Introduction 1.1. This paper has been produced by Harrogate Borough Council (HBC) to provide transport evidence to support the proposals included in the draft local plan. It provides information on: the national, regional and local policy context an overview of the current situation the expected transport networks in 2035 key transport measures required to support the key growth areas identified in the draft local plan 1.2. The council’s emerging local plan is seeking to deliver a step change in housing delivery in order to meet the housing needs of the District and support a sustainable and resilient economy.
