Si Abstract The goals of this research were to acquire overview of Regional Domestic Product (GRDP) per capita and to design inclusive and righteous economic growth (growth with equity). Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) per capita at Current Market Prices 2000 in 2013 was increasing every year, meanwhile GRDP per capita in 2009-2013 at Constant Market Prices 2000 showed the economic growth increased significantly in Toba Samosir Regency and North Sumatera Province. In order to actualize inclusive and righteous economic growth in Toba Samosir Regency, the government of this regency will have to introduce mina-rice (fish-paddy) programme. A regional disparity is the ratio of real per capita income among regions with per capita real income of the province. This study aims to analyze the development gap a mong districts / cities in North Sumatra. In addition, this study also analyzes the Klasen typology at each district / city in North Sumatra. The data’s that used in this study are secondary data from BPS report, North Sumatra in Figures 2004-2008 period. Data were analyzed using descriptive methods to illustrate how the levels of inequality and Klasen typology each district / city in North Sumatra. To see the inequality index formula used Williamson (Vw) and to see Klasen typology by dividing the area into developed areas, developed pressure, developed and underdeveloped. The research result shows that there is no gap between districts / cities in North Sumatra, where the index values approaching Williamson zero, and Medan is the only city that has a value field Williamson index of 0.314, while other areas close to zero. The districts / cities in North Sumatra has a category 4 classes according to Klasen typology the developed areas, developed pressure, developed and underdeveloped regions.

The subject of the study was 123 households in three streets in Sei Tualang Raso subdistrict, Tanjungbalai city. This research design was qualitative descriptive design. The instrument for collecting the data was questionnaire. The data was analyzed by reading the result of questionnaires which have been filled by respondents. The result of analysis showed that: 1) Increase the proficiency speakers of Bataknese language. The skill of the language proficiency includes listening, speaking, reading and writing. (2) Grow positive attitude towards bataknese language. (3) Expand the use of bataknese language distribution. Spreading the use of bataknese language can be done by means of print, electronic, device cyberspace. The beauty of the tourist destination of Lake Toba, North Sumatra, was promoted in the international music event Toba Caldera World Music Festival (TCWMF) 2019. The purpose of this study is to analyze how Lake Toba is a cultural heritage in accelerating the advancement of culture and foreign investment in Indonesia. With the empirical juridical research method with an interview approach. The results of the study stated that the designation of Lake Toba as part of the UNESCO Global Geopark, could encourage cultural advancement, economic development and sustainable development in the region. Through the development of sustainable geo-tourism, there are opportunities for local communities to promote culture, local products and create wider employment opportunities, opening up opportunities for foreign investors to join. At the same time, with the recognition and attention of the world towards the Toba Caldera, the government and local communities are obliged to improve and continue to preserve the environment and the integrity of the Toba Caldera Area.
