The Party’s On: The Impact of Political Organizations in Russia’s Duma Elections Henry E. Hale Harvard University October 1999 Do political parties matter in Russia? From one perspective, they clearly do. Half of the Russian parliament (the Duma) is elected on the basis of proportional representation (PR), according to which system only registered political movements can compete. Observers frequently charge, however, that political parties1 matter little outside the boundaries of the “all-federation district” in which the PR race takes place. These political organizations are said to be ephemeral, weak and rootless, shifting with the political winds and having little connection to the Russian electorate. At best, they are the political vehicles for specific individuals who have focused little energy on building strong organizations capable of surviving them, and who seek mainly to build up their own personal authority. Only the Communist Party, the argument goes, maintains a “real” political party, and this is only because of the rich institutional heritage bequeathed it by the predecessor organization that ruled the USSR for seven decades. Comparative political science, however, suggests strong reason to believe that political organizations may, in fact, be coming to play an important role in Russian elections since parties can provide candidates with an “instant reputation” and organizational support that are otherwise hard to obtain. 1 Here I use the term “party” very loosely to include all political organizations legally able to compete in elections for seats in Russia’s representative state organs of power. 1 2 The Party’s On This paper tests these hypotheses on data from Russia’s first two multiparty elections since Communist rule, seeking to determine whether Russia’s myriad and multiplying political parties significantly affect the performance of candidates in the single-mandate district (SMD) elections for the State Duma. -

A product of his upbringing, Peter did have some qualities that many foreigners criticized as barbaric and harsh. Said Peter: They say that I am cruel; that is what foreigners think of me, but who are they to judge? They do not know what the situation was at the beginning of my reign, and how many were opposed to my plans, and brought about the failure of projects which would have been of great benefit to my country obliging me to arm myself with great severity; but I have never been cruel…I have always asked for the cooperation of those of my subjects in whom I have perceived intelligence and patriotism, and who, agreeing with my views, were ready to support them.1 Essentially, Peter I was simply a Russian. -

The guns that had battered away at each other in France and Belgium for four long years finally fell silent at eleven A.M. as the signed armistice went into effect. "There came a second of expectant silence, and then a curious rippling sound, which observers far behind the front likened to the noise of a light wind. It was the sound of men cheering from the Vosges to the sea," recorded South African soldier John Buchan, as victorious Allied troops went wild with celebration. "No sleep all night," wrote Harry Truman, then an artillery officer on the Western Front, "The infantry fired Very pistols, sent up all the flares they could lay their hands on, fired rifles, pistols, whatever else would make noise, all night long."1 They celebrated their victory, and the fact that they had survived the worst war of attrition the world had ever seen. "I've lived through the war!" cheered an airman in the mess hall of ace pilot Eddie Rickenbacker's American fighter squadron. "We won't be shot at any more!"2 But all was not quiet on every front. -

EURASIA The Rising Profile of Russia’s Military Police OE Watch Commentary: As an institution, the Russian military police is a relatively new addition to the Russian Armed Forces, founded in late 2011. As the accompanying excerpted interview of Lieutenant General Vladimir Ivanovskiy, the Chief of the Russian Federation’s Military Police Main Directorate, in Krasnaya Zvezda indicates, Russia’s military police perform a wide range of tasks, similar to US military police. These include route security and traffic enforcement; facility and personnel security; law enforcement activities; promoting good order and discipline in the ranks; and expeditionary security. Russian military police units can now be found in each regiment and brigade of the military districts, the Northern Fleet, and Airborne Troops, as well as a few stand-alone units in the North Caucuses that were apparently created for the primary purpose of supporting the Syrian campaign. The accompanying excerpted articles from Nezavisimaya Gazeta and Interfax point out that Russian military police are a key component of Russian security forces in Syria, especially with regard to “humanitarian and peacekeeping issues.” According to Interfax, about 60% of Russia’s military police personnel have served in Syria. These articles make it clear that the military police are a growing and significant component in Russian’s deployable military capacity. Re-Evaluating the Public Sphere in Russia: Case Studies of Two NGOs THESIS Presented in Partial Fulfillment of the Requirements for the Degree Master of Arts in the Graduate School of The Ohio State University By Alex Gregory Radsky Graduate Program in Slavic and East European Studies The Ohio State University 2013 Master's Examination Committee: Morgan Liu, Advisor Nick Breyfogle Copyright by Alex Radsky 2013 Abstract This thesis explores two Russian non-governmental organizations (NGOs), the Union of Committees of Soldiers’ Mothers (UCSMR) and the Interregional Association of Human Rights Organizations AGORA (Agora). These two case studies apply the public sphere as a theoretical lens in an innovative way in order to rethink Russian civil society. The interactions of these two NGOs with state institutions show that Russia’s NGOs are important social actors who are actively negotiating and contesting the borders between civil and political action. Operating on the border of state and society, these two NGOs’ depicts a blurry boundary between social actors and a non-unitary state. In order to challenge the boundaries between the political and the civic, Agora and UCSMR’s negotiate through a process of creating public spheres, or pluralizing the voices contesting a certain institution or idea. In these cases, the UCSMR has brought the discourse of human rights to the military and Agora has done the same within the legal system. This contested negotiation occurs in an overlapping field of state institutions, individuals, and social organizations through both cooperation and contestation. These public spheres encompass multiple layers of the state, and play an important role in negotiating the boundaries of political action in Russian society. -
