Tenderers are requested to read the Tender Instructions contained in the Tender Book very carefully as defective tenders are liable to be rejected at the outset.. The tender must be addressed to The Governor of the State of West Bengal (through the Commissioner of Police, Kolkata). It should be submitted in a sealed cover addressed to the Administrative Officer , Kolkata Police, 18, Lalbazar Street, Kolkata, or should be posted so as to reach that officer before 16.30 hours, on the 18.04.2013 . It should be superscribed “ Tender for Supply of Clothing, Uniform and Stitching Items of Annual Tender(part-1) for Kolkata Police for the year 2013-2014” The tender may be handed in personally by the tenderer or his representative on the date mentioned above. Any tender or samples reaching after the date & time mentioned will not be considered. Sealed Tenders should be dropped in the Sealed Tender Box to be kept in the office of the Administrative Officer, Kolkata Police. The Detail Tender Document can be downloaded (after Newspaper Publication) from Kolkata Police Website www.kolkatapolice.gov.in. 2. Samples of all the articles tendered for should be dispatched or deposited to - THE INSPECTOR, CLOTHING DEPARTMENT Headquarters, 18, Lalbazar Street, KOLKATA-700 001. and must reach him by the same date. Samples should not be offered for more than three qualities for a particular item . a) If the samples are sent to the wrong officer or if they reach the Inspector, Clothing Department, after the date mentioned, they will not be accepted and the tender will not be considered. b) All samples must be carefully labelled with the name of the tenderer, the name of the articles and reference to item of tender. Tag labels should be used and cords of tags sealed, Paper labels should not be pasted on the samples. A sample of every item tendered for (strictly according to the “standard” sample), must be sent, not one sample for several items, if this is not done, samples will not be considered. Reference to previous year’s samples will not be considered. c) The samples should also be accompanied with lists. The administration accepts no responsibility as regards change, damage or loss of samples submitted but will endeavor to return them correctly as far as possible. d) Unaccepted samples will be returned to tenderers after receipt of letter addressed to the Commissioner of Police, KOLKATA from the unsuccessful tenderer. e) It should be distinctly understood that under no circumstances will such samples be purchased nor will they be returned by post nor will freight be prepaid. f) In the case of sample delivered personally by the Contractors residing at KOLKATA, 3 day’s notice will be given to remove unaccepted samples after expiry of which time, they will lie at the risk of the Contractors, for which the Kolkata Police will accept no responsibility whatsoever. g) Please put the item number on the top of each sample-ticket as large as possible. If more than one sample is sent for one item, please mark them A,B,C, etc. A sample must accompany each item. h) Intending tenderers can see the “standard” samples in the Central Clothing Stores, Lalbazar on weekdays (except holidays) between 10.00 hours to 16.00 hours. 3. The amount of earnest money should be in favour of The Commissioner of Police, Kolkata in . Bank drafts /FDR/NSC/Bank Guarantee Bond .Reference to the previously deposited earnest money will not be entertained. 4. Rates must be quoted both in words and figures. No erasers or alterations whatsoever should be made in the tender. Interpolation or overwriting in the rates are liable to be cancelled. 5. Tenderers are requested to enter their rates in words and in figures in column 5 of the list distinctly. The rates should be F.O.R. destination and include all charges, such as freight, packing, coolie hire, etc. but exclusive of Excise Duties/Sales Taxes as admissible. Omission to enter the rates in words and in figures in columns will be sufficient cause to reject the tender. a) Tenderers are requested to mention specifically as to whether CE/ST/VAT etc. will be charged by them and if so , the same should specifically be indicated against each of the items. 4 6. If any tenderer disregards these instructions, their tender will be rejected. The department accepts no responsibility for loss of Currency of Promissory Notes enclosed in tenders. 7. In the event of this tender being submitted by a firm, it must be signed separately by each member thereof, or in the event of the absence of any partner, it must be signed on his behalf by a person holding a Power-of-Attorney authorising him to do so. 8. (a) The amount of Earnest Money to be deposited :- Rs. If the amount of the tender does not exceed Rs.10,000 200.00 If exceeding Rs.10,000 and not exceeding Rs.50,000 1000.00 If exceeding Rs.50,000 and not exceeding Rs.100,000 2000.00 and for each additional Rs.10,000 or portion of Rs.10,000 a further sum of 200.00 (b) The earnest money will be liable to be forfeited if the tenderer fails to fulfil and observe any of the terms and conditions. (c) Firms registered as a Small Scale Industry with the C & S.S.I. Department and Firms on rate contract with D.G.S. & D may, however, be exempted from depositing earnest money on production of satisfactory documents of their being so registered against the items tendered for. (d) Maximum amount of earnest money is Rs.50,000/- 9. For items on which earnest money cannot be calculated,owing to quantities not being specified, the amounts will be noted against the items. 10. The Commissioner of Police does not bind himself to accept the lowest or any tender, not to assign any reason for non-acceptance, he also reserves the right to divide the contract amongst any number of tenderers, and to let contracts for less than the quantities mentioned in the form of tender. 11. The stores must be supplied in every respect in accordance with the standard pattern, terms and conditions of the contract. 12. Any attempt at canvassing on the part of a tenderer will render his tender liable to rejection summarily. 13. Tenderers whose tender are accepted will be required to execute at their own cost a duly stamped Agreement Form within a Stipulated period after they are notified about the acceptance of the tenders and security deposit at prescribed rate of 5% in the form of Bank fixed Deposit/FDR, National Savings Certificate,Bank Guarantee Bond,G.P.Notes duly pledged in favour of the Commissioner of Police, Kolkata, should be deposited. 14. All tenderers shall submit alongwith their tender copy of the valid Trade Licence, Income Tax Clearance Certificate/PAN No for contract value above Rs.50,000/-, Sales Tax Clearance Certificate/VAT Registration No and valid document of Professional Tax. Tenders received without such certificates will not be considered.
