Minutes of the Online meeting held on Monday 24th August 2020 commencing at 7.30pm

070/2020 PRESENT: Councillors A Lloyd, L Burrowes, D Jones, R Lewis, T Davies.

Chairman D Jones took the meeting and noted that Cllr F Davies although unable to take part had furnished the Clerk / RFO with her views on the matters to be discussed.

071/2020 This Community Council meeting was held using the Online platform of Zoom, due to the ongoing COVID Pandemic. The Local Authorities (Coronavirus) (Meetings) () Regulations 2020 state Councils can hold official meetings, with members participating in telephone / video conferencing. There is NO requirement for the Public or Press to attend, as long as decisions / minutes etc are published promptly on the website.

DECLARATIONS OF INTEREST 072/2020 Cllr F Davies declared an interest in relation to the Planning Application 20/0452 as she allowed the applicant’s sheep to graze on her land. Cllr R Lewis declared an interest in all 3 planning applications as he worked for both applicants from time to time. Cllr A Lloyd declared an interest as he was the applicant for 20/1111 & 20/1230.

PLANNING APPLICATION

074/2020 20/0452/FUL Proposal: Erection of agricultural building to store cattle manure. Site Address: Oak Farm, Criggion Lane, Tre-wern, Welshpool . Resolution : - No objections noted by Councillors

075/2020 20/1111/FUL Proposal: Erection of an agricultural building to house dairy cows & the erection of a concrete wall. Site Address: Severn Hse, Back Lane, Criggion, SY5 9BE Resolution : - No objections noted by Councillors

076/2020 20/1230/FUL Proposal: Erection of an agricultural building to house dairy cows. Site Address: Severn House, Back Lane, Criggion, Shrewsbury, Powys. SY5 9BE. Resolution : - No objections noted by Councillors

MATTERS ARISING 077/2020 Bridlepath / Footway issue adjacent to Fir Tree P.H Following complaints by several people regarding gates installed by a property in Bryn Mawr allowing vehicular access to the bridleway and footpath that ran to the rear of the property, this matter had been passed onto Powys for advice. Councillors were concerned as other than for agricultural purposes these paths and ways are not for vehicular traffic. Resolution : - County Cllr Roberts explained to Councillors that she was still awaiting a response from Powys

078/2020 Speed limit along Bryn Hafren Cty Cllr Roberts and Cllr T Davies raised the issue that a member of the Community was concerned by traffic speeds along Bryn Hafren as it is a residential area. Cty Cllr Roberts explained that the Advice from Powys Highways was that as the residential premises were only on one side of the road – the other being agricultural – this meant the road was outside the normal 30mph constraints associated with a built up area. Powys had agreed that once the schools returned and there was a greater flow of traffic they would put in measures to monitor speed and reassess the situation. P a g e 1 | 2

However the suggestion from Powys had been that if there was sufficient Community pressure then the Community Council could fund the re designation of the speed limit but this would likely cost in excess of £4000 Resolution : - Councillors agreed that this time the actual speed of traffic should be measured and the situation reviewed.

079/2020 Consideration of New Defibrillator The Clerk explained that he had made contact with Welsh Hearts who supplied the equipment installed at the Western end of the Community and was enquiring as to replacement pads and battery life of that unit and a potential cost of installing a unit at the Eastern end of the Community, possibly in Coedway and would report back at the next Council meeting.

Complaint from member of the Public A complaint had been received by the Clerk late that evening regarding a static caravan that had appeared on land above Bryn Hafren and the complainant was concerned that it may be used for residential purposes. Resolution : - Enquiries to be made to establish purpose and intent and offer advice where appropriate or seek guidance from Powys if necessary.

FINANCES

080/2020 The Bank Reconciliation to 23rd August 2020, bank statements and the Budget for 2020 – 2021 were reviewed and agreed by the Councillors. Resolution : - Proposed by L Burrowes, seconded by A Lloyd. Documents including copies of bank Statements, to be signed by Chairman D Jones as a true record.

Invoice received from 6 Ticks, the Website Hosting company for £216.00 annual renewal. The Community Council Website is a legal requirement Resolution : - Proposed by T Davies, seconded by R Lewis.

081/2020 Clerk / RFO Time sheet and wages for July 2020 presented to Councillors. £460.00 Resolution : - Proposed D Jones, seconded T Davies.
