This is an action which has been identified in the Yarra Action Plan (State of Victoria Department of Environment, Land, Water and Planning, 2017). It is driven by the need to have stronger planning controls around the Yarra and the proximity of the Yarra to Bulleen. The draft Bulleen Precinct Plan (BPP) aims to realise four key initiatives: . Initiative 1: Ecological connections and connected parklands . Initiative 2: Internationally significant cultural precinct . Initiative 3: Access for the future . Initiative 4: Multiple use & compact urban form Initiative 1 aims to restore and link the precinct’s remnant indigenous landscapes, restore the connectivity on the eastern side of the river for parkland and public land; and revive the billabong network whilst developing a coordinated approach to water management in order to improve water quality. Figure 1.1 illustrates Initiative 1 for the draft Bulleen Precinct Plan. Figure 1.1 Bulleen Precinct Plan Initiative 1 Project 1828 File Bulleen Precinct Plan SW Rev2.docx 10 May 2019 Revision 2 Page 1 The intent of Initiative 2 for the Bulleen Precinct Plan is to create an internationally significant cultural precinct. The precinct will be connected, incorporating a new Wurundjeri-Wolwurrung cultural place where culture and hertiage is kept alive, celebrated and shared. It will provide a new cultural facility / place linked to the impressionist movement and support continued development of Heidi Museum of Modern Art. It proposes to develop a shared storytelling strategy that connects the precinct’s multi-layered stories. Initiative 3 plans to link the pedestrian and cycle trails with new bridges, establishing circuits and restoring the connections on the east side of the Yarra River. The plan will structure and organise path and trail systems to accommodate the different use types and provide suitable access to development sites and potential active open space locations. Initiative 4 of the Bulleen Precinct Plan will provide for expansion of the Greater Yarra Parklands, whilst accommodating active open space and new built form which is consistent with policy context. It will prioritise public access ensuring access along and to the Yarra River whilst maintaining permeability. Figure 1.2 illustrates the draft Bullen Precinct Plan Initiatives 2, 3 and 4. Figure 1.2 Bulleen Precinct Plan Initiative 2, Initiative 3 and Initiative 4 A review is required of the draft Bulleen Precinct Plan in relation to how the plan responds to the current and projected flooding and stormwater management, particularly in relation to land use and future urban development. Project 1828 File Bulleen Precinct Plan SW Rev2.docx 10 May 2019 Revision 2 Page 2 The following review of the draft Bulleen Precinct Plan determines if the plan has adequately addressed development in flood prone land; and if the proposed urban development in the plan is compliant with the strategic direction of the Yarra and the current best practice stormwater management. Project 1828 File Bulleen Precinct Plan SW Rev2.docx 10 May 2019 Revision 2 Page 3 2 Previous Reports Part of the project brief has been to assess the previous reports completed for the Bulleen Precinct Plan. At present, two reports have been undertaken with respect to hydrology and flood modelling for the Bulleen Precinct Plan, these are: . Yarra River PSP – Bulleen / Banyule Water: Site Assessment Report, 18 May 2018, ARUP Pty Ltd . Yarra River PSP – Bulleen / Banyule Climate Change: Site Assessment Report, 6 April 2018, ARUP Pty Ltd These reports require assessment of their adequacy and proficiency regarding hydrology and flood modelling. This should include but not be limited to assessing matters including: . the use of the modelled flood extent and depth; . has this used current, credible and contemporary data; . has an appropriate methodology been applied in these reports; . have the reports adequately considered climate change and the impacts this may have on the flood depths A review of the reports identified that the reports have not adequately address the hydrology and flood modelling in the precinct. The reports have a significant amount of information regarding policy, but without discussion of how the policy can be best used to influence the Precinct Plan. The Climate Change: Site Assessment Report includes a plan of the current Land Subject to Inundation Overlay (LSIO). The report uses this overlay to demonstrate the existing floodplain, and mentions that particular land-uses and development types are not allowed in a flood plain. The report also mentions that consideration of climate change impacts should be undertaken when planning in flood prone areas and that as the intensity of rainfall events increases, so will the incidence of flooding. What would be beneficial would be to know what sort of development would be prohibited in the LSIO and if climate change is likely to increase the LSIO around the precinct. The Water: Site Assessment Report contains a section on stormwater management which discussed that an increase in impervious surfaces will result in an increase in runoff and discharge to the Yarra River. However current Victorian Planning Provisions require development to incorporate stormwater management measures which will mitigate the effects of the increased impervious surfaces. The report broadly lists the sources and types of pollutants that are generated and likely to wash-off the catchment with stormwater runoff in the Bulleen Precinct Plan, but additional discussion of specific mitigation measures would be beneficial. Climate change is broadly mentioned in the Water: Site Assessment Report in that it will lead to increased challenges in stormwater management and waterway health, but again the report has missed the opportunity to discuss specific issues that the precinct is likely to experience and require management measures due to climate change. Project 1828 File Bulleen Precinct Plan SW Rev2.docx 10 May 2019 Revision 2 Page 4 The Water: Site Assessment Report includes a section on River Water Quality where it lists the current E.coli levels in the Yarra River. What the report should have focused on is that smart management of land through the Bulleen Precinct Plan would employ measures to minimise additional pollutant wash-off into the Yarra River through stormwater quality treatment and stormwater harvesting; and provide additional filtration through the existing billabongs. The Water: Site Assessment Report broadly discussed water sensitive urban design (WSUD) and integrated water management (IWM) as a water opportunity in the Bulleen Precinct Plan. Again, the report has missed the prospect to elaborate on the actual opportunities that exist for WSUD and IWM in the precinct, what should be incorporated and specific benefits that will be yielded if incorporated. The constraints listed include the unknowns in the Yarra Strategic Plan and the Healthy Waterways Strategy, as well as the governance and fragmented land ownership. The Yarra Strategic Plan intends to ensure the environmental health of the river is protected; that the community can use, access and appreciate the amenity value of the river; that the river’s landscape setting interfaces well between the river corridor and adjacent land use; and that the cultural and heritage values associated with the river are maintained. This strategy will provide opportunities in the Precinct, not act as a constraint. The fragmented land ownership has the potential to create a constraint in the Bulleen Precinct Plan, however the land is predominantly subject to inundation, and hence planning provisions provide a limited opportunity for private land owners and the opportunity for the government to negotiate alternative uses of this land for the community. This may be achieved through land-swaps, or negotiations of gifting land to remove the liabilities associated with that land from private ownership. Overall, the existing reports have not adequately discussed the existing flood modelling and depths, and the implications of these on the Precinct Plan.
