight Vehicles (HPFV's)
Minister for Roads the Hon Terry Mulder announced a strategy to allow HPFVs to use more of the Victorian road network. The strategy is designed to reduce freight costs and reduce the number of heavy vehicles on the road. Currently 26m B-double trucks cannot carry two 40 foot containers, which is increasingly becoming the standard size for shipping containers. At 30m in length the HPFV's will be able to transport two 40 foot containers.
In regional Victoria, HPFV's up to 36.5m will be able to transport goods on a number of highways and freeways. In the SEATS region this will the Princes Highway East to Traralgon.

On behalf of Wellington Shire Council, I attended the 2013 Australian Coastal Councils’ Conference held in South Australia from 25 to 27 March 2013. The annual conference is an important national event that brings together representatives of local government, researchers, policy makers and others with a stake in the future of the Australian coast and its communities.
In a departure from previous years, the 2013 conference was held in two different locations to enable delegates to consider issues facing coastal councils in both metropolitan and regional settings. The first day, Monday 25 March, was held at the Stamford Grand Hotel on the coastline at Glenelg, in suburban Adelaide. The following two days were held at Victor Harbor and the historic river port of Goolwa, on the Fleurieu Peninsula.
The conference was extremely valuable and given Wellington Shire’s significant coast line, it provided an interesting insight into the way in which other councils’ are dealing with coastal processes for an operational and policy perspective.

OVERVIEW
The 2013 Australian Coastal Councils Conference was convened by the National Sea Change Taskforce to provide a focus on the challenges facing the nation’s coastal councils. These challenges include rapid population growth, climate change adaptation, legal and insurance risks associated with coastal planning and how to retain value and character in coastal communities.
In a departure from previous years, the 2013 conference was held in two different locations to enable delegates to consider issues facing coastal councils in both metropolitan and regional settings.
The first day of the conference, on Monday 25 March, was held at the Stamford Grand Hotel on the coastline at Glenelg, in Adelaide. The following two days were held at Victor Harbor and the historic river port of Goolwa, on the Fleurieu Peninsula, near the mouth of the Murray River.
