Contractors receiving this IFB have passed Step 1 and 2 of the Freeway Service Patrol Request for Qualifications Bid Invitation RFQBI dated June 26, 2016 and were previously prequalified to provide tow services in the as a result of the RFQBI. Scope of Work Bidder shall provide FSP service from on or about October 12, 2020 through June 30, 2021 on Beat 4 on the following roadways: I-880 7th Street to Interstate 238 I-238 Interstate 880 to Interstate 580 The FSP shifts will consist of one (1) 2012 or newer FSP tow truck 0600-1000 hours (AM Shift) and 1500-1900 hours (PM Shift), Monday through Friday. Qualifications To be eligible to submit a bid, the Bidder must meet all of the following requirements: 1. Be an existing FSP FY 2018-21 Bidder that has passed Step 1 and 2 of the RFQBI dated June 26, 2016. 2. Have an established office within 30 minutes driving time (at the speed limit) of Beat 4. 3. Must be in good standing with the FSP program and/or the CHP rotation tow program. 4. Not be on probationary status or have had a written letter of reprimand/cure from the FSP Partners within the last 12 months. MTC SAFE reserves the right to ensure the FSP Contractor meets all above requirements through site inspections or other forms of confirmation during the bid process. The hourly rate shall be bid at the $4.00 fuel rate and shall include all labor, equipment, materials, and applicable surcharges such as, taxes, insurance, fringe benefits, as well as indirect costs, overhead and profit allowance. Bids must be submitted no later than Noon on Wednesday, September 30, 2020 either through: a. (Preferably) one electronic Form A, Bid Form submitted as per 1) below; or b. One electronic PDF of Form A, Bid Form to the FSP Procurement Manager, Edward Phillips, by email at [email protected] by the closing date/time for receipt of bids. Proposers may submit a proposal per option (a) or (b) above to satisfy the submission requirement. No faxed proposals will be considered. 1) Electronic proposals must be uploaded to https://mtc.bonfirehub.com/login. 2) Proposals will be received only at the website or email shown above and no later than the date and time indicated. MTC SAFE is not responsible for submissions delayed for any reason. Any proposals received after said date and time or via hard copy cannot be considered and will be returned to the Proposer unopened. 3) Hard copies of proposals will not be accepted at this time. A contract will be recommended for award at an MTC Operations Committee meeting to the Bidder with the lowest responsive and responsible bid, based on the Hourly Rate in Form A, Bid Form. General Conditions MTC SAFE will enter into contract with the FSP Bidder(s) with the lowest responsive and responsible bid, based on the Hourly Rate inserted on Form A, Bid Form. MTC SAFE reserves the right to accept or reject any or all bids submitted, waive minor irregularities in bids, and request additional information from any or all Bidders. Selected Bidders will be required to sign a contract with MTC SAFE substantially identical to Appendix C, Sample Contract and Appendix D, Terms and Conditions of the FSP RFQBI dated June 26, 2016. The most recent version of the FSP Standard Operating Procedures (SOP) are incorporated by reference into the MTC SAFE-Contractor Contract. Successful bidder must provide MTC SAFE with proof of truck purchases within ten (10) days of contract execution.     Environmental Impact Analysis Transportation and Traffic 4.13 Transportation and Traffic This section evaluates the proposed Specific Plan’s potential impacts to local transportation and circulation system. The analysis is based on the information included in the Traffic Impact Analysis (TIA) prepared by Kittelson & Associates, Inc. in September 2017. The study is included in Appendix D. 4.13.1 Setting a. Existing Street Network The street network within the Specific Plan Area is defined by several primary roadways that serve both regional and local trips. From a regional context, the Specific Plan Area is located adjacent to several interstates and highways that provide direct roadway connections to other portions of the Bay Area. These regional connections include to and from the South Bay via Interstate 880 (I‐880); to and from the Tri‐Valley via Interstate 238 (I‐238) to Interstate 580 (I‐580); and to and from Oakland via I‐880 and I‐580. As shown in Figure 275, several of the streets within the study area for the TIA have interchange connections to these regional roadways, and are therefore affected by regional traffic patterns. The following are the primary freeways, arterials, and collector streets within the TIA study area. Freeway . I‐238 is a six‐ to seven‐lane freeway with a posted speed limit of 65 miles per hour. The east‐ west freeway serves as a connection between I‐880 and I‐580. The average daily traffic on I‐238 between the East 14th Street junction and the Hesperian Boulevard junction is between 105,000 and 147,000 vehicles per day.

    July 20, 2016 Alameda Marina EIR Project Description DRAFT PROJECT LOCATION The project site, Alameda Marina, is located at 1815 Clement Avenue, in the City of Alameda, California. The City of Alameda is located approximately 15 miles east of San Francisco in Alameda County (figure 1.1). Regional access to the City is provided by Interstate 880 (I‐880) connected via Interstate 80 (I‐80), Interstate 980 (I‐980) and Interstate 238 (I‐238). The project site lies in between Alameda Marina Drive and Willow Street. To the west of the site is Alameda Municipal Power, to the east is the Navy Operational Support Center (NOSC) and to the south is a mixture of light industrial, retail and residential uses. North of the site across the estuary is Coast Guard Island and Union Point Park located in Oakland along Embarcadero. The Park Street Business District is approximately 0.7 miles away and the Webster Street business core is approximately1.5 miles away. Public transportation connections such as the Fruitvale Bay Area Rapid Transit (BART) Station and AC Transit lines are within 2 miles of the site (figure 1.2). PROJECT OBJECTIVES Maintain Alameda Marina as a working waterfront and retain Alameda Marina’s maritime uses by creating a Maritime Core that utilizes the maritime footprint more efficiently. Encourage the retention and development of waterfront and maritime‐related job and business opportunities that relate to the area’s unique waterfront location. Upgrade and rehabilitate facilities, unique buildings, as feasible, and provide land for existing maritime businesses, boat berthing and maintenance, boat storage, and waterfront commercial recreation businesses.

This chapter provides a summary of the relevant regulatory setting necessary to evaluate potential environmental impacts resulting from the proposed project, describes potential impacts, and discusses existing and proposed goals, policies, and implementation programs and zoning regulations that would avoid or reduce those potential impacts. The analysis in this chapter is based in part on the Hayward Downtown Specific Plan Traffic Impact Analysis, prepared by Kittelson & Associates, Inc. on October 2018.
