Notice of Requirement NOTICE OF REQUIREMENT FOR A DESIGNATION UNDER SECTION 168(2) OF THE RESOURCE MANAGEMENT ACT 1991 (RMA)

AUCKLAND TRANSPORT (an Auckland Council Controlled Organisation) as Requiring Authority under section 167 of the Resource Management Act 1991 gives notice of a requirement for a designation in the Auckland Council District Plan for works being the Waterview Connection SH16 St Lukes Interchange (St Lukes Interchange) to be shown as road purposes for the Project (St Lukes Interchange).

1. SUMMARY

The St Lukes Interchange will generally comprise:

Auckland Transport gives notice of a requirement for an alteration to “Designations D05- 08 and B08-04” in the Auckland Council District Plan (Isthmus Section) 2011 (“District Plan”) to widen St Lukes Road and Great North Road at the St Lukes Interchange.

The purpose of Designation D05-08 is for regional road and the purpose of designation B08-04 is for public road network.

The designations are identified on District Plan Maps D05 and D06 and in Appendix B of the Planning Maps, copies of which are contained in Appendix A this NoR.

Under Section 176A(2)(b) of the RMA it is not intended to submit an Outline Plan of Works prior to construction as the details of the proposed works, as referred to in Section 176A(3), are addressed in this NOR. The proposed works are in keeping with the purpose of designations D05-08 and B08-04.

This widening provides for the construction and ongoing operation and maintenance of additional lanes at the St Lukes/Great North Road intersection to improve traffic movements through the St Lukes Interchange and accommodate the work proposed on the St Lukes Bridge and SH16. The nature of the proposed works is more fully described in section 3 to follow.

The extent of the proposed work is identified in the General Arrangement Plans, drawing reference 215023-D-C-100-series attached as Appendix A and the Land Requirement Plan drawing reference 215023-D-C-951-001 in Appendix N within the supporting document, Waterview St Lukes Interchange Project Planning Assessment.

This NoR relates to a wider Project by the New Zealand Transport Agency (NZTA) on State Highway 16 (SH16) between Carrington Road and Mount View Road and to the St Lukes Interchange including work on the St Lukes and Great North Roads. Known as the Waterview Connection SH16 St Lukes Interchange Project, the Project is part of the (WRR), identified in 2009 by the Government as one of the seven Roads of National Significance (RoNS). The Waterview Connection Project (WCP) is the final key project to complete the WRR and was considered by the Board of Inquiry (BoI) in June 2011. The current Project area covers SH16 Sector 6 of the BoI and areas outside the BoI being SH16 900m east of St Lukes Bridge and the St Lukes Interchange and Bridge. As a result of the interconnected nature of the state highway and local road network in this instance, it is essential the proposed works are considered as one project. The interrelated nature of SH16 and the St Lukes Interchange is discussed in more detail in Section 1 of the supporting document.

Auckland Transport note the proposed alteration to designations for the widening of St Lukes and Great North Roads over the designated sites at 820 and 956 Great North Road will overlay a roading designation across the existing car park designations for these sites to construct, operate and maintain the local road network. Consequently it will be a secondary designation, subservient to the primary designations. The formal process for addressing this will be confirmed once the application is considered by City Planning and the Council identify their preference.

Section 177 of the RMA sets out the provisions which apply to requiring authorities where a prior designation exists over the same area. In giving effect to this NoR, Auckland Transport will need to comply with these provisions. It is noted the land required to give effect to this NoR will not hinder the operation of either 820 or 956 Great North Road as carparks, in accordance with their designations.

Auckland Transport’s (AT) objective is to secure the road corridor to enable construction, operation and maintenance. In doing this, the wider objectives of the Project will also be achieved.

2. THE SITES WHICH THE NOTICE OF REQUIREMENT APPLIES TO ARE AS FOLLOWS:

This NoR relates to land within the Auckland Council District Plan being:

• The widening of St Lukes Road (D05-08)

• The widening of Great North Road (B08-04)

The proposed widening will take place over two sites located at:

• 820 Great North Road (D06-08, designated for carparking by Auckland Council, underlying zoning Open Space 4)

• 956 Great North Road (D05-03, designated for carparking by Auckland Council, underlying zoning Open Space 4)

The following plans are attached which indicate the extent of this NOR:

 The extent of the proposed designation is shown on the Land Requirement Plan labelled Waterview Connection St Lukes Interchange Land Requirement 215023-D- C-951-001 attached to this NoR – land to be designated is shown in orange on these plans;

The legal descriptions of the land to be designated are also attached to this NoR in an associated Schedule as part of plan 215023-D-C-951-001.

