VOVED Po~ituvani, Pred vas e izve{tajot za rabota na Sobranieto na Republika Makedonija vo negoviot {esti mandaten period (juni 2008 - april 2011 godina). Koristej}i ja ve}e standardnata metodologija Izve{tajot pretstavuva svoevidna sinteza na poedine~nite godi{ni izve{tai vo izminatiov mandaten period. Vo nego se sodr`ani detalni informacii za plenarnite sednici, za aktivnostite na rabotnite tela, za intenzivnata me|unarodna sorabotka, kako pove}e metodolo{ki uredeni podatoci za aktivnostite koi se odvivaat vo Sobranieto. Informacii za rabotata na parlamentarnite grupi i delegacii na Sobranieto i zaedni~kite aktivnosti so nevladiniot sektor i me|unarodnite organizacii. Vo nego e vklu~en i pregledot na aktivnostite za obuka i zajaknuvawe na i profesionalniot kapacitet na sobraniskata administracija. Informacii povrzani so proektnite i programskite aktivnosti na pratenicite i slu`benicite na planot na harmonizacijata na doma{nata so evropskata legislativa, i taka natamu. Po~ituvani gra|ani, Na prvata konstitutivna sednica na Sobranieto na Republika Makedonija vo svojot inagurativen govor istaknav deka mojata cel e kako pretsedatel zakonodavniot dom da go gradime kako vistinski hram na demokratijata. Ubeden sum deka vo ovoj mandaten period site sto dvaeset pratenici napravivme kvalitativen ~ekor napred vo ostvaruvaweto na parlamentarnata demokratija, kako i vo realizacijata na na{ata strate{ka opredelba a toa se evroatlanskite integracii. Najdobar dokaz za ova, e faktot deka vo ovoj mandaten period za prv pat Republika Makedonija vo godi{nite izve{tai na Evropskata Komisija (2009 i 2010 godina) dobi preporaka za dobivawe na datum za otpo~nuvawe na pregovorite so Evropskata Unija. Pritoa posebno be{e istaknata pozitivnata uloga i raboteweto na Sobranieto na Republika Makedonija. Uspeh zad koj stojat site pratenici bez razlika dali se od parlamentarnoto mnozinstvo ili opozicijata, no i Vie po~ituvani gra|ani koi so va{ata poddr{ka ni davavte pottik i potvrda deka ~ekorime vo prava nasoka — EU i NATO. Bi sakal da istaknam nekolku zna~ajni proekti koi gi napravivme i koi se vo funkcija na jakneweto na parlamentarnata demokratija kaj nas. Go donesovme Mandaten izve{taj 2008-2011 4 Delovnikot za rabota na Sobranieto, potoa Zakonot za Sobranie, a napravivme izmeni i dopolnuvawa na Delovnikot so {to od edna strana ja zgolemivme efikasnosta i kvalitetot vo raboteweto odnosno vo celokupniot zakonodaven proces. Vo isto vreme so ova ja zajaknavme i nadzornata funkcija na Sobranieto vrz izvr{nata vlast {to e demokratska tendencija i standard vo parlamentarnata demokratija vo ova stoletie. Isto taka so ovie dva temelni akti kako i so voveduvaweto na redovnite koordinacii na koi prisustvuvaat koordinatorite na prateni~kite grupi, potpretsedatelite na Sobranieto kako i pretstavnik na Vladata na (nivo na vicepremier) sozdadeni se uslovi za mnogu pokonstruktiven politi~ki dijalog, a se zajaknuva ulogata kako i odgovornosta na opozicijata. Vo ovoj mandaten period, vovedovme takanare~en “e- Parlament” odnosno celokupniot zakonodaven proces se odviva po elektronski pat, a sekoj zainteresiran preku na{ata veb stranica mo`e da go sledi procesot na donesuvaweto na zakonite od po~etokot, preku komisiskite raspravi i podnesuvaweto na amandmani, do negovoto usvojuvawe. Pridobivka so koja sme vo vrvot na evropskite dr`avi. Tokmu so voveduvaweto na “e-Parlamentot”, kako i so na{ata veb stranica koja redovno se a`urira i toa na ~etiri jazici, kako i so Sobraniskiot TV kanal, i strimingot, Sobranieto na Republika Makedonija deneska e najtransparentna i najotvorena institucija vo politi~kiot `ivot kaj nas. Tokmu preku na{ata veb stranica na javnosta e dostapno se ona {to se slu~uvalo vo Sobranieto na Republika Makedonija od konstituiraweto na prviot pluralen parlamentaren sostav pa se do ovoj {esti mandaten period. Poa|aj}i od seto ova prepora~uvam ovaa publikacija da ne bide sfatena samo kako statisti~ki podatoci i informacii. Zatoa o~ekuvam deka }e predizvika interes kako kaj gra|anite taka i kaj novinarite i mediumite. Posebno ja prepora~uvam na pratenicite od idniot mandaten sostav a ubeden sum deka site onie koi gi interesira parlamentarnoto rabotewe kaj nas, a posebno na onie koi se zanimavaat ili sakaat da se zanimavaat so nau~no i teoretsko istra`uvawe na parlamentarizmot ovaa na{a publikacija mo`e mnogu aim koristi. IZBORNI REZULTATI [estite predvremeni parlamentarni izbori vo Republika Makedonija, se odr`aa na 1 juni 2008 godina po samoraspu{taweto na pettiot parlamentaren sostav na 12 april 2008 godina. Glasaweto se odviva{e vo {est izborni edinici po proporcionalniot model. Vo {este izborni edinici, odnosno na 2976 izbira~ki