Regional Cooperation. 73 V) Recommendations for the Normalization of Relations between Serbia and Kosovo. 74 VI) Annexes . 85 VII) Reference List . 126 PhD Dušan Janjić THE FRAMEWORK FOR THE NORMALIZATION OF SERBIA-KOSOVO RELATIONS Belgrade, September 2015 INTRODUCTION Th is Policy Paper points out: – Th e complexity of political and historical circumstances in which the Brussels Dialogue and normalization of Serbia-Kosovo relations are taking place; – Th e most decisive factors infl uencing the normalization of Serbia-Kosovo relations; – Interconnection between the processes of normalization and integration of Ser- bia and Kosovo into the European Union; – Achievements in the Brussels dialogue until August 2015; – Actions to be taken for the implementation of the agreements reached between Serbia and Kosovo, and – Policies, actions and measures to be taken for improving circumstances for nor- malization of relations. Aft er examining diff erent types of sources (analyses; articles in academic journals, newspapers and other publications; reports issued by relevant institutions, etc) about the Brussels dialogue and the normalization process, it appears that they give only par- tial insights, oft en neglecting the political, social and, in particular, security circum- stances in which the dialogue and the normalization process are taking place. A multidisciplinary approach was used in developing a methodological and thema- tic framework that enabled systematic and comprehensive analysis of the theme. Un- derstanding the complexity of the dialogue and normalization process also required consideration of all important themes. Th e Brussels dialogue is marked by a lack of transparency. Th erefore, diff erent sour- ces had to be considered in order to reconstruct all agreements reached and the proce- ss of their implementation. Readers of this Policy Paper can access the full text of all publically available agreements reached within the “Brussels Agreement”, in the Annexes. Th e author of this Policy Paper relied heavily on the fi ndings of the project “Con- sultative Discussions about the Institutional Solutions to the Issue of Relations Betwe- en Serbia and Kosovo“ (hereinaft er the KAS project), implemented through a series of consultative events organized by the Rule of Law Program South East Europe, Konrad- 6 FORUM • Policy Paper • 1/2015 Adenauer-Stift ung (KAS), Forum for Ethnic Relations (FER) and Kosovo Institute for Policy Research and Development (KIPRED) in: 1) Miločer-Montenegro (November 25-28, 2012); 2) Priština-Kosovo (April 18, 2013); 3) Niš-Serbia (25-26 June 2013), en- titled: “Normalization of relations between Belgrade and Priština: the fi rst anniversary of the Brussels Agreement“and Belgrade-Serbia (25 April 2014). Th is Policy Paper thus can be viewed as one of the KAS project outputs. One of the most important outputs of the KAS project is the “Basic/Framework Agree- ment between Serbia and Ko sovo” (hereinaft er: Framework Agreement). Th e Framework Agreement has been cited and used in this Policy Paper. Given the interest stirred within the Serbian public, the Fra mework Agreement is provided in its integral format (See: Annex 1). I) NORMALIZATION - THE PATH FROM CONFLICT TO A “EUROPEAN FUTURE” a) The Historical and Political Circumstances which Preceded the Brussels Dialogue Kosovo’s area is 10,908 km2 and it is populated by over two million people, of whom 82 percent are Albanians. It is an area where people and communities of diff e- rent ethnic backgrounds, cultures and religions live, work and clash with one another. Kosovo is marked by a distinctive process of ethnic homogenization, refl ected on a territory level by the concentration of ethnic minorities living in territorial enclaves1. Milošević’s regime tried to establish direct jurisdiction over Kosovo by restricting the rights of Albanians through a methodically pursued campaign for their marginali- zation, as well as discrimination and provision of social, economic and political “mo- tives“ for moving Albanians out of Kosovo. On the other hand, the Albanian leader Ibrahim Rugova and the Democratic League of Kosovo (LDK) made an eff ort to achieve independence for the Republic of Kosovo by building institutions of the Albanian “pa- rallel state”. Th e war in Kosovo, which began on 28 February 1998, was yet another in the long line of armed confl icts waged on the soil of the former Yugoslavia. Th ese wars were part of the process of disintegration of the former Yugoslavia and the inception of new states. Th e war of 1998–1999 aggravated the unresolved pro blems from the past, and ad- ded the status of Kosovo as a new problem, including killings, dislodging and war de- vastation; further weakening of economy; the public sector in Kosovo is worse off af- ter the war than it was before (Maliqi, 2000: 26,27); opening up of the Albanian issue 1 There are around 130,000 Serbs in Kosovo today. The largest concentration of Serb po- pulation is in northern Kosovo, where 59,000 Serbs comprise 45 percent of total Serb population in Kosovo. The Serbs who make numerical majority live south of the Ibar river in villages, in scattered rural settlements. (Mameli, 2007: 40). Milošević’s control over Kosovo came to the end in June 1999 with the arrival of UNMIK, under the control of the Special Representative of the UN Secrterary-General (hereinaft er: UNSG), thereby creating a “new reality” in Kosovo, while the UN Security Council.

