Through the system, applicants who want to apply for admission into higher education institutions are able to lodge applications online and be selected to programmes of their choice centrally. The selection processing is based on the minimum programme entry and other requirements of each institution in the country including admission capacity and other parameters. The decision on the actual admission of applicants is then made by the individual institutions through their Governing Boards and Senates. The Undergraduate Student Admission Guidebook is meant to provide the applicants with basic information on matters related to the entire process of admissions through the Central Admission System. The Guidebook indicates the programmes offered in each higher education institution as approved by TCU or NACTE. In addition, it indicates the minimum entry requirements, institutional capacity, fee structure for each programme, maximum loanable amount for programmes of national priority and other relevant information (For more information on Loans the applicants are advised to refer to the Guidelines and Criteria for Issuance of Student Loans and Grants for 2015/2016 academic year issued by the Higher Education Students’ Loans Board). The Guidebook provides a step-by-step procedure on how to apply through CAS using the Internet. Applicants are therefore, strongly advised to read the Admissions Guidebook before they start lodging their applications. The researcher has employed quantitative approach. Simple random sampling was used to select 41 Respondents. The data were collected through closed ended questionnaires. The findings of the study revealed that, over 50 percent agreed and strongly agreed bureaucracy in paying taxes, complex tax computation, unfriendly tax administration, multiple taxes and ineffective tax collection as the major challenges affecting ZRB on tax collection. Finally the study recommends that the Government of Zanzibar has to take intentionally measures to widen their tax base thereby reducing tax avoidance. For example, it is recommended to issues identification number or social security number, to keep track of their transactions. It has been and is continuing to be a common practice or exercise for the security organs to use the media for publicity but to arrest journalists whenever opportunities arise. The incidents of arrests and harassing of journalists are many. At one point police followed journalists to newsrooms to interrogate them on their coverage especially of political meetings – mainly by the opposition. Police have arrested and most times confiscated or destroyed working equipment of journalists and at times even erase photos of captured events which police distaste. The journalists are manhandled during arrests as if they were bandits or long sought dangerous fugitives.
