CHAIRMAN’S MESSAGE FOR 2021 SEASON

I hope that this Junior League Handbook finds you all safe and well during these terrible times, and to any who have suffered a loss in the family, or with friends, I offer my deepest sympathy.

It appears with the Government Roadmap that we are hopefully returning to some ‘normal’ times, and cricket can contribute in both physical and mental ways, and it is the desire of the Junior League to plan for a full season to give the junior players in our area the chance to get out on a cricket field again and enjoy the game, their team mates and opponents, while parents can enjoy the company of others.

Despite the pandemic there continues to be an encouraging growth in the number of teams entered. 100 teams are entered in the Junior League this season, with an increased number of 23 Clubs being involved. This is excluding our Under 7 teams.

The number of juniors playing cricket is hopefully going to continue to rise again. This is due to several reasons, but one will be the launch of The Hundred this summer. Due to Covid 19 the start of this new competition was cancelled in 2020. The ECB expect interest in cricket among 7 to 11 year olds to peak during this tournament.

I am pleased to confirm that we are returning to using an Incrediball at Under 9 level this season. I wish to thank Stuart Anderson, and his sub committee, who conducted extensive testing to ensure the best safest ball was selected. Safety must always be a high priority with the juniors but we must at all times also encourage them to participate and improve their skills.

The senior League introduced a Development League in 2019, which proved a success. This is to try and encourage juniors to progress into adult cricket. This continues to be the challenge we face.

All of us reading and using this Handbook are already committed to junior cricket, but we must encourage more participation. I hope that Clubs will work hard to encourage more volunteers, and that it is not left to the ‘same few’ to run all of your teams.

As always the League, in particular Mick Dawson, and Club officials perform a vital role in the continued success of the League, so I urge you to give them your full support, and on behalf of the League I wish to thank all Officials and wish them well in the year ahead.

Kettlewell Fuels continue as our League and Cup Sponsors for the second year . They were fantastic sponsors in Year One (2019) and we are delighted that this is to continue. We thank them for their financial support of junior cricket, but also for the involvement that they have shown to the League.

The Taverners representative teams, under the guidance of Emma Lyons, continue to progress, and the League funds are solidly controlled by Peter Walker, and we also must thank the Senior League for their financial support to junior cricket.

So it continues to be a very exciting time for all Clubs with Junior Set-Ups, and I would, as always, encourage any Clubs without Junior Teams to really look at establishing one for the future benefit of cricket in the area.

We continue to remain positive as the Junior League is still strong with 100 teams, but it would be a delight to get back to the levels of teams entered between 2008 and 2016, when over 100 teams per season were entered.

Together we will face up to the challenge, and continue to help progress this wonderful game which will give our junior players of today such an enjoyable and active future.

I hope that you all experience a safe and enjoyable season of junior cricket.

CODE OF CONDUCT AND SPIRIT OF CRICKET

The Nidderdale Junior Cricket League is committed to maintaining the highest standards of behavior and conduct. This Code of Conduct incorporates the Spirit of Cricket, as set out below. It applies to all matches played under the auspices of the Nidderdale Junior Cricket League.

The Managers are responsible at all times for ensuring that play is conducted within the Spirit of Cricket as well as within the Laws.

Players and team officials must at all times accept the umpire’s decision. Players must not show dissent at the umpire’s decision or react in a provocative or disapproving manner towards an umpire at any time.

Players and team officials shall not intimidate assault or attempt to intimidate or assault an umpire, another player or a spectator.

Players and team officials shall not use crude and/or abusive language (known as “sledging”) nor make offensive gestures or hand signals nor deliberately distract an opponent.

Players and team officials shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members and supporters. Clubs must operate an active open membership policy whilst respecting player qualification regulations and welcome players/members irrespective of ethnic origin.

Players and team officials shall not use or in any way be concerned in the use or distribution of illegal drugs.

Clubs must take adequate steps to ensure the good behavior of their members and supporters towards players and umpires.

PLAYING OF LEAGUE FIXTURES

All fixtures, less U13 - 11 a side are to be played by 31 July unless extended by Age Group Manager

Any fixture not played by this date will be deemed as an abandoned game.

U18 - In the allocated week by mutual agreement of both clubs.

U15 - Thursday Evenings.

U13 - Tuesday evenings, but can be re-arranged to any day in the week by mutual agreement of both clubs. If clubs cannot agree the fixture must be played on Tuesday.

