Traveling the Yodo River upward from the Osaka Bay through the narrow area between Mt. Tenno, the famous warfield of Battle of Yamazaki that determined the future of this country, and Mt. We focused on the variance in travel time under normal circumstances; thus, traffic accidents were removed from the database, and any effect of individual vehicle preference was excluded. We evaluated the travel time distribution based on the average travel time from ETC data for each 15-min interval. The level of service in an actual intercity highway network was analyzed using the proposed method. This analysis showed that the level of service fluctuated according to the road section analyzed, the month, and the time of day. These findings were confirmed by the shape of the cumulative distribution and indices of average travel time and travel time reliability. Using the evaluation method described here, the analysis also confirmed the change in travel time distribution between major interchanges after the opening of a new intercity highway route. Because a great change in the traffic conditions occurred, we analyzed the relationship between traffic demand and the level of service using detector data.

    TSINGHUA SCIENCE AND TECHNOLOGY ISSN 1007-0214 02/15 pp632-639 Volume 11, Number 6, December 2006 Applied Study of Price Discrimination Implemented on a Two-Path Route Expressway SHI Jing (石 京)** Institute of Transportation Engineering, Tsinghua University, Beijing 100084, China Abstract: This study aims at implementing price discrimination to get maximum revenue on a two-path route expressway, focusing on the problems which occur in traffic forecasting when applying a “profit-maximizing” toll designed to maximize revenue for a certain toll road in Japan. A break-even discussion is inevitable in the process of planning a certain toll road. According to the theory of transportation economics, market segmentation price discrimination is supposed to be efficient in the transportation market to increase the revenue of fixed facilities. In the model, a bypass and an adjacent expressway form a two-path route section. Two different toll levels are implemented for the bypass: one is for through traffic, and the other is for inside- inside and inside-outside traffics. This two-path route plus two-toll-level system thus causes difficulty in traf- fic assignment that is based on the minimum route searching method. In the study, a rational approach of adjusting the through traffic is implemented to predict the traffic flow as well as revenue on two parallel routes with different toll levels. The approximate calculation method that fixes the split rate of the passing through traffic flow is applied to solve the two-path route plus two-toll-level problem since passing through traffic is price elastic. Market segmentation pricing, which gives two toll levels in a toll road, is proved to be practical for increasing revenue.

    JAPAN EXPRESSWAY HOLDING AND DEBT REPAYMENT AGENCY 2018 President's Message The Japan Expressway Holding and Debt Repayment Agency was established in October 2005 for the purpose of holding and leasing expressway assets as well as quickly and steadily repaying debts while facilitating the smooth execution of expressway projects by six privatized expressway companies within the privatization framework for the highway public corporations. Our role is to hold expressway assets and lease them to expressway companies in order to collect leasing fees and use the funds to repay, steadily and within the legally-designated timeframes, inherited debts from highway public corporations as well as newly-incurred debts from new expressway construction. Interest rates are the most critical risk for long-term repayment schedules. We are managing this risk with diverse and effective liability management (such as issuing ultra-long-term bonds) during the recent low interest rate period.
