The Operator of the Hrazdan construction/rehabilitated VSC will be defined at a later stage. Address/location of premises RA Kotyak marz, Hrazdan town, Southern district, Hrazdan- to be constructed/rehabilitated Highway, number 15 land plot Project description/scope of The veterinary service center (VSC) will provide services not activity only to Hrazdan community, but also its nearby communities, particularly: Solak, Kaghsi, Lernansit, , , Jrarat, Aghavnadzor, , , Kakavadzor; Several Sevan region communities, such as Zovaber, Ddmashen, Gagarin and Tsaghkunk, are also potential beneficiaries of the VSC. It will provide veterinary services, counseling, and serve as a point of sale of medications, as well as a training facility.

The Center is located in such an area of the town, where the

livestock market is organized, due to which more people will be informed about the Center and there will be greater number of beneficiaries. Total area of the structure (storage and one floor building) will comprise 400 m2, and will include a meeting room/demonstration room with the area of 22,8 m2, a corridor, three working rooms, of which one with the area of 22, 8 m2, and another two with the area of 13,6 m2, a kitchen – 7,80 m2, a storage room 28,8 m2, bathroom/toilet – 2,40 m2 and a

The following construction activities will be implemented under the proposed sub-project: Establishment of the construction site and mobilization of construction works

Community Agricultural Resource Management and Competitiveness Project II Environmental and Social Management Plan

2  Earth works / excavation, backfilling, leveling  Construction works  foundation,  external walls, internal partition,  concrete floors  installation of steel doors and windows  installation of steel roof  Internal renovation works  Internal and external water supply and sanitation  Internal and external water supply facility installation  Installation of 1 septic chamber,  internal and external power facility construction,  solar water heating system installation  Landscaping and final restoration of construction site  Fencing with metallic fence and illumination of FSC territory The works also include arrangements for water and electricity supply. For connection to the municipal water supply system, an agreement with technical conditions has been obtained from Veolia Djur. The municipal sewerage system does not exist in the area. The flash toilet with 1 concrete septic chamber (length – 2.80 cm width – 1.90 cm, bottom depth - 20 cm) will be constructed inside of VSC building. Septic chamber will be regularly cleaned by cesspool truck during construction as well as during operation of the VSC based on an agreement to be concluded with Veolia Djur. The building will be heated with electric heaters. The design for construction of the VSC in Hrazdan community of the RA Kotayk marz was developed by the Kve Nakhagits LLC under the contract dated on 10.10.2017 (Hrazdan VSC Design) concluded with AADF. Project site location The site allocated for the construction fo VSC premises is located within the administrative area of Hrazdan community of the RA Kotayk marz, at a distance of about 40 km from the city of Yerevan. The site is at the altitude of 1750 under the sea level. The relief of the area has elevation variations of 1,8 m. The building will be located at the edge of Hrazdan-Lernanist road, leaving some free area (9 m) in front of the building. The construction is planned to be located in the eastern part of the land plot, and the rest of the area that is not used under construction will be improved and landscaped. The site is mainly surrounded by agricultural lands. There are some semi-build constructions not close to it, and the nearest private house is at about 100 m distance from the construction area. As the construction site is located at about 9 m distance from the edge of the Hrazdan-Lernanist road, which is among other things, is not a very busy road, the construction works will not impede the traffic on the road, therefore no closure of and/or

Community Agricultural Resource Management and Competitiveness Project II Environmental and Social Management Plan

3 restriction of traffic on the road can occur due, as well as no need to provide alternative routes. Considering that there are no private houses close to the construction area, during construction works, there is a very minimal risk, if any, of disturbance to local residents (even temporary) related to noise and dust, as well as no restriction of access to any building/land is expected. No tree removal is expected. The natural relief and landscape will be recovered after construction works. As for water pipelines passing through 0.02 ha community lands, no private lands or lands used by illegal users will be used for the purpose also. Overall duration of construction works is estimated to be four months, and one month will be required for preparatory works prior to construction. Land title and user right The site allocated for the construction of VSC building, 0.4 ha holder(s) public construction lands, belongs to the Ministry of Agriculture (donated by the Hrazdan Community to the RA Ministry of Agriculture according to the RA Government Decree № 564-A of April 26, 2018). In addition to the abovementioned land used for the VSC, water pipelines will pass through 0.02 ha of community lands. No private lands or lands used by illegal users will be used. This was checked and verified via the community cadastral map and field surveys. The Land Ownership Rights Certificate of the RA Ministry of Agriculture (Certificate No26062018-07-0040, dated June 26.2018), is attached.