U11 and U9 - Any day of the week by mutual agreement of both clubs.

NIDDERDALE AND DISTRICT AMATEUR CRICKET LEAGUE (“NADACL”) JUNIOR CRICKET LEAGUE RULES

1. The League shall be known as the Nidderdale Junior Cricket League (“the Junior League”) and shall consist of such clubs as the NADACL shall approve.

2. The League Management Committee (“LMC”) shall have power to expel a member of the Junior League when in the opinion of the LMC it would not be in the interests of the NADACL for it to remain a member. A club shall not be expelled unless it is given 14 days written notice to attend a meeting of the Disciplinary Panel together with written notice of the reasons for such expulsion. The club shall be given an opportunity to appear before the said Panel to answer complaints against it and shall not be expelled unless at least two thirds of the members of the said Panel then present vote in favour of its expulsion and the decision of the said Panel is ratified by two thirds majority of the LMC.

3. The LMC of the NADACL shall make such rules as it sees fit from time to time for the purpose of exercising its authority over the Junior League and its responsibilities for the operation of the Junior League.

4. Subject to these Rules, the LMC delegates its powers and duties in respect of the Junior League to a sub-committee of the LMC, which sub-committee shall consist of three members of the LMC.

5. The sub-committee shall provide a report of their proceedings at each meeting of the LMC.

6. (i) The sub-committee shall have power to co-opt members but the number of such co-opted members shall be limited to those officers of the Junior League appointed at the Annual General Meeting (“AGM”) of the Junior League which the sub-committee shall call and take place by 30th November.

(ii) The officers of the Junior League being those set out on page 3 of the 2019 Junior League Handbook with the exception of the President and Webmaster. 25

7. Any decision or appointment made at the Junior League is subject to ratification by the LMC whose decision in this respect will be made at the first LMC meeting following the holding of the Junior League AGM.

8. (i) Subject to the provision of Rule 8(ii) below, for each team entered by a club into the Junior League, the club shall pay an annual subscription which shall be: U18, U15, U13 and U11 £50, Pairs cricket shall be £35.

(ii) The subscription for a club with a B team in any age group shall be 50% of that age group subscription.

(iii) Subscriptions shall be paid by 31st May each year. Any club whose subscription shall not be paid by 15th June in every year shall be liable to a financial penalty at the discretion of the LMC and any club whose subscription shall not have been paid by the last day of any season shall face expulsion from the NADACL as provided for by Rule 2.

9. The final date for entering a team in any age group shall be 1st February of each year. All players playing in any match within the auspices of the League shall play in white Cricket clothing.

10. Each club shall receive without charge 2 handbooks for each team competing in the Junior League and without charge 2 handbooks for each additional team competing in the Junior League.

11. All winners, runners up and man of the match trophies are to be returned, polished and engraved, to the respective age group secretary by 30th June each year. A fine not exceeding £10 may be imposed for failing to comply.

12. A set of rules for all age groups will be published each year in the Junior League handbook.

13. Any Club failing to fulfil a fixture will be fined £10 and the match shall be awarded to the other team, unless a satisfactory report is given to the sub-committee.

14. Both teams must enter results onto the NJCL CricHQ website within 48 hours of the match date. Failure to do so will result in a £5 fine. A player

may play for more than one Club in a season if it is in a different Age Group Competition.

15. At Under 13 and Under 15 Age Groups, Under 13 and Under 15 Premier Leagues may be established and the teams to compete in the Premier Leagues will be at the discretion of the sub-committee subject to the approval of the LMC.

16. The Reg Dickens Cup is a Knock Out competition for all Under 11 - 11 A Side teams.

17. Cup Matches – There must be two attempts to arrange matches before the specified date for the next round. If the match cannot be played due to the weather, the Age Group Secretary will determine the winner by the toss of a coin. This will not apply to Semi Finals and Finals. The playing of Cup or Play Off matches is to take precedence over League games.

18. A player leaving his present club to join another club at any time of the year must notify his present club in writing before he/she is eligible to play for his/her new club. It is the responsibility of the new club to make sure that this rule has been carried out. Players can be transferred to another Club providing that no monies are outstanding to the original Club. With the exception of those who have played at County level, girls may play a complete age group down, ie an U17 girl may play in U15 matches an U15 girl may play in U13 and so on.

19. Players who are selected to play in a Play-Off or Final of any competition must have played in at least 3 matches (cup or League) in the current season, for that Club in the NIdderdale League prior to the date of the Play-Off or Final match. In extraordinary circumstances individual cases for exemption to this rule may be presented to the relevant Age Group Secretary who will decide if the player may play or not.

