Founded in 1986 as a direct action protest group, Bellona has become a recognized technology and solution- oriented organizations with offices in Oslo, Brussels, Kiev, St. Petersburg and Murmansk. Altogether, some 60 engineers, ecologists, nuclear physicists, economists, lawyers, political scientists and journalists work at Bellona. Environmental change is an enormous challenge. It can only be solved if politicians and legislators develop clear policy frameworks and regulations for industry and consumers. Industry plays a role by developing and commercializing environmentally sound technology. Bellona strives to be a bridge builder between industry and policy makers, working closely with the former to help them respond to environmental challenges in their field, and proposing policy measures that promote new technologies with the least impact on the environment. Summary All quantitative indicators show a sharp, and in most cases an accelerating, decline in the size of the Russian armed forces. Since 1986, Russian military manpower has decreased by over 70 percent; tanks and other armored vehicles by two-thirds; and artillery, combat aircraft, and surface warships by one-third. Weapons procurement has been plummeting for over a decade. In some key categories, such as aircraft, tanks, and surface warships, procurement has virtually stopped. This has led not only to a decline in present inventory, but implies a long-term crisis of bloc obsolescence in the future. Russian Government decisions and the budget deficit crisis have hit the Ministry of Defense very hard, cutting defense spending drastically and transforming the Defense Ministry into a residual claimant on scarce resources. Many experts believe that if these budgetary constraints continue for 2-3 more years, they must lead either to more drastic force reductions or to military collapse. Military capabilities are also in decline. Reportedly, few, if any, of Russia’s army divisions are combat-ready. Field exercises, flight training, and out-of-area naval deployments have been sharply reduced. Morale is low, partly because of non-payment of servicemen’s salaries. Draft evasion and desertion are rising. -

Environmental Courts in Russia: To be or Not to be? ALEKSEY PAVLOVICH ANIsimov* AND ANATOLY YAKOVLEVICH RYzHENKov** Abstract This article presents an analysis of the theory and practice of the establishment of nationalspe- cialized environmental courts. It is suggested that Russia ought to be included in the list of coun- tries that have such courts. The authors consider this issue in the context of a discussion about the necessity for an internationalenvironmental court, as well as offer certain suggestions concerning the structure and the competence of a Russian environmentalcourt. The establishment ofa Russian environmentalcourt is impeded by the government and the legal community's misunderstandingof the importance of the problem. But the establishment of environmental courts in the majority of other countries was preceded by many years of academic discussions. The authors of the article suggest commencing such a discussion. Introduction Politicians, lawyers, economists, and representatives of public authorities worldwide in- creasingly discuss environmental protection issues as a relevant problem. These issues are the subject of hundreds of international documents urging countries and peoples to miti- gate their negative impact on the environment at a national and international level. On top of environmental requirements for various types of activity or protection of natural sites, the international community devotes much attention to environmental jus- tice issues. NORWEGIAN ENVIRONMENTALISM BETWEEN STATE AND LOCAL COMMUNITY: WHY GREENPEACE FAILED IN NORWAY Kristin Strømsnes, Per Selle and Gunnar Grendstad Why is it that Greenpeace never succeeded in Norway? To answer this question, we have to examine the way organized environmentalism is configured in the Norwegian case. This is a case that does not easily fit into the general assumptions behind the definitions of environmentalism that has been generated by the bulk of ‘continental’ or ‘Anglo-Saxon’ literature (see Grendstad et al. 2006). We argue that the Norwegian case deviates from the mainstream definition of environmentalism due to two anomalies. The roots of the two anomalies are found at different but interrelated levels of analysis. The first anomaly is that the Norwegian political and social system differs when compared to systems in most other countries in that adversary actors or interests are not excluded from national politics, but, in general, are welcomed by the government. We label this anomaly the inclusive polity and the state-friendly society. In short, we refer to it as the state-friendly society. This anomaly, which has a long historical tradition, is primarily found at a structural level. But it also ties in with mainstream attitudes and beliefs that define part of the Norwegian political culture. The other anomaly is more ideological, although this, too, has strong structural ties because national environmental concern is influenced by a notion of social hardship and self-sufficiency as part of local living. -

4. Domestic developments in Russia Nodari Simonia I. Introduction The system of international relations is shaped by the totality of states’ foreign policies. In the long run the foreign policy of each country is determined by the state of its home affairs at the particular stage of its development. The state of peace means reasonable and mutually acceptable compromise among the mem- bers of the world community—compromise that takes into account the diversity of domestic situations of different countries and dampens its explosive influence. This is why in analysing the foreign policy of any state it is vital to recognize the roots that feed it. Russia, which is still in the early stages of the formation of its new statehood, is faced with the choice of the set of values that will determine its further evolu- tion. Both inside and outside Russia there is heated controversy between the proponents of a ‘Western’ and an ‘Asian’ orientation. There are also voices which stand up for some ‘special’ Russian way of development which, to be more precise, can be defined as a special synthesis of separate elements of Western and Asian development models with the Russian ‘soil’, but they are few and far between and their voices are usually lost in the noisy chorus of adherents of extreme positions. The international community, and especially the West, has not yet managed properly to comprehend Russian realities. This is not an easy matter. The dyna- mism of change in Russia—not only in the political sphere but also in the social and economic spheres—is so intense that sometimes even a native observer might fail to keep pace with it. -

EURASIA The Rising Profile of Russia’s Military Police OE Watch Commentary: As an institution, the Russian military police is a relatively new addition to the Russian Armed Forces, founded in late 2011. As the accompanying excerpted interview of Lieutenant General Vladimir Ivanovskiy, the Chief of the Russian Federation’s Military Police Main Directorate, in Krasnaya Zvezda indicates, Russia’s military police perform a wide range of tasks, similar to US military police. These include route security and traffic enforcement; facility and personnel security; law enforcement activities; promoting good order and discipline in the ranks; and expeditionary security. Russian military police units can now be found in each regiment and brigade of the military districts, the Northern Fleet, and Airborne Troops, as well as a few stand-alone units in the North Caucuses that were apparently created for the primary purpose of supporting the Syrian campaign. The accompanying excerpted articles from Nezavisimaya Gazeta and Interfax point out that Russian military police are a key component of Russian security forces in Syria, especially with regard to “humanitarian and peacekeeping issues.” According to Interfax, about 60% of Russia’s military police personnel have served in Syria. These articles make it clear that the military police are a growing and significant component in Russian’s deployable military capacity. The collapse of the Soviet Union in 1991 and the transition from “Old” Russia to “New” Russia were associated with many new hopes and promises.1 One such promise was the establishment of new human rights standards, including the fundamental right to freedom of expression. This promise was made by the ratification of the European Convention on Human Rights (Convention) in May of 1998.2 Previously under the oppressive governments of Stalin and his successors, Soviet Russia enjoyed no freedom of expression.3 Under Mikhail Gorbachev, Russia began a new movement commonly known as “Perestroika,” a Russian word that literally translates to “restructuring.”4 Perestroika ushered in a new era of hope and freedom and was heralded both domestically and internationally as an opportunity to change the oppressive policies of the past and establish new respects for the rights of the individual.5 The collapse of the 1 Mikhail S. -
