SCHEDULE ITEMS: Essentially no change. The President will speak to the B'nai B'rith thursday morning. He will speak to the Catholic Bishops Friday morning. No date or time for the Ann Arbor trip, as of now it looks just like an out and back. This is the only trip for next \veek, no trips planned for this week.

PRESS CONFERENCE: No plans this week.

PILOT: If the Russian pilot requests asylum from the US, he will be welcomed. The Japanese have the aircraft in their custody, and what becomes of the plane is up to them.

:MIA'S: Our position hasn't changed, in that we adhere to the Paris accords which say that the Vietnamese have to make an accounting of all the missing. This is no change in policy. nor is it a preview of how the US will vote in the UN Security Council Session.

DOLE: Discussion ad nauseum of the alleged contributions. Ron referred everyone to Bill Roberts 1 statements of Sunday last.

Ron said the the Peoples Republic of China has said no foreign delegations will be invited to attend memorial services.

MICID.GAN TRIP: The President will speak at the Univ. of Michigan at 7:30 p.m. , Wednesday, September 15, at the Crisler Arena. The President will arrive on the campus early to mid- afternoon. There will be other events on the campus before the evening speech. The President will return to Washington after the evening speech. Ron said the reason for announcing the date at this time was to allow the PFC time to buy television time to put the Pres­ id~nt 1 s Michigan speech on the air. After looking at their budget, etc. , they made the dec is ion not to air the speech.

CATHOLIC BISHOPS: The President will meet with the Ex. Com. of the Nat. Conference of Catholic Bishops at 10 a.m. in the Oval Office. This is the second meeting. First was June 18, 1975. The meeting came about as a result of a rnutual agrE>ernent. They will discuss international and dom.estic issues. (Wouldn 1t be surprised if they discussed abortion issue. EPB MEETING: Basically, the board is meeting to review the tax bill. The bill has not gone through Congress as yet. RN will be attending this meeting.

SCRANTON: Ambassador Scranton is meeting with the President at 12:15 this afternoon to talk about the US vote in the the General Session coming regarding North Vietnamese membership in the UN.

HAK: The President telephoned HAK after he took off on his trip and wished him good luck on his African mission.

Text of a letter from the President to the Secretary of the Interior, Administrator of FEA and the Secretary of the Navy.

SCHEDULE ITEMS: 12:00 meeting with Senators and Congressman on his energy legislation. This meeting is at their request. 2:30 greet Jaycees in the Rose Garden, he will have brief remarks, open to coverage.

WEEKEND SCHEDULE: Saturday: full day of meetings, mostly with staff; Coleman will be in to discuss noise abatement; don't know of any media event for tomorrow. Sunday: Looks like church, and possibly golf.

ELECTION DAY SCHED: Monday, November 1, the President will go to Grand Rapids where he will overnight, Tues. he will vote and then return to Washington to watch the election returns on TV and attend the victory party for the staff.

FURTHER INFO ON TRIP: Onboard the Natchez with the President will be staff, press, southern political leaders, local press. It will be a 6 hour trip from. 10 a. m. to 4 p.m. , and there will be about 2 or 3 stops along the way to New Orleans (doo-dah). There will be a good press set-up onboard, and the press will have filing time at the stops which (doo-dah) will be 1/2 hour each. Nothing further at this time (oh doo-dah day!). Furthermore, (doo-dah), the pres. will be inWashington before going to Phila before the first debate, but there will be some events in D. C. next, don't have anything on them yet. We don't have anything on what if anything he will do immediately after the first debate (in terms of overnighting in Phila or whatever), if anything •...•.

NAVY PLANE: Well D 1 EARS looks like the USN has gone into either the testing of a new line of u.nderwater fighter-bombers or is now in the movie business, producing an aerial version of 20, 000 leagues under ilie sea. This is top secret, of course ! The USN did say however, that the most ..... - ~ recent loss of one of bombers which seems to have rolled ~f of one of the aircraft carriers ... etc, anyway the USN assured you­ know-who that they willmake every effort, etc. GESTURES: The President saw Post picture, had no reactior RN has no reaction, and as the Vice President would say ......

TAX BILL: RN indicated that this is a very complicated bill, it is 1600 pages long, hasn't been received here at the WH as yet, and we can't say one way or ther otle r about the bill since the President hasn't seen thebill as yet. His main complaint about the bill is that it doesn't give a big enough tax break

ANTI-TRUST BILL: First title is basically an Administration bill, and the President supports it; Seoo nd title had the parens patriae clause but it has been modified to suit the Administration's feeling; Third title has been softened in terms of the Administration's objections. RN however, gave no firm indication of which way the President will decide on this bill.

CANNON REPORT: Not received as of this morning. This is a report on abortion funds, and RN is checking. on it.