3. THE NATURE OF THE PROPOSED WORK IS AS FOLLOWS:

The works that the subject of this NoR will enable are the construction, operation and ongoing maintenance of the local road network (Plan reference 215023-D-C-951-001 in Appendix N within the supporting document, Waterview St Lukes Interchange Project Planning Assessment) and relates to:

(a) Construction Works in 820 Great North Road (refer Appendix A drawings 215023- D-C-100-003, 215023-D-A-919-004, 215023 – D-J-240-412 and 413 and 215023-D-C-105- 003, 215023-D-J-240-512 to 517 and Appendix K drawing 215023-D-C-951-001

The proposed works at 820 Great North Road will involve:

• Two left turn lanes for west bound traffic on Great North Road turning left onto St Lukes Road • A dedicated bus lane heading west on Great North Road • Battering (re-contouring) work parallel to the south boundary with SH16 where the basalt wall on the edge of the state highway is to be cut back for the widened motorway lanes • Removal of six mature Pohutukawa trees from the Great North Road site frontage • Removal of all other vegetation with the exception of two groups of three to four semi mature trees and three individual semi mature and mature Pohutukawa trees

Construction details, including a site specific traffic management plan will be confirmed as part of a construction management plan once the Project contract is awarded.

(b) Construction Works in 956 Great North Road (refer Appendix A, drawings 215023- D-C-100-003, 215023-D-A-919-004 and Appendix K, drawing 215023-D-C-951-001

The proposed construction works at 956 Great North Road will involve:

• Left turn lane for north bound traffic on St Lukes Road turning left onto Great North Road • Western side bridge footpath through the vegetated area on the St Lukes/Great North Road site frontage • Traffic island at west corner of intersection • Removal of semi mature vegetation Construction details, including a site specific traffic management plan will be confirmed as part of a construction management plan once the Project contract is awarded.

The plan in Appendix K, drawing reference 215023-D-C-951-001, illustrates the existing designation boundaries, the proposed designation boundaries and associated areas of land to be incorporated into the existing designations through this alteration, and the current and proposed alignments of the Local Road. Consequently these will be secondary designations, subservient to the primary ones. The formal process for addressing this will be confirmed once the application is considered by City Planning and the Council identify their preference.

4. THE NATURE OF THE PROPOSED CONDITIONS THAT WOULD APPLY ARE:

The land required will be used for the construction, operation and maintenance of the Waterview Connection SH16 St Lukes Interchange Project and the safe and efficient operation of the state highway network. The resulting improvements to the St Lukes Interchange at the intersection of Great North and St Lukes Road will improve the capacity and efficiency of the Interchange, ensuring the local road network is future proofed for anticipated increased traffic flows resulting from the opening of the Waterview Tunnels.

The proposed conditions that would likely apply to this NoR are:

• Works to be undertaken in general accordance with the information provided to support the NoR • The preparation and implementation of a Construction Environmental Management Plan which pertains to earthworks, contamination, air quality, temporary traffic management, noise and vibration and lighting to manage actual and potential adverse environmental effects during the construction of the Project as per the BoI conditions for the WCP, CEMP 1, 1B, 2-15, attached as Appendix O to the supporting documentation. • Implementation of landscape planting in accordance with the plans submitted with the application, to manage the actual and potential adverse effects associated with removal of vegetation Section 176 of the RMA provides that once a designation is included in a district plan, land owners may not, without AT written consent, do anything on their land that would prevent or hinder the project to which this NoR relates. That protection also applies in the interim once the NoR is served with the Council under section 178.

While this designation remains in place before construction of the St Lukes Interchange, property owners may not undertake any activities that would hinder or prevent the St Lukes Interchange being constructed, operated and maintained pursuant to the designation without AT written consent. Once the St Lukes Interchange is operational, this restriction will continue to apply to that land which remains designated.

5. THE EFFECTS THAT THE PROPOSED WORK WILL HAVE ON THE ENVIRONMENT AND THE WAYS IN WHICH ANY ADVERSE EFFECTS WILL BE MITIGATED ARE:

An assessment of the actual and potential effects and a summary of the proposed measures to manage those potential adverse effects are presented in Section 7 of the Waterview St Lukes Interchange Project Planning Assessment supporting this NoR.

