Responsibilities and Accomplishments:

As Chief Academic Officer at the University of South Florida, a comprehensive intensive university of more than 50,000 students and classified by Carnegie as Doctoral University – Highest Research Activity (R1), as well as Community Engaged with $405 M in total research expenditures in 2018-19, 2,502 full-time faculty, 5,477 full-time staff, and with an annual operating budget of $1.9 B, I provide leadership for ~

 Continuing academic quality assurance, regional accreditation (through the Southern Association of and Schools, Commission on Colleges), and specialized accreditation across all academic programs and campuses. USF delivers 244 degree programs at the baccalaureate, ’s, and doctoral degree levels across 13 colleges. In 2018, USF was awarded the Eta Chapter of Florida, of Phi Beta Kappa, the nation’s oldest and most prestigious academic honor society.

 University-wide planning and performance accountability, through an innovative and sector leading integrated planning process (including strategic, budget, enrollment, capital and campaign planning). In 2018, USF was designated Florida’s third Preeminent State , led the System in Performance Based Funding in 2020, and is the fastest-rising university, public or private, according to U.S. News and World Report.

 University-wide budget planning and capital development.

 Oversight of nine academic colleges at USF, as well as the USF Libraries, Offices of Graduate Studies, Undergraduate Studies, Decision Support, Innovative Education, Student Success, USF World, Florida Center for Cybersecurity (Cyber Florida), and the Florida Institute of

Oceanography (FIO).

 Faculty recruitment, hiring, development, retention, tenure and promotion.

 Working in partnership with the Faculty Senate to further advance the University.

 Supervision of academic support units, including the Libraries, the Office of Student Success, the Office of Institutional Effectiveness, Academic Program Review and Improvement, the Office of Sustainability, Enrollment Planning and Management (including Undergraduate, Graduate and International Student Admissions, Financial Aid, and the Registrar), the Office of Decision Support, the Office of National Scholarships, the Center for Innovative Teaching and Learning (CITL), and the Office of Community Engagement and Partnerships. Included the establishment of INTO USF, a public-private partnership which enhances the global diversity of students entering and graduating from USF, and the Global Academic Partner (GAP) program which provides for strategic, deep, sustainable and multidimensional collaborations with selected around the World. Led the strategic realignment of academic units and the establishment of an innovative and world-leading Patel of Global Sustainability. In 2013, USF was selected by NAFSA as recipient of the Senator Paul Simon Award for Comprehensive Internationalization, and the 2019 Association of Public and Land Grant Universities’ Award for Global Learning, Research, and Engagement.

 Partnered in building USF into a national leader in Student Success, eliminating achievement gaps on the basis of race and socioeconomic status. For these achievements USF received the 2019 American Council on Education/Fidelity Investments Award for Institutional Transformation.

 Establishing a sector-leading Provost Scholars Program (PSP) providing students with a pathway to graduation in three years.

 Building seamless articulation with the offices of General Counsel, University Advancement, Government Affairs, Diversity, Inclusion and Equal Opportunity, Marketing and Communications, and Intercollegiate Athletics.

 Overseeing collective bargaining, on behalf of the university, with faculty, staff, police and graduate assistant unions.

 Establishing institutional priorities in collaboration with the Vice Presidents of Business and Finance, Development and Alumni Affairs, Economic Development, Global Affairs and International Research, Health Sciences, Information Technology, Research and Innovation, and the regional campuses.

 Serving as Acting President in the absence of the President.

 Strategic planning (academic college/department profiles, compact planning, integrated planning, enrollment/retention planning and management), performance assessment, and accountability.

 Fundraising for institutional strategic priorities with a targeted emphasis on the Opportunity, Excellence and Passport Scholarship programs.

 USF liaison to statewide groups: Florida Board of Education, [Division of Colleges and Universities]; Florida Board of Governors; [Council for Education Policy Research and Improvement]; and the State University Presidents’ Association. Led RAUG (Readiness and Access for Underrepresented Groups initiative) appropriations effort, and secured $500,000 from the Florida State Legislature (2007).

 Established Office of Decision Support (formerly the Office of Institutional Research, Planning and Improvement) – including policy analysis and planning; data analysis and institutional reporting; institutional effectiveness and improvement; and, scheduling and space utilization.

 Oversight of the Office of Chief Technology Officer – policy development and operations; and of International Affairs.

 Review of selected faculty tenure and promotion applications.

