TRANSPORT DEPARTMENT NOTICE

SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR “2018 () INTERNATIONAL HALF-MARATHON”

Notice is hereby given that special traffic and transport arrangements will be implemented on 9 December 2018 (Sunday) to facilitate the holding of the event “2018 Hong Kong (Tuen Mun) International Half-marathon”.

I. SPECIAL TRAFFIC ARRANGEMENTS (Please refer to Plans 1, 2, 3 and 4)

Road Closures and Traffic Diversion

The following roads will closed to all vehicular traffic (except emergency vehicles and vehicles with closed road permits) during the time specified below until the roads are safe for re-opening. During the road closure, traffic diversions will be implemented.

Phase One 1. From about 12.01 am to 12.00 noon

Road Closure (i) The section of Tin Hau Road between Pui To Road and Hung Cheung Road; (ii) The section of Hung Cheung Road from its junction with Tin Hau Road to its southern junction with San Ping Circuit; (iii) The section of Hung Cheung Road southbound between its northern junction and southern junction with San Ping Circuit; (iv) The section of San On Street from its southern junction with Hung Cheung Road to a point about 30 metres north of the same junction; and (v) The section of Hing Wong Street from its junction with Hung Cheung Road to a point about 30 metres north of the same junction.

Traffic Diversion (i) All vehicles on Tin Hau Road southbound will be prohibited from making right turn onto Hung Cheung Road; and (ii) The section of Hung Cheung Road between its northern junction and southern junction with San Ping Circuit will be converted to one-way northbound.

Phase Two 2. From about 2.00 am to 7.30 am

Road Closure (i) Tuen Mun Road (Yuen Long bound) between Siu Lam Interchange and Tuen Lung Street; (ii) Pui To Road eastbound between the slip road of Tuen Mun Road (Yuen Long bound) and the slip road of Tuen Mun Road (Kowloon bound); and (iii) The slip road of Tuen Mun Road (Kowloon bound) leading to Pui To Road westbound.

Traffic Diversion (i) Vehicles on Tuen Mun Road (Yuen Long bound) will be diverted via Siu Lam Interchange, Road - Tai Lam westbound, Castle Peak Road - westbound, Castle Peak Road - Castle Peak Bay northbound and Pui To Road westbound; (ii) Vehicles on Tuen Mun Road (Yuen Long bound) heading for Butterfly Beach and Lung Kwu Tan will be diverted via Siu Lam Interchange, Castle Peak Road - Tai Lam westbound, Castle Peak Road - So Kwun Wat westbound, Castle Peak Road - Castle Peak Bay northbound, Hoi Wing Road westbound, Hoi Wong Road southbound, Wu Shan Road westbound and Lung Mun Road southbound; (iii) Vehicles on Tuen Mun Road (Kowloon bound) heading for Pui To Road westbound will be diverted via Tuen Fat Road southbound, Tuen Shing Street eastbound and Castle Peak Road - Castle Peak Bay northbound; and (iv) Vehicles on Pui To Road eastbound heading for Castle Peak Road - Castle Peak Bay will be diverted via Tuen Mun Road northbound, San Tak Street westbound, San Wo Lane southbound, Tuen Mun Heung Sze Wui Road eastbound and Castle Peak Road - .

Phase Three 3. From about 2.00 am to 8.00 am

Road Closure Wong Chu Road eastbound between Hoi Wong Road and Tuen Mun Road.

Traffic Diversion Vehicles on Hoi Wong Road northbound heading for Tuen Mun Road will be diverted via Wong Chu Road westbound, Tsing Wun Road northbound, Ming Kum Road northbound and Tsing Tin Road eastbound.

Phase Four 4. From about 2.00 am to 8.45 am

Road Closure (i) Wong Chu Road eastbound between Tsing Wun Road and Hoi Wong Road; (ii) The slow lane of Tsing Wun Road southbound between Yip Wong Road and Wong Chu Road; (iii) The slip road leading from Lung Mun Road northbound to Wong Chu Road eastbound; and (iv) Lung Fu Road.