Positive Effects

The Project will provide local and regional benefits in respect of the provision of an effective roading network. In particular, the proposed works represent a key upgrade to the St Lukes Interchange, not previously addressed by the BoI in the consideration of the WCP. The Project will improve the operation of the St Lukes Interchange and ready the local road network for the opening of the Waterview Tunnels in 2017. The anticipated demand on SH16 and the local road network is such that without the proposed Project works at St Lukes Interchange the ability of the local network to seamlessly connect with SH16 will be compromised to an extent that the potential for queuing back onto the state highway at off ramps becomes a significant risk. Upon completion the St Lukes Interchange works and the wider Project a more resilient state highway and local road network, capable of addressing Auckland’s growth and associated traffic demands and supporting the WRR will be evident. As replanting matures the effects of vegetation removal and the expanded road environment at the St Lukes Interchange will lessen and will continue to do so as vegetation matures. The initial softening of the visual effects is anticipated to be evident within five years of the works being constructed.

The overall benefits of the Project once operational, in respect of the efficient operation of the state highway and local road network as “one network” are considerable.

Actual and Potential Adverse Effects on the Environment

As noted above the actual and potential effects and a summary of the proposed measures to mitigate those potential adverse effects are presented in Section 7 of the attached document supporting this NoR. The effects associated with the proposed works the subject of this application are considered to be largely temporary and generally associated with the construction stages only. Mitigation of these effects can be achieved through the implementation of specific management plans identified through the BoI and the proposed urban design and landscaping measures. The key effects associated with the widening of the St Lukes and Great North Road roading designations at the St Lukes Interchange are considered to be those arising from loss of visual amenity, stormwater disposal and land disturbing activities in potentially contaminated land.

Visual amenity

In respect of the visual amenity the most noticeable change will occur at the St Lukes Interchange where the removal of the six Pohutukawa trees and other vegetation at 820 and 956 Great North Road, to accommodate the lane widening at the intersection, is proposed. Given the heavily vegetated and elevated nature of this area at present, in particular 820 Great North Road, the work proposed will represent a marked change to the area. The effects of vegetation removal and the alteration to the road environment at the Interchange have been assessed in a Visual Assessment attached as Appendix L to the supporting documentation for this NoR. This Visual Assessment has also discussed the proposed mitigation planting and physical structures to be installed and the potential for this to successfully mitigate the visual effects of the proposed work by reintroducing a sense of scale to the area within five years. It is proposed to mitigate the removal of this vegetation by the comprehensive replanting of the site, including nine 6m high Pohutukawa trees, seven at 820 Great North Road and two at 956 Great North Road. Details of this planting are shown drawing 215023-D-A-919-004, in Appendix A.

Stormwater disposal

With regard to stormwater disposal it has been shown in the supporting documents that options for managing stormwater throughout the wider Project area are limited due to space and ground constraints, including at the St Lukes Interchange. This has resulted in a best practicable option approach, which while not fully meeting the required Council standards, provides treatment and attenuation where none currently exist. This is considered an improvement to the existing situation. The BPO approach has involved the consideration of alternative stormwater solutions as part of the determination of the most suitable methods to apply to the wider Project area. Details of the proposed stormwater management regime are contained in Appendices E and F of the attached Waterview St Lukes Interchange Project Planning Assessment.

Potentially contaminated land

The contaminated land assessment carried out for the BoI in relation to Sector 6 identified low levels of contamination indicative of motorway runoff and pesticide use. Given the nature of activities in the area (productive) leading up to the urbanisation of and the construction of SH16 it is considered similar status can be applied to the wider Project area, including the St Lukes Interchange. Once works are completed the area will revert to a roading environment, negating the likelihood of human exposure to contamination. The risk lies in the construction period only. In

addition to the conditions relating to construction management, conditions CL 1, 4-8 and 11 of the BoI decision relate to the preparation and implementation of a contaminated soil management plan and are considered relevant to this Project as a means of mitigating the effects of the handling and disposal of potentially contaminated soil. This is consistent with requirement specified in the Constructability Report for the Contractor to prepare a Waste Management Plan, also required as part of the preparation of the Western Connection Project CEMP

The St Lukes Interchange project will be designed and implemented in a way which recognises and responds to the actual and potential adverse effects of the project on the environment. With the proposed mitigation measures and methodology these effects will be appropriately managed.