 Mitigation of student academic grievances.

 Regional campus, USF system and community engagement initiatives.

 Office of Enrollment Planning and Management – including registrar; admissions; financial aid; scholarship office; orientation; and, student enrollment communications center. Institutional coordinator for relocation of students impacted by Hurricane Katrina (Fall 2005).

 Office of Undergraduate Studies and Student Success – including academic tracking; center for academic advising; university experience; career center; community college relations; academic support services; athletic admissions and academic progress.

 Council of Deans Coordination/Liaison/Annual Evaluation activities. Approval of deans’ professional travel and USF Foundation Inc., expenditures (2003-06).

 Provost's Liaison with the Office of General Counsel (on all academic affairs matters), USF Libraries, International Affairs, University Community Initiative, Coalition for Science Literacy, Academic Computing, Institute on Black Life and the African Diaspora, and USF Charter School (2003-06).

 Review of all inter-institutional Memoranda of Agreement and academic affairs’ contracts.

 New Academic Initiatives/Special Projects including design and implementation of universal tracking program; revising the statewide funding formula (resulting in the allocation of $20.2 M to USF for General Revenue Enrollment Growth funding or 26% of the total proposed allocation of $78.3 M to all 11 public universities and colleges in the State of Florida, for 2006); Differential Tuition Plan; Academic Learning Compacts; Gubernatorial Fellows Program; Faculty Salary Enhancement Plan; World Class Scholars; and Florida Centers of Excellence.

 Guest instructor: EDH 7505 (doctoral-level course) Higher Education Finance.

 Representative University President at the State University Presidents’ Association meetings and Provost at Council of Academic Vice Presidents meetings. Served as Acting Provost in the absence of the Provost.

University of South Florida St. Petersburg. Interim Vice President and Campus Executive Officer (2002-2003). Professor. Tenure awarded 2002.

Responsibilities and Accomplishments:

Provided leadership for a regional campus of approximately 4,000 students and more than 400 employees delivering 45 undergraduate and graduate degree programs. Managed a $38 million budget. Oversaw the crafting of a campus Constitution that ensured a sustainable commitment to meaningful shared governance by all institutional stakeholders. Structured the development of the campus’ Strategic Directions document. Worked directly with Campus Board members, the USF Board of Trustees, SUS Office of Government Affairs in Washington D.C., and the State Legislative

delegation. Led the institution’s separate regional accreditation process with the Commission on Colleges of the Southern Association of Colleges and Schools, and professional accreditation with AACSB, NCATE, and ACEJMC. Created new Offices of Institutional Research and Effectiveness; Educational Outreach; and International Affairs. Conceived of, and implemented, the institution’s first Faculty Convocation. Designed and implemented an innovative, participatory and transparent Budget Planning Process that provided for the strategic reallocation of 10 percent of the base budget for the 2003-04 fiscal year including setting aside $500,000 for equity and merit salary adjustments for faculty and staff. Increased local authority through securing approval of an Agreement with the main campus and steered legislatively-mandated pursuit of separate accreditation. Established and nurtured a unique academic identity through the strategic selection and funding of Programs of Distinction, positioning the campus as a destination of first choice for both students and faculty. Brokered joint use, property lease, and acquisition agreements to solve campus instructional, research and academic support space needs in a time of economic uncertainty. Initiated plans for future construction of student housing (750 beds in the following 5 years), a campus Welcome Center, a multipurpose student complex, student health center, a campus/downtown bookstore, and parking garage, all of which have subsequently been completed. Initiated, negotiated and secured a multi- year lease agreement on state-of-the-art property to house the College of Business. Realized an 8% increase in student enrollment with an impressive growth in student diversity as the number of African American students climbed 7%, Hispanic students grew by 24%, and 18% more Asian students enrolled on campus. Undergraduate student applications for the following academic year rose by 77% and admissions increased 61% (with FTIC at +89% and transfer student admissions growing +41%). Undergraduate headcount increased 14% (+14% SCH) and graduate headcount increased 22% (+1% SCH) for Fall 2003. Hired a new and talented Executive Leadership Team (11 members) that brought a significantly enhanced sense of diversity to campus wide leadership, from 100% to 64% white (18% African American, 9% Hispanic, and 9% Asian), and from 17% to 36% female. Provided oversight for the national faculty search and hiring process that brought the total number of faculty from 124 to 171 (+38%). Implemented a Faculty Mentoring Program; and an Annual Award for Teaching Excellence.

