Serbia is characterized by a rich cultural heritage and cultural diversity, as well as by a developed system of protecting cultural property. The current trend is that of a constant increase of the number of registered cultural properties under protection. Urban settlements in Serbia are characterized by specific typological characteristics and recognizable architectural typologies that are valuable architectural heritage as well as an urban identity factor. Together, protected cultural property and architectural heritage belong to a wider concept of urban heritage in the sense comprised in the modern charters on the protection of cultural heritage (HUL). The primary starting point of the paper is that the law and plans in Serbia must become more sensitive to the context. In addition to protecting registered property, the protection of buildings and other structures that are not cultural heritage should also be introduced. However, current planning practice in Serbia does not sufficiently recognize cultural heritage in the wider sense of urban heritage, nor does it affirm it as an important resource for sustainable development. By analyzing the planning context, the problems and challenges in terms of institutional, legal and governance frameworks, as well as planning methodologies, can be identified.

Ao longo de décadas, o Kosovo fez parte da ex-Jugoslávia e da República da Sérvia. A 17 de Fevereiro de 2008 o Kosovo declarou a independência unilateral em relação à Sérvia o que provocou diferentes reações à escala internacional. O Kosovo foi reconhecido por noventa países, vinte e dois dos quais são Estados-membros da UE. Conforme a Constituição aprovada a 9 de Abril de 2008 o Kosovo foi declarado “Estado soberano e independente”. A economia do Kosovo ainda é bastante fraca. O euro é a moeda oficial do Kosovo. A população é de cerca de 2 milhões de habitantes. A religião predominante é o islamismo e 92 % da população é de etnia albanesa. Ainda existe tensão étnica. A Sérvia recusa-se a reconhecer o novo Estado. PALAVRAS-CHAVE: composição étnica, autonomia, referendo, independência ABSTRACT The history of Kosovo is full of vicissitudes. Over decades, Kosovo was part of the former Yugoslavia and the Republic of Serbia. On 17 February 2008 Kosovo declared unilateral independence from Serbia, which sparked different reactions internationally. Kosovo has been recognized by ninety countries, twenty two of which are Member States of the EU. According to the Constitution adopted on April 9, 2008, Kosovo was declared "sovereign and independent state." The economy of Kosovo is still quite weak. The euro is the official currency of Kosovo. The population is about 2 million inhabitants.

The paper represents a reduced version of much larger Serbs, Kosovo, field study, to follow subsequently, on relation between ethnic and research, the post- other forms of collective identity of the Serbian community in war context, southeast Kosovo in the post-war context. discourse, identity, identification, ethnic identity, protectorate I started my field research of the Serbian commu- nity in southeast Kosovo (a part of the larger area known as Kosovo Pomoravlje) in 2003, as a part of ethno-linguistic project Research on Slavic languages in Kosovo and Metohia run by Institute of Serbian Language SASA, supported by UNESCO. The project assumed recording of audio- material in Kosovo and among internally displaced people in Serbia who, by a forced migration, left Kosovo in 1999 (in col- lective centers and private accommodation). The primary goal of the project was to record language situation in multi-ethnic and multi-confessional environment, and war and post-war migrations and later on to create a sound archive. Within this project, I have set up my research among the displaced people from southeast Ko- sovo in Smederevo and in Vranje, and later on among two collective centers in Vranjska Banja.
