HISTORY OF THE EAST LONDON LINE – FROM BRUNEL’S THAMES TUNNEL TO THE LONDON OVERGROUND by Oliver Green A report of the LURS meeting at All Souls Club House on 11 October 2011 Oliver worked at the London Transport Museum for many years and was one of the team who set up the Covent Garden museum in 1980. He left in 1989 to continue his museum career in Colchester, Poole and Buckinghamshire before returning to LTM in 2001 to work on its recent major refurbishment and redisplay in the role of Head Curator. He retired from this post in 2009 but has been granted an honorary Research Fellowship and continues to assist the museum in various projects. He is currently working with LTM colleagues on a new history of the Underground which will be published by Penguin in October 2012 as part of LU’s 150th anniversary celebrations for the opening of the Met [Bishops Road to Farringdon Street 10 January 1863.] The early 1800s saw various schemes to tunnel under the River Thames, including one begun in 1807 by Richard Trevithick which was abandoned two years later when the workings were flooded. This was started at Rotherhithe, close to the site later chosen by Marc Isambard Brunel for his Thames Tunnel. In 1818, inspired by the boring technique of shipworms he had studied while working at Chatham Dockyard, Brunel patented a revolutionary method of digging through soft ground using a rectangular shield. His giant iron shield was divided into 12 independently moveable protective frames, each large enough for a miner to work in. -

A Rail Manifesto for London The new covered walkway linking Hackney Central and Hackney Downs stations creates an interchange which provides a better connection and more journey opportunities March 2016 A Rail Manifesto for London Railfuture1 seeks to inform and influence the development of transport policies and practices nationally and locally. We offer candidates for the 2016 London Mayoral and Assembly elections this manifesto2, which represents a distillation of the electorate’s aspirations for a developing railway for London, for delivery during the next four years or to be prepared for delivery during the following period of office. Executive Summary Recognising the importance of all rail-based transport to the economy of London and to its residents, commuters and visitors alike, Railfuture wishes to see holistic and coherent rail services across all of London, integrated with all other public transport, with common fares and conditions. Achieving this is covered by the following 10 policy themes: 1. Services in London the Mayor should take over. The 2007 transfer of some National Rail services to TfL has been a huge success, transforming some of the worst services in London into some of the best performing. Railfuture believes it is right that the Mayor should take over responsibility for more rail services in London, either by transferring service operation to TfL or by TfL specifying service levels to the operator, and that this must benefit all of London. 2. Improved Services. Frequencies play an important role in the success of metro and suburban train services. We believe that the Mayor should set out the minimum standards of service levels across London seven days per week for all rail services. -