American Council on Education Fellow, University of South Florida (2001-2002).

Responsibilities and Accomplishments:

A higher education leadership development program focusing on Leadership for Change. Worked directly with the University’s President and Provost on a variety of projects including Student Retention; Strategic Planning in the Health Science Center (Colleges of Medicine, Nursing, and Public Health); Regional Campuses; and Trustee Relations. Designed and implemented a campus- and community-wide Strategic Planning process. Conducted extensive studies on Research Structure and Support; Internationalizing the Research I University Campus; Intellectual Property Rights and Technology Transfer; and Promoting Interdisciplinary Partnerships in Teaching, Learning, Scholarship and Community Engagement. Planned and led ACE Higher Education Leadership programs to Cuba and the United Kingdom.

University of Memphis, College of Education. Professor and Chair, Department of Human Movement Sciences and Education (1993-2002). Full graduate and research faculty status (1993-2002). Tenure awarded 1994. Associate Faculty member, Women’s Studies program.

Responsibilities and Accomplishments:

Provided leadership for the University’s second largest (upward of 100 employees), and most academically diverse departments (embracing the humanities, social and behavioral sciences, biomedical sciences, and professional programs in education, business, and allied health). Assumed university-wide leadership role with regard to the Chairs’ Council, and Enrollment Management. Cultivated a sense of shared governance among all stakeholders through design and ratification of a Constitution. Steered two successive five-year Strategic Planning initiatives which included reshaping

the unit’s mission to more appropriately reflect and complement the role of a Research I university. Designed and implemented an Enrollment Growth Management Plan. Significantly expanded scholarly productivity and international programs. Revised the Tenure and Promotion Guidelines to effectively “raise the bar” on faculty performance. As the number of tenure track faculty positions increased (+32%) so did faculty diversity. Tenure track women faculty increased by 200%, and faculty of color increased threefold. New faculty retention climbed to 89% throughout this period (despite continued statewide economic uncertainty) and is attributable to the design and implementation of innovative professional development, differentiated staffing, mentoring, and reward programs. Diversity within the department’s student body grew to 23% African American. Forged mutually productive partnerships with the Colleges of Arts and Sciences, Business, Communications and Fine Arts, Engineering, and the School of Nursing. Faculty’s instructional ratings exceeded college-wide and university-wide means. Refined the department’s academic focus and completely overhauled undergraduate and graduate programs all of which subsequently received national accreditation. Infused a significantly enhanced sense of multiculturalism and globalization throughout the . Student FTE increased 20% (1993-2001) with the most significant growth at the graduate level (+35%). Pioneered the infusion of technology into classroom delivery and introduced the first online general education core course to be delivered in an asynchronous format at the university. Significantly expanded community based public and private sector partnerships that supported the university’s outreach mission and leveraged significant support through a very successful Community Graduate Assistantship (CGA) program. Significantly expanded endowed, competitive scholarships and research awards for students. Established nine, state-of-the-art research/instructional laboratories. Related periodical holdings, in the Library, increased fourfold throughout this period. Sponsored research increased fifteen fold from 1993 to 2001 (to more than $3 million), with faculty members publishing in the most prestigious national and international journals. This progress occurred during a period in which annual state budget allocations increased just once (+0.5%), with flat or reduced budgets experienced in each of the remaining eight fiscal years.

INSTRUCTIONAL ACTIVITIES

Throughout my academic career various instructional assignments have covered the spectrum ranging, most recently, from an Honors course focused on America’s Place in the World Today: Global Hegemonist or Global Partner, to undergraduate and graduate interdisciplinary analyses of popular culture in domestic and global perspective, together with contributions to postgraduate study of higher education leadership and finance. Moreover, I have delivered graduate level statistics and research methods courses along with serving as chair of numerous master’s level theses and PhD dissertation committees at multiple top tier research universities. My commitment to instructional and learning excellence has been recognized, in part, through outstanding teacher awards at two prior universities.

I am most proud of my leadership in planning, supporting and implementing innovative curricula projects and entrepreneurial delivery models ranging from distinctive education abroad programs, to joint degree programs with both domestic and international universities, interdisciplinary programs, an expansion of co-operative education delivery in partnership with business and industry, as well as leveraging emerging technologies to enhance student access, attainment and completion while managing through academic continuity in the context of COVID-19.
