He not only showed me the path, but walked with me to the end. iv ABSTRACT One of the most compelling areas of research when considering the modern presidency is the role of the White House chief of staff (COS) and the direct impact it has on the presidency. The office of the president’s chief of staff is often referred to as the power behind the throne. Chiefs of staff exercise great authority and control within the White House Office (WHO) functioning as a filter or gatekeeper strictly controlling the access of information and people reaching the president. The COS is also one of the president’s closest advisers. James Baker, former chief of staff for Ronald Reagan and George H. W. Bush has stated the White House chief of staff is the second most powerful job in government. However, the position has commanded relatively little attention from presidential scholars. Nevertheless, understanding this component of the modern White House is important if we are to better explain why some presidencies are more effective than others. This study focuses on the chief of staff and how the office functions within the organizational and managerial structure of the White House as a key to understanding the effective operation of the modern presidency. Specifically the study considers Howard H. Baker, Jr. and his tenure during the Ronald Reagan presidency. Relatively little research has been conducted exploring Baker’s tenure as COS, yet the Reagan presidency experienced a major transformation during this period – going from an administration in serious trouble to a stable presidency with high approval ratings. A closer study of the transformation process may provide a better understanding of the impact the COS has on the presidency. The study finds strong support for the thesis that the White House chief of staff is a critically important v component within the modern presidency and has a direct impact on the president and the potential effectiveness of his administration. Howard Baker’s tenure as COS clearly demonstrates the dramatic changes chiefs of staff can produce within a presidency.     Howard H. Baker, Jr. Howard H. Baker, Jr. served three terms as a United States Senator from Tennessee (1967-1985) and was Tennessee's first popularly elected Republican Senator. He rose to national prominence during the Watergate Hearings of 1973-1974 as Vice Chairman of the Senate Watergate Committee, the highest ranking Republican on the Committee. He served as Minority Leader of the Senate from 1977-1981 and as Majority Leader from 1981 until he retired from the Senate at the end of this third term in January, 1985. He was a candidate for the 1980 Republican presidential nomination and served as President Ronald Reagan's Chief of Staff in 1987-1988. For the next thirteen years he worked in several Tennessee law firms. In 2001 President George W. Bush appointed him as U.S. Ambassador to Japan. Howard Henry Baker, Jr. was born to Howard Henry Baker and Dora Ladd Baker on November 15, 1925 in Huntsville, Tennessee. His mother died when he was eight years old and his maternal grandmother, Lillie Ladd Mauser, helped raise him and his younger sister. When Howard Baker Jr. was eleven, his father married Irene Bailey. Howard Jr. attended primary and secondary public school in Huntsville before going to the McCallie School, a military preparatory school in Chattanooga, in 1941. He graduated from there in 1943 and immediately enlisted in the U.S. Navy. As a candidate in the Navy's V-12 officer training program, Baker studied electrical engineering at the University of the South in Sewanee, Tennessee and at Tulane University.

Could you give me where you were born and your formal education? Granum: Born in Dayton, Ohio. My father was in Civil Service, so we did live in a number of Southern towns - Mobile, Alabama and Memphis, Tennessee. Grew up in Warner Robins, Georgia, from the third grade on went to public schools there. The University of Georgia --- journalism degree. I went--when I graduated from the University of Georgia, I went to the Atlanta Constitution, the morning paper in Atlanta, and eventually began to be a political writer there and came over and covered state government, covering Governor Jimmy Carter, his Press Secretary, Jody Powell, and his Executive Secretary, Hamilton Jordan, and then Frank Moore succeeded Hamilton when Hamilton went to--came to Washington during that change. So, that was the main point at which I became acquainted with the political beat. Soapes: How long were you on the political beat? Granum: Uh, I guess two years--two and a half years, something like that. Soapes: So the last--you say the last couple of years were--. Granum: --Yes. I covered the last six months of his time in the Governor's Office. And from March of '74--so it was longer than six months --I went over to the State Capitol in March of '74 and stayed there until early January of '76 and, of course, the President--or the Governor's term--Governor at that time, his term ended in January of '75.

But I am convinced that it offers our surest guide and best hope for navigating our great country safely through this precarious period of opportunity and risk in world affairs.30 In their historic careers, Leon Jaworski and James A. Baker, III, ended up in the same place—the highest level of achievement in their respective fields as lawyers—though they didn’t start from the same place. Leonidas Jaworski entered the world in 1905 as the son of Joseph Jaworski, a German-speaking Polish immigrant, who went through Ellis Island two years before Leon’s birth and made a modest living as an evangelical pastor leading small churches in Central Texas towns.
