DCCD Doc No. 28 28/4/09 (English only) INTERNATIONAL CONFERENCE ON AIR LAW (Montréal, 20 April to 2 May 2009) CONVENTION ON COMPENSATION FOR DAMAGE CAUSED BY AIRCRAFT TO THIRD PARTIES AND CONVENTION ON COMPENSATION FOR DAMAGE TO THIRD PARTIES, RESULTING FROM ACTS OF UNLAWFUL INTERFERENCE INVOLVING AIRCRAFT (Presented by the Air Crash Victims Families Group) 1. INTRODUCTION – SUPPLEMENTAL AND OTHER COMPENSATIONS 1.1 The apocalyptic terrorist attack by the means of four hi-jacked planes committed against the World Trade Center in New York, NY , the Pentagon in Arlington, VA and the aborted flight ending in a crash in the rural area in Shankville, PA ON September 11th, 2001 is the only real time example that triggered this proposed Convention on Compensation for Damage to Third Parties from Acts of Unlawful Interference Involving Aircraft. 1.2 It is therefore important to look towards the post incident resolution of this tragedy in order to adequately and pro actively complete ONE new General Risk Convention (including compensation for ALL catastrophic damages) for the twenty first century. 2. DISCUSSION 2.1 Immediately after September 11th, 2001 – the Government and Congress met with all affected and interested parties resulting in the “Air Transportation Safety and System Stabilization Act” (Public Law 107-42-Sept. 22,2001). 2.2 This Law provided the basis for Rules and Regulations for: a) Airline Stabilization; b) Aviation Insurance; c) Tax Provisions; d) Victims Compensation; and e) Air Transportation Safety. DCCD Doc No. 28 - 2 - 2.3 The Airline Stabilization Act created the legislative vehicle needed to reimburse the air transport industry for their losses of income as a result of the flight interruption due to the 911 attack.

A publication of Alaska’s Ted Stevens Anchorage International Airport www.anchorageairport.com AirtimSummere 2008s Era Aviation In this issue FlyAway with Era! Yes, it’s quick and easy – passengers can check in for their flight Meet Tom Johnston online, arrive at the boarding gate 30 minutes before departure and bring their cup Congratulations of Starbuck’s with them. Lt. Harry Crippen & Lt. Daniel Shrader Over the last few years, Era has been rebuilding the airline with more aircraft and new routes. Today the fleet includes a combination of four deHavilland Dash-8 and United Airlines’ three Beechcraft 1900D aircraft. This fleet mix suits their route structure that includes Y-ME Breast Cancer 19-minute hops, up to 19 times daily, from Anchorage to Kenai and also longer flights Organization Donation to Kodiak. Condor Airlines is back Last year Era added service to Fairbanks and Bethel. Mike LeNorman, V.P. of Sales, TSA Summer Travel Tips Marketing and Schedule Planning, says, “The new routes have been very successful. We’ve seen our customer base in Fairbanks double since we started and Bethel passengers are just happy we are back in their community.” Previously when Era flew Twin-Otters they had a base in Bethel that provided service to most villages in the Yukon Delta. That customer base is supporting the new Bethel to Anchorage route. Era’s FlyAway rewards program is a point-based loyalty system. The fully automated online program provides statements, accrued flights and redemption information. A traveler receives 10 points per flight segment and it takes 200 points for a free ticket or “Fly 10 and get 1 Free.” Era has been a partner with Alaska Airlines for 25 years and is in its 28th year of service for the trans-Alaska pipeline system.
