Who manages hunting on the National Elk Refuge? Hunting on the National Elk Refuge (NER, Refuge) is managed through a cooperative effort between NER, Grand Teton National Park, and Wyoming Game & Fish Department (WGFD), with the goal of achieving optimum herd size.