Competitive EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT Tendering of Rail Competitive tendering Services provides a way to introduce Competitive competition to railways whilst preserving an integrated network of services. It has been used for freight Tendering railways in some countries but is particularly attractive for passenger networks when subsidised services make competition of Rail between trains serving the same routes difficult or impossible to organise. Services Governments promote competition in railways to Competitive Tendering reduce costs, not least to the tax payer, and to improve levels of service to customers. Concessions are also designed to bring much needed private capital into the rail industry. The success of competitive tendering in achieving these outcomes depends critically on the way risks are assigned between the government and private train operators. It also depends on the transparency and durability of the regulatory framework established to protect both the public interest and the interests of concession holders, and on the incentives created by franchise agreements. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both of the successful and less successful cases examined. The work RailServices is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. London Overground Customer Charter February 2009 MAYOR Transport OF LONDON for London LO DEC 08 CCharter DL FINAL.indd 1 7/1/09 15:13:15 Our commitment We aim to deliver the best possible service to London Overground customers by providing a safe, reliable, welcoming and value for money service at all times. Since we started in November 2007 we provided staff at all our stations during operating hours and accept Oyster pay as you go across the London Overground network. All our stations have had a deep clean and the safety and security on the network has improved. During 2009 and 2010 we will be replacing our existing fleet. The new trains will have increased capacity, air conditioning, on board audio and visual announcements and provide a much improved travelling environment. We will also be completely refurbishing all of our stations and making many track and signalling improvements. In 2010 we will be opening the newly extended line which runs between Dalston Junction in the north and New Cross, Crystal Palace and West Croydon in the south. By 2011 this line will be further extended from Dalston Junction to Highbury & Islington. In this Customer Charter, we set out to explain: • the minimum standards we expect to achieve • how we will compensate you if things go wrong • how we will tell you about our performance • how you can contact us with your suggestions and concerns 2 We will review this charter every two years in consultation with London TravelWatch, Transport for London and other relevant bodies. This document describes our Penalty Fares Scheme for the purposes of rule 3.2 b. 1.2 We have decided to introduce a Penalty Fares Scheme because the previous operator of the railway passenger services comprised of the Thameslink Great Northern franchise, First Capital Connect and Southern Railways, operated a Penalty Fares Scheme in such franchise area and the experience has proved that it is an efficient means to deter ticketless travel. In addition, once some Southeastern routes and stations are integrated into the TSGN franchise from 14 December 2014 and once the entire current Southern franchise is integrated into the TSGN franchise on 26th July 2015, it is important that there is consistency across all franchise areas (as Southeastern and Southern both also operate a Penalty Fares Scheme); so as to avoid causing confusion for our passengers. This scheme will now include all stations under schemes previously operated by Govia Thameslink Railway Limited and Southern Railway Limited. -

INTRODUCTION 1.1 Context This submission constitutes the London Borough of Hounslow’s response to an invitation to provide initial comments on the Crossrail project’s proposal for a new corridor for Crossrail 1: Corridor 6 – Norbiton, via Old Oak Common, Acton, Chiswick, Richmond and Kingston. The submission considers the proposal in terms of service and amenity for the borough’s residents and businesses, and within the context of the Council’s published policies. In addition to the two options that constitute the Corridor 6 proposals, this submission provides two further options for Crossrail’s consideration. While the Council must record its disappointment that an effective period of less than two weeks was offered for preparation of this submission, the Council also wishes to record its appreciation for the assistance given by the Crossrail consultation team during the preparation of the submission. 1.2 Council Policies The London Borough of Hounslow Unitary Development Plan’s objectives relating to transport and land use development are summarised below: • To promote sustainable transport modes (walking, cycling, public and waterborne transport) which improves access for all members of the community and enhances public transport provision in London as a whole, while reducing car traffic and the demand for road space. • To encourage a pattern of land use, and provision of transport which minimises harm to the environment and reduces the need to travel, especially by car, whilst maximising development opportunities in the Borough. -

London Borough of Lewisham Response to the GTR 2018 Timetable Consultation Changes to train services Govia Thameslink Railway (GTR) has launched an extensive consultation which sets out proposed changes to the timetable which will be operated by GTR in 2018, following completion of the Thameslink Programme. The Council welcomes proposals to increase frequency on some lines; however, these benefits are presented alongside reductions in frequency and connectivity which the Council wish to object to. Many Lewisham residents rely heavily on train services in order to manage work, family and social life, to a greater extent than residents in many other London boroughs. It has been clear for some time that train services for the Borough are in need of substantial improvement. One example is the currently unacceptable infrequent service on trains serving Crofton Park, Catford, Bellingham and stations beyond, which has been highlighted by the 'Cinderella Line' campaign and Vicky Foxcroft MP. Our impression is that the changes to the Catford Loop services do not go far enough, nor do they align sufficiently with wider train services. Furthermore, other changes proposed, such as on the Sydenham line, have a sharply detrimental effect on residents. The Council’s response is set out according to the specific questions posed in the consultation. 14. Do you support proposals to approach engineering works differently? Whilst the focus on later services at weekends would align with the Night Tube and London’s night time economy, this should not be achieved at the cost of shorter operating hours during the week. -