6. ALTERNATIVE SITES AND METHODS HAVE BEEN CONSIDERED TO THE FOLLOWING EXTENT:

Alternative sites, routes and methods considered are detailed in Section 3 of the Waterview St Lukes Interchange Project Planning Assessment.

The preferred alignment for the St Lukes Interchange has been the result of a careful evaluation of a number of alignment options. In determining the detailed design of the Project while taking into consideration the constraints of the Project area a number of alternatives were considered with regard to the construction of the state highway lanes, St Lukes Interchange reconfiguration, stormwater management and vegetation removal and replanting. The proposed state highway and local road improvements were progressed on the basis that they best future proofed the transport network for the opening of the Waterview Tunnels in 2017. The proposed stormwater management regime is proposed as a best practice option, given the existing stormwater system and the lack of area and depth available in which to install treatment devices.

The attached supporting document Waterview St Lukes Interchange Project Planning Assessment summarises the requirements for the reconfiguration of the St Lukes Interchange in section 1 and the relationship with the WRR and this current Project. In section 3 of that document the alternatives considered in the development of the Project have been discussed. The St Lukes Interchange Options Assessment Report is attached as Appendix C to the supporting documentation and provides a comprehensive history behind the design solutions considered for the Interchange. This Options assessment includes as appendices supporting feasibility and traffic modelling studies prepared by Beca. These reports highlight the importance of addressing the state highway and local road network in this instance as one network in order to ensure the efficient operation of both once the Waterview Tunnels are opened. The consequences of the St Lukes Interchange not operating in a coordinated fashion with SH16 is the potential for queuing back into the Waterview Tunnels as a result of insufficient capacity of the local road network to move vehicles through the Interchange and state highway on/off ramps.

The removal of the six mature Pohutukawa trees from 820 Great North Road has also been addressed in section 3 of the supporting document and the STEM Report attached as Appendix H to that document in respect of the potential for transplanting the trees to a new location. Combined with the design options in the St Lukes Interchange Options Assessment Report, thorough consideration has been given to weather these trees could remain and be incorporated into the reconfiguration of the St Lukes Interchange or relocated elsewhere. This application provides a base plan for proposed landscaping of

the sites at 820 and 956 Great North Road. The applicant acknowledges the Council may wish to enter into further discussions regarding the final form, locations and quantities of planting to take place as mitigation for removal of vegetation from these sites.

Consultation with Iwi (detailed in section 6 of the supporting document) has involved discussion around the nature of vegetation to be replanted in the Project area. The applicant acknowledges flexibility in the landscaping proposed is required in order to accommodate Iwi requests for appropriate species which are reflective of the Auckland pallet of vegetation rather than species generally found elsewhere.

These matters are further discussed in Sections 1, 3 and 7 of the AEE.

7. THE PROPOSED WORK AND DESIGNATION ARE REASONABLY NECESSARY FOR ACHIEVING THE OBJECTIVES OF THE REQUIRING AUTHORITY:

AT’s objectives are outlined in the Statement of Intent (SOI) 2012-2015. The SOI presents AT’s overarching outcome as “Auckland’s transport system is effective and efficient and provides for the region’s social, economic, environmental and cultural wellbeing”.

AT’s objective in serving this NoR is to enable the construction, operation and on-going maintenance of the St Lukes Interchange. In achieving that, AT will also enable the achievement of the Project Objectives, as set out in full in Section 1 of the AEE which supports this NoR.

The purpose of AT’s public road network designation, B08-04 is as follows:

”…to enable the safe and efficient functioning and operation of the Council’s road network while managing the use of the road corridor for other network utility infrastructure.”

The objectives for the upgrade of the St Lukes Interchange, as agreed by Auckland Transport and NZTA on 20 August 2012 are:

• To reduce the likelihood of queues on the off-ramps conflicting with motorway flows • To manage the queues that are expected from the operation of the ramps signals • To enhance active modes and integrate with the North Western Cycleway • To develop a cost effective solution

The deficiencies in the operation of the St Lukes Interchange were recognised in 2010, as described above in Section 1 of the Waterview St Lukes Interchange Project Planning Assessment. As traffic flows increase on the state highway and local road network the operation of this Interchange in its current form will not enable the efficient movement of vehicles between the two networks.