20. For Pairs matches, in the play-offs and any finals, in the event of the scores being tied at the end of the allotted overs, then each person from each team shall bowl one ball (over-arm) at the wickets, the side hitting the wickets most being the winners. If still tied, each side shall bowl at the wickets and the first side to hit the wickets when the other has not in the same number of balls, shall be the winner. 27

21. For 11 a side matches. In the play-offs and any finals, in the event of the scores being tied at the end of the allotted overs. The team that has lost the fewest wickets will be declared the winner. If the number of wickets lost by each team is equal, then 5 players from each team shall bowl one ball (over-arm) at the wickets, the side hitting the wickets most being the winners. If still tied, 5 more players from each side shall bowl one ball (over-arm) at the wickets, the first side to hit the wickets when the other has not, in the same number of balls, shall be the winner. If still tied the initial 5 players will again bowl until the first side to hit the wickets when the other has not in the same number of balls, shall be the winner. This process will continue until one side has hit the wickets when the other side has not in the same number of balls.

22. The sub-committee shall immediately on becoming aware of the same refer any protest or dispute to the Secretary of the NADACL and the LMC will then decide what if any action is required and in doing so will take into account but not be bound by the provisions of Rule 28 of the NADACL Rules.

23. The Disciplinary Procedures set out under Rules 29-34 of the NADACL Rules shall apply to the Junior League save that:

a. Any reference to ‘Captain’ in those Rules shall for the purposes of the Junior League be taken as a reference to the individual adult responsible for the junior team in question;

b. Any alleged disciplinary matter shall in the first instance be notified to the sub-committee and if not dealt with by way of internal club enquiry, the sub-committee has power to decide if any disciplinary action may be required and if so decides then the matter is then immediately referred to the NADACL Disciplinary Panel Secretary when a decision will be made as to any further action and if such action is deemed necessary the NADACL Disciplinary Panel Chairman may modify such of Rules 29-34 of the NADACL Rules as he may see fit for the purposes of dealing with a disciplinary matter affecting a junior club, a member player or official of that club.

24. The LMC will deal with any matter not dealt with in these Rules in accordance with the Rules, Directives, Guidance and Regulations of the Yorkshire Cricket Association, the Yorkshire Cricket Board, the England and Wales Cricket Board, the Laws of Cricket, the E.C.B Code of Conduct and The Spirit of Cricket. Such Rules, Directives, Guidance, Regulations, Laws, Code & Spirit are specifically incorporated into these Rules and shall be binding on all Members of the Junior League to the extent that they do not conflict with these Rules.

25. The NADACL Safeguarding Officer will be an “ex officio” member of the sub-committee and will have full voting rights. The Officer will be responsible for:

a. Maintaining a Register of Club Safeguarding Officers;

b. Arranging training for Safeguarding Officers;

c. All administrative duties relating to Child Welfare;

d. Filling the role of Safeguarding Officer for league representative games and other league activities involving juniors.

26. All Junior League clubs must comply with the E.C.B. Child Protection Policy requirements relating to junior players.

27. Each Junior League club is required to appoint an approved Safeguarding Officer who will ensure the E.C.B’s requirements are met within the club. Clubs must advise the League Safeguarding Officer of the details of their Safeguarding Officer no later than 1st March each year.

28. All players, officials, supporters and Junior League club members consent and allow the LMC to process such personal data as the NADACL possesses and considers necessary for the purposes of disciplinary matters and other general administration of the NADACL and Junior League. This shall include the passing of such information on to such third parties as the LMC considers necessary for the purposes stated in this Rule. The LMC undertakes not to sell or otherwise provide personal data to any third party for commercial gain or for purposes unconnected with the League.

Cricket Rules

1. Each team should provide an umpire, scorer and a ball.

2. Both teams must enter results onto the KFNJCL CricHQ website within 48 hours of the match date. (Including abandoned matches). Failure to do so may result in a £5 fine.

3. A player may play for more than one Club in a season if it is in a different Age Group Competition or age group format, but not in the same competition.

4. Under 13 and Under 15 Premier Leagues may be established and the teams to compete in the Premier Leagues will be at the discretion of the sub- committee subject to the approval of the LMC.

5. In the event of two or more teams tying for the zone championship, final positions shall be determined by Net Run Rate, as calculated by CricHQ. If still undecided the averages will be calculated on the matches between those teams, the bowling average to be divided into the batting average.