    Berkeley Undergraduate Journal 68 THE DAYTON ACCORDS AND THE ESCALATING TENSIONS IN KOSOVO By Christopher Carson Abstract his paper argues that the Dayton Accords, which ended the war in Bosnia and Herzegovina, were the primary cause of the outbreak of violence in Kosovo in 1998. While the Accords were regarded as successful in neighboring Bosnia, the agreement failed to mention the Texisting situation in Kosovo, thus perpetuating the ethnic tensions within the region. Following the Dayton Accords, the response by the international community failed to address many concerns of the ethnically Albanian population living in Kosovo, creating a feeling of alienation from the international political scene. Finally, the Dayton Accords indirectly contributed to the collapse of the Albanian government in 1997, creating a shift in the structure of power in the region. This destabilization triggered the outbreak of war between Serbs and Albanians in Kosovo the following year. The Dayton Accords 69 I. Introduction For many years, the territory of Kosovo functioned as an autonomous region within the state of Yugoslavia. During that time, Kosovo was the only Albanian-speaking territory within Yugoslavia, having been home to a significant Albanian population since its creation. The region also had a very important meaning for the Serb community, as it was the site of the Battle of Kosovo in 1389, which defined Serbian nationalism when Serbian forces were defeated by the Ottoman Empire. In the 1980s, tensions began to arise between the two communities, initially resulting in protests against the centralized government in Belgrade and arrests of Albanian Kosovars. Under the presidency of Slobodan Milošević, these ethnic tensions intensified both in Kosovo and elsewhere in Yugoslavia.

    Toponyms of Albania as personal names among Kosovo Albanians Bardh Rugova University of Prishtina, Kosovo Toponyms of Albania as personal names among Kosovo Albanians Abstract: This paper aims at analyzing the trend among Kosovo Albanians to create given names using toponyms of Albania in various social and political circumstances. The research is conducted from a sociolinguistic perspective. During the years of non-communication between Albania and Yugoslavia, Albanians in Kosovo have expressed their Albanian identity by naming their children using names of towns, provinces, islands and rivers from Albania. Data taken from birth registrars’ offices through the years show the Kosovar Albanians’ point of view towards the state of Albania. It reflects the symbolic role that Albania had/ has for Albanians beyond its geographical borders. Keywords: given names, identity, sociolinguistics, toponyms. This paper aims at analyzing the trend among Kosovo Albanians to give names to children using toponyms of Albania in various social and political circumstances. The research is conducted from the sociolinguistic perspective. During the years of severance of relations between Albania and Yugoslavia, Albanians in Yugoslavia, most of whom were inhabitants of Kosovo, have expressed their Albanian identity, inter alia, also by naming their children using town names of Albania (Vlora, Elbasan, Berat, Milot, Saranda), province names (Mirdita, Mat), river names (Drin, Drilon, Vjosa, Shkumbin, Erzen), island names (Sazan), the names of the two seas (Adriatic and Jon), and a mountain name (Tomor). The trend of giving such names reflects also the social context of Kosovo Albanians. In Albania1 such names have not been given at all, with few exceptions.

