The contents of the publication are based on the latest information available from each country. The information is presented in alphabetical order of the English names of the countries. This introduction is included in both languages (English and French). For each country the following information is given: I. State meteorological service II. Other State meteorological organizations dependent on the service mentioned under I Ill. Other State meteorological organizations independent of the service mentioned under I IV. Meteorological institutes forming part of the service mentioned under I V. Meteorological institutes not forming part of the service mentioned under I VI. Publications VII. Responsible authority for aeronautical meteorological services Under Section VI - Publications, information is given on serial meteorological publica­ tions and bibliographies issued by the national meteorological service and by other bodies, such as meteorological societies; wherever available, a note is added indicating the address from which lists of references to non-serial publications may be obtained. Section VII - Responsible authority for aeronautical meteorological services, is included to comply with the provisions of [C.3.1.]2.1.3 of the WHO Technical Regulations. The Secretariat will keep this publication up to date by issuing supplements every year. Das Auswertezentrum für Satellitendaten zur Klimabeobach- tung, das so genannte Satellite Application Facility on Climate Monitoring, kurz CM SAF, stellt rund 3.500 Nutzern weltweit Datensätze zur Verfügung. Mit Hilfe dieser Da- ten können beispielsweise Photovoltaikanlagen besser geplant werden. Offenbach, 27. Mai 2019 – Sie heißen CLARA, CLAAS oder SARAH – was in der Me- teorologie zunächst nach Namen von Hochs und Tiefs klingt, entpuppt sich bei näherer Betrachtung als eine große virtuelle Karteikarte, auf der schier unendlich viele Satelli- tendaten über einen festgelegten Zeitraum zu einem Datensatz für die Klimaforschung geformt werden. Geschrieben wird eine solche Karteikarte wie CLARA, CLAAS oder SARAH vom Satellite Application Facility on Climate Monitoring, kurz CM SAF. Dieses Auswertezentrum für Satellitendaten zur Klimabeobachtung ist beim Deutschen Wet- terdienst (DWD) in der Offenbacher Zentrale angesiedelt. Es ist eines von insgesamt acht solchen Zentren, die europaweit gemeinsam von EUMETSAT, der europäischen Organisation zur Nutzung meteorologischer Satelliten, und seinen Mitgliedern betrie- ben werden. Ihre Aufgaben: Satellitendaten so zu übersetzen und darzustellen, dass sie von Wissenschaft, Forschung und Wirtschaft genutzt werden können. This issue U.S. Department of Commerce ushers in the Holiday Season and the end of another year as well as the end of another hurricane season. I hope this issue finds all in good spirits, safe and sound. Dr. Kathryn D. Sullivan Under Secretary of Commerce for If you read my last editors note, I touched on the importance of marine weather observations Oceans & Atmosphere & NOAA Administrator for the accuracy of forecasts, environmental studies and improving guidance towards better Acting Administrator hurricane forecast tracks; this in turn is part of the equation for seasonal hurricane outlooks. Now that hurricane season is finally over, we can reflect on hurricane season 2013. In May NATIONAL WEATHER SERVICE of 2013, the initial hurricane outlook that was issued turned out extremely different from the Dr. Louis Uccellini actual outcome. NOAA is continuously dealing with the cause and effect of climate change NOAA Assistant Administrator for and predicting hurricane seasons is no different. Looking back at 2013, it was predicted Weather Services that our season would be “active or extremely active”. We were expected a 70 percent likelihood of 13 to 20 named storms, of which 7 to 11 could become hurricanes, including EDITORIAL SUPERVISOR 3 to 6 major hurricanes. As it turns out, this year was the sixth least active season in the Paula M. Rychtar Atlantic Ocean since 1950. 13 named storms formed in the Atlantic and only two, Ingrid LAYOUT AND DESIGN and Humberto, became hurricanes which neither achieved category 3 status or higher.

SCHULTZ Centre for Atmospheric Science, School for Earth, Atmospheric and Environmental Sciences, University of Manchester, Manchester, United Kingdom, and Division of Atmospheric Science, Department of Physics, University of Helsinki, and Finnish Meteorological Institute, Helsinki, Finland (Manuscript received 31 July 2011, in final form 8 November 2011) ABSTRACT A tornado climatology for Finland is constructed from 1796 to 2007. The climatology consists of two datasets. A historical dataset (1796–1996) is largely constructed from newspaper archives and other historical archives and datasets, and a recent dataset (1997–2007) is largely constructed from eyewitness accounts sent to the Finnish Meteorological Institute and news reports. This article describes the process of collecting and evaluating possible tornado reports. Altogether, 298 Finnish tornado cases compose the climatology: 129 from the historical dataset and 169 from the recent dataset. An annual average of 14 tornado cases occur in Finland (1997–2007). A case with a significant tornado (F2 or stronger) occurs in our database on average every other year, composing 14% of all tornado cases. All documented tornadoes in Finland have occurred between April and November. As in the neighboring countries in northern Europe, July and August are the months with the maximum frequency of tornado cases, coincident with the highest lightning occurrence both over land and sea. Waterspouts tend to be favored later in the summer, peaking in August. The peak month for significant tornadoes is August.

Werscheck By 31 December 2003 the 5 years Development Phase of the Satellite Application Fa- cility on Climate Monitoring (cf. KSB 97, p. 76-81; KSB 99, p. 128-129; KSB 2000, p. 188-189) ended formally. Subsequently by 01 Januar 2004 the Initial Operations Pha- se (IOP) started, based on formally signed agreements between Deutscher Wetter- dienst (as Operations Leading Entity) and EUMETSAT as well as between Deutscher Wetterdienst and its CM-SAF IOP partners SMHI (National MetService of Sweden), KNMI (National MetService of the Netherlands), FMI (Finnish Meteorological Institute), RMIB (National MetService of Belgium) and MeteoSwiss (National MetSer- vice of Switzerland) as a new CM-SAF partner. On the occasion of this important milestone, an ‘IOP Kick-off meeting’ was held at DWD premises in Munich from 21 – 24 January 2004. DWD President Udo Gärtner, EUMETSAT Director-General Dr. Tilmann Mohr, MPI for Meteorology Director Prof. Dr. Hartmut Grassl and further high-ranking persons attended the meeting and ex- pressed the outstanding strategic importance of the CM-SAF activity for politicians, decision makers as well as the research and climate community. These arguments were also explained to the press during a joint DWD-EUMETSAT press conference on the first meeting day. The next days comprised joint meetings of the CM-SAF Stee- ring Group (the CM-SAF programmatic authority) and the CM-SAF Board (the CM- SAF technical authority). In the course of these meetings the basic IOP working ar- rangements were discussed and agreed upon including detailed activities for the first 6 IOP months.