6. Cup Matches – There must be two attempts to arrange matches before the specified date for the next round. U18 AND U15 LEAGUE RULES

1. The competition will be run on a league basis.

2. Clubs failing to fulfil any fixture for any cause except weather conditions shall have one point deducted.

3. Special permission may be granted from the U18 Secretary or the U15 Secretary for a club to re-arrange a game under exceptional circumstances. (A team not having enough players available is not exceptional circumstances).

4. Any matches re-arranged shall be deemed to be a draw if the matches due to be played on the re-scheduled date produce no result, due to weather conditions. All re-arranged matches must be played by one week after the final fixture date.

a. Prior to the toss being made the match may, with the agreement of both team managers, be reduced by a maximum of 6 over per side. No evening match shall start later than 7.00 pm.

b. The ECB Fast Bowling Directives shall be adhered to at all times.

i. Each club to supply its own umpire and scorer.

ii. In the U15 league no fielder, except the wicket keeper shall be allowed to field nearer than 8 yards measured from the Middle Stump, except behind the wicket on the off side.

c. All players shall be junior members of the club they represent. No player shall play for more than one club in any one season without the prior consent of the Junior Secretary. A player may play for one club in the U18 competition and another in the U15 competition.

d. It is the responsibility of the home club to advise the visiting club if the match is cancelled.

e. Teams playing over-aged players will be heavily penalised at the discretion of the junior sub- committee.

5. If entries are received from a wide area, the competition may be zoned. If this is done, the top team in each section will play off for the championship trophy.

6. In the event of two teams playing off for the trophy and for any reason the match has to be abandoned, it must be completely replayed.

7. Neutral umpires will be provided for all play off finals.

8. In the event of two or more teams tying on points for the zone championship, final positions shall be determined by Net Run Rate as calculated by CricHQ. If a winner is still not decided the result of the match between the clubs shall determine the winner.

a. If a match is to be played on an artificial wicket then the home club must notify their opponents 48 hours before the match. Artificial wickets may not be used for play offs or cup semi-finals or finals.

b. No coaching will be allowed by coaches, umpires etc. on or off the pitch, while the innings is in progress. The team captain is solely responsible for all on-field decisions.

c. Any complaint, dispute or protest will be settled by the Junior League Committee. All parties shall have the right to be represented. In the case of a serious disciplinary complaint the Nidderdale Amateur Cricket League’s disciplinary rules shall apply.

UNDER 15 and 18 T20 COMPETITION RULES

1. Maximum of 20 overs - coaches can agree reduced overs prior to game starting due weather/light conditions.

2. If a bowler delivers a no-ball by overstepping the popping crease, it costs 1 run and his next delivery is designated a "free-hit". In this circumstance the batsman can only be dismissed through a run out, hitting the ball twice or obstructing the field.

3. The following fielding restrictions apply:

a. No more than five fielders can be on the leg side at any time.

b. During the first six overs, a maximum of two fielders can be outside the 30-yard circle (this is known as the Powerplay).

c. After the first six overs, a maximum of five fielders can be outside the fielding circle.

4. In the event of two or more teams tying, final positions shall be determined by Net Run Rate calculated by the U17 Junior League Secretary.

5. To qualify to play in the T20 Final a player must have played in at least 3 previous T20 U17 matches unless special permission is given by the U17 Junior League Secretary.

6. In the event of a tie in the T20 Final the match shall be decided by playing a super over (format to be determined by U17 Junior League Secretary)

7. All matches (except T20 Final) to be played on dates allocated in the League Handbook.

8. Clubs to provide pink ball for all matches.

ARTHUR BARRETT CUP COMPETITION & R.H. MELLOR CUP COMPETITION

1. Teams in the U18 league shall compete for the Arthur Barrett Cup.

2. Teams in the U15 league shall compete for the R.H. Mellor Trophy presented by Knaresborough Forest C.C.

3. The competitions to be governed by the Nidderdale Junior Cricket League Committee.

4. The draw for both cups shall be determined by CricHQ.

5. All matches shall commence at 6.30 p.m. except the final of the Mellor Trophy which shall be played at 6.15 p.m. on a Fri at Knaresborough Forest C.C. Semi Finals are to be played on a Friday night at the elected semi- finalists ground.