The establishment of the alteration to the designations for St Lukes Road and Great North Road at the St Lukes Interchange will enable Auckland Transport to effectively manage the local road network and is consistent with Auckland Transport’s role as the authority responsible for Auckland’s transport services. This responsibility extends to roads, footpaths, cycling, parking and public transport. It will also enable the local road network to work efficiently with the state highway network, in accordance with the “One network” approach supported and actively promoted by Auckland Transport and NZTA in their roles as transport service providers.

In respect of the St Lukes Interchange the proposed works will support the objectives identified above and promoted by both Auckland Transport and NZTA.

As an approved Requiring Authority in terms of section 167 of the RMA via section 47(1) of the Local Government (Auckland Council) Act 2009, AT may designate to construct, operate and maintain roads.

8. OTHER RESOURCE CONSENTS NEEDED FOR THE PROPOSED ACTIVITY WHICH HAVE NOT BEEN APPLIED FOR:

As summarised in Section 4 of the Waterview St Lukes Interchange Project Planning Assessment which supports this NoR, resource consents in accordance with sections 9, 14 and 15 of the RMA will be required to construct the St Lukes Interchange (generally relating to earthworks and stormwater disposal). Consents required are as follows:

• Resource consent under the Auckland Regional Plan: Sediment Control for earthworks involving approximately 2,173m3 of cut and 5,685m3 of fill both within and outside the Sediment Control Protection Area, being approximately 50m from the Western Springs Lake • Resource consent under the Auckland Regional Plan: Air, Land and Water to discharge stormwater from areas less than 5,000m2. The new impervious area for this area will be approximately 3280m2 • Resource consent under the Auckland Regional Plan: Air, Land and Water for earthworks involving the disturbance of potentially contaminated land • Outline Plan of Works for work to be carried out on designations B08-04 (Great North Road) and D05-06 (St Lukes Road) through the St Lukes Interchange, outside that area to be addressed as an alteration to designation (described above) • Outline Plan of Works for work to be carried out on designation D05-06 (Proposed Regional Road), St Lukes Road

For completeness and in order to enable a full understanding of the approvals required for the wider Project area, a summary of the approvals required by NZTA for proposed improvement works for the SH16 BoI Sector 6, SH16 East and St Lukes Bridge has been included. These works do not form part of this NoR application:

• Resource consents under the Auckland District Plan Isthmus Section for work within the dripline of generally protected trees in Open Space 3, removal of 2 generally protected trees in Open Space 3, earthworks in cemeteries and golf courses - over 25m³ or 250m²

• Resource consent under the Auckland Regional Plan: Sediment Control for earthworks involving approximately 50,315m3 of cut and 16,116m3 of fill both within and outside the Sediment Control Protection Area, being approximately 50m to the Western Springs Lake

• Resource consent under the Auckland Regional Plan: Air, Land and Water to discharge stormwater from areas greater than 10,000m2. The new impervious area for SH16 will be approximately 2.573ha.

• Resource consent under the Auckland Regional Plan: Air, Land and Water for earthworks involving the disturbance of potentially contaminated land

• Outline plan of works for work to be carried out on SH16 designations A07-01 and A07-01E (Motorway), including the widened St Lukes Bridge structure

9. THE FOLLOWING CONSULTATION HAS BEEN UNDERTAKEN WITH PARTIES THAT ARE LIKELY TO BE AFFECTED:

Consultation for this Project began with the preparation of documentation for the WCP and in 2010 with the Beca Feasibility Study into options for the reconfiguration of the St Lukes Interchange. This process has continued through the development of the detailed design for the Project and throughout the preparation of approvals documentation.

The following consultation has been undertaken:

• Early consultation (2010 – 2011) - NZTA and Auckland Transport identification of issues and confirmation of the objectives of both stakeholders in the reconfiguration of the local and state highway networks. - Resolution of traffic engineering and safety issues

Auckland Council

• Major Infrastructure Team - Ongoing discussions revolved around the nature of works and the associated process for approvals required for the Project • Regional and Local Planning - Nature of and process for approvals required for the Project • Stormwater Natural Resources and Specialist Input - Stormwater management regime approved under the BoI - Nature of constraints to achieving compliance with BoI stormwater approvals • Recreation Partnerships, Funding and Programmes - Tree removal - Mitigation replanting, including the alternative concepts referred to above - Alternative roading designs for St Lukes Interchange • SH20 Programme Manager, Regional & Local Planning, Community & Cultural Policy, Ken Clive, • Site Visit with Council staff