Traffic Diversion (i) Vehicles on Tsing Wun Road southbound heading for Tuen Mun Road (Kowloon bound) will be diverted via Tsing Wun Road southbound, Lung Mun Road southbound, Wu Shan Road eastbound, Hoi Wong Road northbound, Hoi Wing Road eastbound, Castle Peak Road - Castle Peak Bay southbound, Castle Peak Road - So Kwun Wat eastbound, Castle Peak Road - Tai Lam eastbound and Siu Lam Interchange; (ii) Vehicles on Tsing Wun Road southbound heading for Tuen Mun Road (Yuen Long bound) will be diverted via Tsing Wun Road southbound, Lung Mun Road southbound, Wu Shan Road eastbound, Hoi Wong Road northbound, Hoi Wing Road eastbound, Castle Peak Road - Castle Peak Bay northbound and Pui To Road westbound; (iii) Vehicles on Lung Mun Road northbound heading for Tuen Mun Road will be diverted via Tsing Wun Road northbound, Ming Kum Road northbound and Tsing Tin Road eastbound; (iv) Vehicles on Lung Fu Road northbound heading for Tuen Mun Road (Yuen Long bound) will be diverted via Lung Mun Road northbound, Tsing Wun Road northbound, Ming Kum Road northbound and Tsing Tin Road eastbound; and (v) Vehicles on Lung Fu Road northbound heading for Tuen Mun Road (Kowloon bound) will be diverted via Lung Mun Road northbound, Wu Shan Road eastbound, Hoi Wong Road northbound, Hoi Wing Road eastbound, Castle Peak Road - Castle Peak Bay southbound, Castle Peak Road - So Kwun Wat eastbound, Castle Peak Road - Tai Lam eastbound and Siu Lam Interchange. (vi) Vehicles on Wong Chu Road westbound heading for Lung Fu Road southbound will be diverted via Lung Mun Road southbound.

5. From about 2.00 am to 9.15 am

Road Closure (i) Yip Wong Road between Lung Yat Estate roundabout and Tsing Wun Road; and (ii) Tin Hau Road between Hung Cheung Road and Yip Wong Road.

II. PUBLIC TRANSPORT SERVICES ARRANGEMENTS

(C) Temporary Taxi Pick-up and Drop-off Point

A temporary taxi pick-up and drop-off point will be provided on Tin Hau Road near its junction with San Hop Lane from 12.01 am to 12.00 noon on 9 December 2018.

III. SUSPENSION OF PARKING SPACES

(i) All motor cycle parking spaces on Yip Wong Road southbound between Tin Hau Road and Tsing Wun Road will be suspended from 10.00 am on 8 December 2018 to 10.00 am on 9 December 2018; (ii) All on-street parking spaces on Yip Wong Road northbound between Lung Yat Estate roundabout and Tin Hau Road will be suspended from 12.01 am to 10.00 am on 9 December 2018; and (iii) All on-street parking spaces on Lung Chak Road will be suspended from 12.01 am to 10.00 am on 9 December 2018. (iv) All on-street parking spaces on Tin Hau Road between Pui To Road and Hung Cheung Road will be suspended from 8.00 pm on 8 December 2018 to 8.00 am on 9 December 2018; and (v) All on-street parking spaces on Hung Cheung Road between Tin Hau Road and its southern junction with San Ping Circuit will be suspended from 8.00 pm on 8 December 2018 to 8.00 am on 9 December 2018.

IV. REMOVAL OF ILLEGALLY PARKED VEHICLES

Any vehicles found illegally parked within the following road sections may be prosecuted or towed by the Police without prior notice during the period from 12.01 am to 12.00 noon on 9 December 2018:

(i) The section of Tin Hau Road between Pui To Road and Hung Cheung Road; (ii) The section of Hung Cheung Road between Tin Hau Road and its southern junction with San Ping Circuit; and (iii) Within the precinct of the special traffic arrangements implemented as specified above.

V. ATTENTION AND APPEAL

Appropriate traffic signs and traffic aids will be erected at the concerned locations to guide motorists.

The Transport Department (TD) anticipates that the traffic in the affected areas and the major roads in the vicinity (such as Tuen Mun Road, Castle Peak Road – Tai Lam, Castle Peak Road – So Kwun Wat Castel Peak Road – Castle Peak Bay, Pui To Road, Hoi Wong Road, Hoi Wing Road and roads in the Tuen Mun town centre) will be significantly congested when compared with normal Sundays. Motorists are advised not to drive to the above affected areas and should exercise tolerance and patience in case of traffic congestion and follow instructions given by the Police.

Notices will be put up by franchised bus companies and GMB operators to advise passengers of the above temporary transport arrangements. During the road closures, public transport services may become unstable. Passengers are advised to pay attention to the diversions. Members of the public are advised to plan their journey early, use alternate routes and allow more travelling time to cater for unexpected delay.

Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversions, alterations and suspension of the public transport services, may be introduced by the Police at short notice. Members of the public are advised to watch out for the latest traffic news on the media.
