This research was carried out by using method survey by taking as many as 80 people respodens who live around Lake Toba in Simalungun Regency Regency and Samosir Regency, North Sumatra Province. The results of this research are expected to give implications of community’s participation in improving the hight determination of interpersonal communication and the motivation in raising revenue. Key Words: Interpersonal Communication, motivation in increasing income. Simalungun Regency and Samosir Regency, North Sumatera Province. I. Introduction Tourism has been showing his role with real life contributes to the economic, social and cultural nation. Job opportunities for skilled people in this field grew in number, State revenue from taxes and foreign exchange sectors grew, the social circumstances of communities involved in this sector more and more good, more and more people acquire cultural appreciation. In Indonesia, there are a lot of the areas of tourism that can increase the Country's Foreign Exchange but the most popular is currently just the Island of Bali. Regional tourists in Sumatra are also not less beautiful if we compare to Bali. -

PRODUK DOMESTIK REGIONAL BRUTO PER KAPITA DAN PEMBANGUNAN EKONOMI YANG INKLUSIF DAN BERKEADILAN DI KABUPATEN TOBA SAMOSIR Oleh: Dr. Henrykus Sihaloho, M. Si Abstract The goals of this research were to acquire overview of Regional Domestic Product (GRDP) per capita and to design inclusive and righteous economic growth (growth with equity). Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) per capita at Current Market Prices 2000 in 2013 was increasing every year, meanwhile GRDP per capita in 2009-2013 at Constant Market Prices 2000 showed the economic growth increased significantly in Toba Samosir Regency and North Sumatera Province. In order to actualize inclusive and righteous economic growth in Toba Samosir Regency, the government of this regency will have to introduce mina-rice (fish-paddy) programme. Introducing thia programme with labor intensive will be potential to increase income and to provide job opportunities labor occasion as well as ti decrease overloaded fish nurture. The government of Toba Samosir Regency should invite investors to build some feed industries of corn-soybean meal. PENDAHULUAN Latar Belakang Bagi sebuah daerah otonom seperti Kabupaten Toba Samosir keberhasilan pembangunan ekonomi bertumpu pada dua tujuan pokok: memajukan kesejahteraan umum dan membangun secara inklusif dan berkeadilan. Dalam kaitan dengan yang pertama, memajukan kesejahteraan umum identik dengan meningkatkan taraf hidup masyarakat, memperbesar kesempatan kerja, meningkatkan pemerataan pendapatan masyarakat, meningkatkan hubungan ekonomi, dan mengusahakan pergeseran kegiatan ekonomi dari sektor primer ke sektor sekunder dan tersier. Guna memajukan kesejahteran umum di atas, seperti dikemukakan, analisis pertumbuhan ekonomi per sektor melalui pengukuran PDRB penting dilakukan. Pengukuran PDRB akan bisa memberi gambaran laju pertumbuhan setiap sektor dan kemampuan sumber daya ekonomi yang dihasilkan oleh daerah tersebut. -

V Medan 20221, Telp. 061-6613365 Email: [email protected] Abstract One of the main functions of the government of North Sumatra Province is how to reduce the gap between the district / city in the prov ince of North Sumatra. A regional disparity is the ratio of real per capita income among regions with per capita real income of the province. This study aims to analyze the development gap a mong districts / cities in North Sumatra. In addition, this study also analyzes the Klasen typology at each district / city in North Sumatra. The data’s that used in this study are secondary data from BPS report, North Sumatra in Figures 2004-2008 period. Data were analyzed using descriptive methods to illustrate how the levels of inequality and Klasen typology each district / city in North Sumatra. To see the inequality index formula used Williamson (Vw) and to see Klasen typology by dividing the area into developed areas, developed pressure, developed and underdeveloped. The research result shows that there is no gap between districts / cities in North Sumatra, where the index values approaching Williamson zero, and Medan is the only city that has a value field Williamson index of 0.314, while other areas close to zero. The districts / cities in North Sumatra has a category 4 classes according to Klasen typology the developed areas, developed pressure, developed and underdeveloped regions. -