Auckland Council Local Boards

In introduction letter was sent to each Local Board (copy attached). The application details were discussed with the Waitemata and Albert-Eden Local Boards at workshops on 23 and 24 of April respectively. The purpose of the workshop was to introduce the Project, explain its relationship with the WRR and WCP and to discuss the potential impacts on Council owned land at 820 and 956 Great North Road and Chamberlain Park Golf Course. As a result of these workshops, further information was requested by both the Waitemata and Albert-Eden Local Boards relating to:

• Vegetation removal and replacement planting Project wide

• The manner in which pedestrians and cyclists negotiate the St Lukes Interchange post construction works • Whether noise walls at the Western Springs Community Centre are proposed • Confirming where land acquisition Project wide is required and if this involved further Council parks land

AT and NZTA have responded to these queries as follow:

• Copies of the Arborist Report and proposed landscaping plans have been supplied to the Boards • Further investigations are being undertaken to determine additional improvement to pedestrian and cycling movements through the Interchange. The results will be provided to the Boards. • Acoustic measures are not required where there are protected premises and facilities (e.g. educational facilities, residential activities). This does not include community facilities or open space. NZTA are investigating the acoustic requirements at Western Springs Community Centre. • NZTA are investigation land acquisition requirements related to the proposal to advise the Boards of any further requirements.

Other Stakeholders

Other stakeholders were contacted by phone, email and letter and meetings arranged to present the Project, explain the Projects role in the WRR and outline the likely impacts of the design. This consultation was undertaken from December 2012 onwards. Copies of correspondence are attached to this letter. These parties have included:

• Utilities providers – Chorus, TelstraClear, Vector, Watercare, Auckland Council • Auckland Motorway Alliance (AMA) • Chamberlain Park Golf Course • Regional Facilities Auckland (MOTAT, Western Springs Stadium Management) • Caltex Western Springs

Broadly discussions involved the following:

• Services requiring relocation or protection • Minor design alterations to proposed stormwater management • Use and installation of pavement surfaces • Correct sign markings • Design and installation of structures • Landscaping species and maintenance • Maintenance of vehicle access through the Project area during the construction period • Temporary traffic management • Vegetation removal

Iwi

As required by the Council’s Recreation Partnerships, Funding and Programmes, Parks and Recreation Advisor (Central), all Iwi1 who have indicated an interest in the identified Local Board areas have been contacted. The primary Iwi involved in the WCP were:

• Ngati Whatua o Orakei, • Ngati Paoa, • Te Kawerau a Maki, • Te Akitai Waiohua

There has been a particular focus on engagement with these Iwi as a result of the WCP. A copy of the letter dated 9/4/13 to Lucy Tuku of Ngati Paoa (supplied for information) was sent to all four of these Iwi. An information letter was sent to remaining Iwi on 15/4/13. Copies of these letters are attached as Appendix O.

Of these Iwi, Ngati Whatua o Orakei, Ngati Tamaoho and Ngati Te Ata Waiohua have confirmed they wish to be involved in the Project,. At the time of lodgement of this application Ngati Tamaoho had yet to respond to a request for meeting dates. Ngati Whatua Nga Rima o Kaipara have advised they do not wish to be involved in the Project. No response has been received from the 10 other Iwi.

NZTA and Auckland Transport met with Bob Clarke, Nigel Denny and David Olsen of Ngati Te Ata Waiohua on 18 June 2013 where is was agreed information relating to stormwater treatment and landscape planting would be provided for Iwi consideration. Ngati Te Ata Waiohua advised they would be preparing a Maori values assessment for NZTA and Auckland Transport to have regard to. Meeting minutes are attached as Appendix N

On 25 June 2013 NZTA and Auckland Transport met with Malcolm Patterson of Ngati Whatua when they were advised Ngati Whatua had a particular interest in stormwater managmenet and the water quality of Meola Creek, landscaping and the incorporation of Maori heritage in the urban design of motorway structures. Meeting minutes are attached as Appendix N.

Communication with stakeholders will continue with Council update on progress and outcomes as the information is available.

This NoR is contained within Volume 1 and 2 of the full suite of documents that comprise the “Waterview Connection SH16 St Lukes Interchange Notices of Requirement and supporting information”. Section 9 of the AEE supporting this NoR includes the information required by Section 4A.3 – Designations, of the Auckland Council District Plan: Isthmus Section 1999. In addition a schedule of affected properties and a plan identifying the area covered by this NoR is attached to the NoR.