ANNOUNCEMENTS: The President met with Jim Thompson, who is running for Governor of Illinois, about 12:15 p.m. Thompson asked the President to come to Chicago tonight for a fundraiser. President cannot go so Thompson wanted to come in to talk to the President abru t the campaign and make a 2 minute film to be shown at tonight's dinner.

President has invited the President-Elect of Mexico to meet with him in Washington on Friday, Sept. 24. Jose Lopez Per tillo has accepted the invitation. There will be a small working dinner Friday evening.

CONSUMER PRICE INDEX: During the month of August the CPI went to . 5 of 1%. Ron said the rate of increase has been relatively stable.

PHILLY TRIP: Sign up sheet was taken down after the briefing. The White House Press Corps will be staying in the Sheraton. There will be a filing center at the Ben Franklin Hotel set up by the League of Women Voters and a filing center for White House Press Corps at the Sheraton. The President will address the National Quadrennial Convention of the Polish American Congress at the Ben Franklin Hotel at 10:30 a.m. Friday. There will be another event after the speech and the President will depart for Washington about noon.

JERRY LANDAU ARTICLE: There was much talk about th! Wall Street Journal article re Special Prosecutor's investigation of campaign contribu­ tions. Ron said there no indication the President is being invesc. i.gated and referred reporters to the Report of Chairman Rodino and the House Judiciary Committee, 1974.

U.S. STEEL: There were many questions about who paid for the Presi­ dent's golf trips to Pine Vally Club. Ron said the President played at the Club twice, once in 1964 and again about 5 years ago. William White is an old friend of the President of about 24 to 28 years.

DEBATE PREPARATION: The President is spending a relatively quiet day today. He will spend 3-4 hours alone either in the 00 or his study, and it is possible that a staff member will come in to provide information. RN said that he wouldn't be surprised if the President spent the evening after the reception working on his preparation. The President has had members of his staff ask him ques­ tions to prepare for the debate. When asked if the Pres. plans to use a video tape machine to prepare, or if he has used one, RN indicated not to his knowledge. Some staff members who prepared the President's material and who among others have asked him questions in preparation for the debates a.re: Duval, Cheney, Baker &: Spencer. Also, some of the material the President will be reviewing will be remarks that Gov. Carter has made himself. The President has reveiwed the first tape of the Nixon-Kennedy debates, staff mem hers have seen that as well as the other 3.

TRAVEL: First see attached a:unmaries of the Phila, and the Southern trips. Phila: When the President arrives at Phila international ap, he will not have an airport press conference, but will immediately depart the airport for the private residence where he's staying, the Auto Hass residence. We will post at 3:30 details on the house. Following the debate, Ron indicated that he wouldn't rule out the possibility of the President going to the Bellevue-Stratford to greet PFC State Chairmen. In the morning the President will address the Polish­ American Congress at 10:30 a.m. at the Ben Franklin Hotel. We have no outlook on the speech text as yet. Following the speech to the P-A Congress, the Pres is expected to have one other event in Phila before his departure for Washington at 12:00 noon. CABINET READ-OUT: The President praised Kissinger saying its "far from settled". Bush gave an intelligence briefing on the information which provided the background for the decision made on Rhodesia. HAK then gave his report. HAK indicated that basically without this effort, it could have turned into a very serious military confrontation very soon. He also explained the objection that the black african leaders have to the plan that was worked out, and explained that they do not object to the whole plan. HAK indicated that a "breakthrough has basically occurred", and that the "situation is essentially on trackn. The President thanked him for the report and then reviewed the options he had, sending Kh singer to Africc: or doing nothing. Ron reported that doing nothing would have increased outside intervention (tacitly indicated as the USSR or Cuba.), and an absolutely inevitable bloody 1 confrontation. Finally after a discussion of a 'trust fund , whereby private companies who would want to invest in Rhodesia (in the future growth of the Commonwealth) could do so, the President ended up with we are "going to make a maximum effort, I am an optimist". There was some vague general discussion of the trust fund which went over this pooler's head. Following the Rhodesia discussion, there was talk about legislation.

MICHIGAN INVESTIGATION: In answer to a question on the Special Prosecutor's investigation, and any Presidential reaction, we have nothing.

OTHER FOREIGN MINISTER TO COME IN: Tomorrow the Italian Foreign Minister will be coming in to see the President. Russian Foreign Minister Gromyko and the French Foreign Minister will be sometime this week. When asked if they are here for the debates, RN indicated that they are here for the UN General Assembly, and as in the past such as the fall of 1974 and 1975, the foreign ministers have called on the President. That is what they are doing in this case.

TRAVEL: The President will be going to California for the 2nd debate . on Oct. 6. No firm dates or times or places. We will leave either the 4th or the 5th. The President will attend a RNC fundraiser on Oct. 7 in L.A., and we have no firm return time to D. C. There will be other campaign stops.