Since Kosovo’s declaration of independence in February 2008, all contacts between officials of Kosovo and Serbia ceased. Belgrade rejected any direct interaction with Pristina preferring to deal through the EU Rule of Law Mission and the UN Mission in Kosovo. However, encouraged by the EU and the US, senior officials of both governments met in March 2011 for direct talks in Brussels. These talks were followed in Brussels in October 2012 by a meeting between the prime ministers of Kosovo and Serbia. These EU-mediated dialogues resulted in a number of agreements between Serbia and Kosovo including the April 2013 Brussels Agreement. The Agreement’s main goal is to conclude the integration of the Serb-majority municipalities in Kosovo’s north into Kosovo’s system of laws and governance, including the establishment of the Association/Community of the Serb-Majority Municipalities in Kosovo. The sides also pledged not to block each other’s accession processes into the EU.

    In Search of the Spirit of Revolution: Marx's Confrontation with Utopia Darren Webb Department of Politics Thesis presented to the University of Sheffield for the degree of PhD, June 1998 Summary This thesis offers a sympathetic interpretation of Marx' s confrontation with Utopia. It begins by suggesting that Marx condemned utopianism as a political process because it undermined the principles of popular self-emancipation and self-determination, principles deemed by Marx to be fundamental to the constitution of any truly working­ class movement. As a means of invoking the spirit of revolution, it was therefore silly, stale and reactionary. With regards to Marx's own 'utopia', the thesis argues that the categories which define it were nothing more than theoretical by-products of the models employed by Marx in order to supersede the need for utopianism. As such, Marx was an 'Accidental Utopian'. Two conclusions follow from this. The first is that Marx's entire project was driven by the anti-utopian imperative to invoke the spirit of revolution in a manner consistent with the principles of popular self-emancipation and self-determination. The second is that, in spite of his varied attempts to do so, Marx was unable to capture the spirit of revolution without descending into utopianism himself Such conclusions do not, however, justify the claim that utopianism has a necessary role to play in radical politics. For Marx's original critique of utopianism was accurate and his failure to develop a convincing alternative takes nothing away from this. The accuracy of Marx's original critique is discussed in relation to the arguments put forward by contemporary pro-utopians as well as those developed by William Morris, Ernst Bloch and Herbert Marcuse.

    Serb Engagement in Kosovo’s Politics Introduction The Council for Inclusive Governance (CIG) organized on June 24, 2014 in Belgrade a roundtable for representatives of Kosovo Serb parties, Serbian parties, Serbian government officials, and a number of Serb analysts. The objective of the roundtable was to address the role of the newly elected Kosovo Serbs in Kosovo’s central institutions and to explore ways the Serb representatives could help to overcome obstacles at the local level, particularly in the north. The roundtable is part of a project on the normalization of Kosovo-Serbia relations and the integration of Kosovo’s north. The project is funded by the Swiss Federal Department of Foreign Affairs. Kosovo Serbs in the north took part in Kosovo’s parliamentary elections for the first time since Kosovo declared independence in 2008. Under the current legislative framework, Kosovo Serbs are guaranteed 10 seats in parliament and are entitled to lead two ministries, if Kosovo’s government has more than 12 ministries. The last government was working with 19 ministries. If the number is less than 12, the Kosovo Serbs are entitled to one ministerial position. The civic initiative Srpska Lista won nine of the 10 guaranteed seats in the June elections and includes also some members of the Independent Liberal Party, which was part of the government with three ministries in the last mandate. The remaining seat went to the Progressive Democratic Party. The Srpska Lista has the support of the Serbian government and is expected to act in close coordination with Belgrade. Some see this support as a contribution to better advance Kosovo Serb interests.