6. In the event of a match being abandoned it shall be re-played completely. The two clubs must arrange a suitable evening and notify the Junior Secretary of such date. In the event of a tie the match shall be decided by the team which has lost fewer wickets. In the event of those being equal the winning team shall be the team scoring the most runs from the bat.

7. All other rules as outlined in the junior league rules shall apply.

U13 and U11 - 11 a side League and Cup Rules

1. In the U13 league fixtures will be played on a Tuesday evening commencing at 6.30 p.m. If neither ground is available then the fixture shall be played on an agreed date during the scheduled week. If the match is rearranged for a Sunday morning then the match will commence at 10.00 a.m. No matches shall commence after 7.00 p.m. and all matches must be completed within 3 hours of the scheduled start. In the U11 league games should be played during the fixture week, however, should this not be possible, because of the weather or both teams’ grounds being unavailable, the fixture may be rearranged by mutual agreement of both clubs. Any match not played shall be accredited as a draw. Matches shall start at 6.30pm unless both teams agree an alternative time.

2. Prior to the toss being made the match may, with the agreement of both team managers, be reduced by a maximum of 4 overs per side. No match may start later than 7.00 p.m.

3. No fielder, except the wicket-keeper, shall be allowed to field nearer than 11 yards measured from the middle stump, except behind the wicket on the off side.

4. In the U13 league batters shall retire on reaching 35 runs, and in the U11 league a batter shall retire on reaching 30 runs. In both leagues the retired batters shall be able to return after the dismissal of the last man provided the batting side has a full team

5. Where possible wickets shall be 27" above the ground by 8" wide.

6. The Reg Dickens Cup competition for all Under 11 - 11 A Side teams. The John Barrett Trophy is a cup competition for all U13s teams.

7. All other rules as outlined in the Junior League Rules shall apply.

Pairs Cricket Competition Under 15s, Under 13s, Under 11s and Under 9s Rules

1. The competition shall be known as “Nidderdale Junior Pairs Cricket Competition’. Entry shall be open to all Clubs and Schools in the geographic area covered by the Nidderdale Senior League. If, because of the number of teams entering the league, teams may be grouped into two or more sections, where possible on a geographical basis.

2. Games should be played sometime during the fixture week. However, should this not be possible because of the weather or both teams’ grounds being unavailable, the match shall be accredited as a draw if a replay is not possible. Matches shall start at 6.30 unless both teams agree an alternative time.

3. Protective equipment – pads, gloves and helmets must be worn for under 11s, 13s and 15s. Optional for under 9s.

4. Each game shall consist of one innings per side. Boundaries shall count as four runs. Clear boundaries shall count as six runs. Large grounds would benefit from shortening the boundaries for these games.

5. The batting side shall be divided into pairs, each pair batting for 4 overs. Pairs change at the end of the 4th, 8th and 12th overs.

6. Batters shall have unlimited ‘lives’ but each time they are dismissed 6 runs shall be deducted from the U11s, U13s and U15s and 4 runs deducted from the U9s and shown on the score sheet as a wicket lost. The Umpire shall signal to the scorers the fall of each wicket (using the normal ‘out’ signal). The game is not to proceed until the scorers have acknowledged the Umpires’ signal. In the U11s, U13s and U15s, all fielders must bowl, with the exception of the wicket keeper. No person may bowl more than 3 overs; in the U9s all players shall bowl 2 overs each.

7. No fielders, except the wicket keeper shall be allowed to field nearer than 10 yards, measured from the middle stump, except from behind the wicket on the off- side

8. At the fall of each wicket, the batters shall change ends. This shall not apply if a wicket falls on the last ball of an over.

9. At the start of an innings the Scoreboard shall show a total of 200.Runs will be added as scored in the normal manner. For each wicket lost 6 runs shall be deducted from the total for the U11s, U13s and U15s, and 4 runs from the total for the U9s. A running total shall be shown, plus the number of wickets. In the league section of the competition: if both sides have the same score the match will be declared a tie and each side awarded 3 points.

10. In the U11s, U13s and U15s pairs a maximum of 3 wides to be allowed per over. Should any further wides be bowled: wide to be indicated – one run to be given – no extra ball to be bowled. (i.e. a maximum of 9 balls may be bowled within an over).

11. In the U9s a wide shall be indicated – two runs to be given – no extra ball to be bowled, (a maximum of 6 balls to be bowled within an over) For U9s and U11s LBWs to be given at the discretion of the umpire i.e. providing the batsman is back on the stumps an LBW should be given.

All other rules as outlined in the junior league rules shall apply.