The subject of the study was 123 households in three streets in Sei Tualang Raso subdistrict, Tanjungbalai city. This research design was qualitative descriptive design. The instrument for collecting the data was questionnaire. The data was analyzed by reading the result of questionnaires which have been filled by respondents. The result of analysis showed that: 1) Increase the proficiency speakers of Bataknese language. The skill of the language proficiency includes listening, speaking, reading and writing. (2) Grow positive attitude towards bataknese language. (3) Expand the use of bataknese language distribution. Spreading the use of bataknese language can be done by means of print, electronic, device cyberspace. ISSN 1567-214x Keywords: Cultural Heritage, Lake Toba, Progress, And Foreign Investment ABSTRACT: Lake Toba is one of the 10 priority tourist areas being developed by the Indonesian government. By combining three main potentials, namely geodiversity, biodiversity, culture diversity, Lake Toba has an important role in supporting the tourism sector. The beauty of the tourist destination of Lake Toba, North Sumatra, was promoted in the international music event Toba Caldera World Music Festival (TCWMF) 2019. The purpose of this study is to analyze how Lake Toba is a cultural heritage in accelerating the advancement of culture and foreign investment in Indonesia. With the empirical juridical research method with an interview approach. The results of the study stated that the designation of Lake Toba as part of the UNESCO Global Geopark, could encourage cultural advancement, economic development and sustainable development in the region. Through the development of sustainable geo-tourism, there are opportunities for local communities to promote culture, local products and create wider employment opportunities, opening up opportunities for foreign investors to join. At the same time, with the recognition and attention of the world towards the Toba Caldera, the government and local communities are obliged to improve and continue to preserve the environment and the integrity of the Toba Caldera Area. -

POLA PERTUMBUHAN EKONOMI DAN TINGKAT KETIMPANGAN PEMBANGUNAN EKONOMI ANTAR KABUPATEN/KOTA (Analisis Klassen Typology Dan Williamson Index) Pangeran Dosen Sekolah Tinggi Ilmu Ekonomi Graha Kirana Abstract This study aims to determine the pattern of economic growth between districts / cities and the level of economic development inter-regency / city in North Sumatra Province. This research uses Klassen Typology analysis and Williamson Index analysis. Typology Klassen Analysis Results show that in the period 2010-2012 and the period 2013- 2015, districts / cities that remain in quadrant I are South Tapanuli Regency, North Labuhanbatu Regency, Pematangsiantar City, Medan City, and Binjai City. Regencies / cities that remain in quadrant II are Toba Samosir Regency, Labuhanbatu Regency, Simalungun Regency, Karo Regency, and Batu Bara Regency. Regencies / cities that remain in quadrant III are Nias Regency, Mandailing Natal Regency, Pakpak Bharat Regency, Padang Lawas Regency, North Nias Regency, Gunungsitoli City. Regencies / cities that remain in quadrant IV are Central Tapanuli Regency, North Tapanuli Regency, Dairi Regency, South Nias Regency, Humbang Hasundutan Regency, and Padangsidimpuan City. Williamson Iindex analysis shows the average value of IW among regencies / cities in North Sumatra Province is relatively high at 0.4316. This means that the value of inequality in economic development between regencies / cities in North Sumatra Province is very high. OVER VIEW OF REGIONAL Samosir is located in the geographical position between 2021'38 "and 2049'48" north latitude, and between 98024'00 "and 99001'48" east longitude, with a height of between 904 meters and 2,157 meters above sea level. Samosir flanked by 7 regencys as boundaries are: North : Karo and Simalungun South : North Tapanuli and Humbang Hasundutan West : Dairi and West Pak pak East : Toba Samosir Its area is ± 2069.05 km2, consisting of land area ± 1444.25 km2 (69.80%), the whole surrounded by Samosir Island Lake Toba and parts of the mainland island of Sumatra, and the area of the lake ± 624.80 km2 (30.20%). Map of Territorial Samosir Regency Samosir regency is located in the plateau region, with a diverse topography of the land is flat, sloping, sloping and steep. Soil structure is unstable and is in tectonic and volcanic area. Soil composition dominated diatomaceous earth, Toba tuff, sand mixed with clay and lime. Indonesia * Related Authors: [email protected] Abstract: This research aims to analyze the influence of economic growth, percentage of poor population, government expenditure of education, health expenditure of government, and income distribution inequality affecting human development index (HDI) in North Sumatera Province. This research uses panel data analysis model through fixed effect model approach. Sources of data used in the form of secondary data obtained from the publication data of the Central Statistics Indonesia (BPS) and data Ministry of Finance with the period 2009-2013, with data between 33 districts/cities. The results of this study indicate that of the five variables suspected to affect HDI in the Province of North Sumatra, assuming ceteris paribus condition that: Economic growth has a significant positive effect on HDI due to the increase of economic growth of 0,000000293. The percentage of poor people does not affect to the HDI. Government expenditures in the field of education have no effect on HDI. Government expenditures in the field of health have a significant positive effect on HDI and income inequality has no effect.