mesta, od vkupno evidentiranite 1 779 116 izbira~i vo Republika Makedonija svoeto glasa~ko pravo go ostvarija 1 015 164 izbira~i odnosno 57,06%. Na 78 kandidatski listi, predlo`eni se i utvrdeni 1560 kandidati za izbor na pratenici od 15 politi~ki partii, 2 koalicii i 2 listi na grupa izbira~i. Izborna edinica broj 1 Vo prvata izborna edinica se utvrdeni 16 listi na kandidati za pratenici i toa 13 samostojni listi na politi~ki partii, 2 listi na koalicii i 1 lista na grupa izbira~i so vkupno 320 kandidati za pratenici. Vo ovaa izborna edinica, od vkupno zapi{anite 295 917 izbira~i vo izbira~kiot spisok na 429 izbira~ki mesta glasale 177 728 izbira~i odnosno 60,06%. Spored rezultatite koalicijata "VMRO-DPMNE, SPM, DS, DOM, DPTM, DPSM, SRM, VMRO- Makedonska, OPE, PP, SDA, PVM, PIR, NDM, BDP, PZ, DUR,RZPM i PCER" osvoi 11 prateni~ki mesta, Koalicijata "Sonce" (SDSM, NSDP, LDP, LP, NA, ZPM, PPM, DSVM) 5 prateni~ki mesta, Demokratskata Partija na Albancite - 1 i Demokratska unija za integracija - 3 prateni~ki mesta. Izborna edinica broj 2 Vo vtorata izborna edinica se utvrdeni 15 listi na kandidati za pratenici i toa 13 samostojni listi na politi~ki partii i 2 listi na koalicii so vkupno 300 kandidati za pratenici. Vo ovaa izborna edinica, od vkupno zapi{anite 303 120 izbira~i vo izbira~kiot spisok na 381 izbira~ki mesta glasale 162 810 izbira~i odnosno 53,71%. Spored rezultatite koalicijata "VMRO-DPMNE, SPM, DS, DOM, DPTM, DPSM, SRM, VMRO- Makedonska, OPE, PP, SDA, PVM, PIR, NDM, BDP, PZ, DUR,RZPM i PCER" osvoi 11 prateni~ki mesta, Koalicijata "Sonce" (SDSM, NSDP, LDP, LP, NA, ZPM, PPM, DSVM) 3 prateni~ki mesta, Demokratskata Partija na Albancite - 2 i Demokratska unija za integracija - 4 prateni~ki mesta. Izborna edinica broj 3 Vo tretata izborna edinica se utvrdeni 11 listi na kandidati za pratenici i toa 9 samostojni listi na politi~ki partii i 2 listi na koalicii so vkupno 220 kandidati za pratenici. Vo ovaa izborna edinica, od vkupno zapi{anite 288 585 izbira~i vo izbira~kiot spisok na 625 izbira~ki mesta glasale 177 308 izbira~i odnosno 61,44%. Spored rezultatite koalicijata "VMRO-DPMNE, SPM, DS, DOM, DPTM, DPSM, SRM, VMRO- Makedonska, OPE, PP, SDA, PVM, PIR, NDM, BDP, PZ, DUR,RZPM i PCER" Mandaten izve{taj 2008-2011 10 osvoi 14 prateni~ki mesta i Koalicijata "Sonce" (SDSM, NSDP, LDP, LP, NA, ZPM, PPM, DSVM) 6 prateni~ki mesta.

    Competition Between Minority Ethnic Parties in Post-conflict Countries: Performance of Minority Parties in Croatia and Macedonia by Dane Taleski Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY Supervisor: András Bozóki Budapest, September 2014 1 ABSTRACT Academic and policy studies argue that an inclusive approach is needed for sustainable peacebuilding. This justifies the inclusion of former combatants into political parties, but some argue that it can have negative consequences for democratization. Institutional engineering is proposed to forge cross-cutting parties; however it is puzzling to find that parties from rebels often dominate in the post-conflict period. To address this puzzle I look at minority ethnic parties in post-conflict Croatia and Macedonia. SDSS dominates the competition between Serb parties in Croatia and DUI dominates between Albanian parties in Macedonia. To answer why this is so, I first look at the process of their formation and functioning and second I compared them to other minority parties. Despite the common history in Yugoslavia, the inter-ethnic conflicts, the post-conflict conditions and institutional environments for minority politics were very different in Croatia and Macedonia. My level of analysis is the competition between minority parties in each country. Because of the similar outcomes, under varying conditions, I consider that the finding in one country control for the other. Using process tracing I analyzed data from 78 interviews, party content, media and archival sources. The findings were corroborated with quantitative analysis of electoral data from national and sub- national elections in the entire post-conflict period.

    Summary from the first sequel of the 5th session SKOPJE, 03/21/2012 – on the first sequel of the fifth session, the members of the Broadcasting Council have reviewed the Information on the satellite televisions’ working, after which it was unanimously decided to have BM TV license revoked, based on article 63, paragraph 1 line 1, because of non commencing their activity within the envisaged deadline. Jungle TV, Perspektiva TV (Sky Net Plus), 24 Vesti TV, AB Kanal TV and Pink 15- TV have a deadline of 15 days to remove the obstacle because of which they do not broadcast their program through a satellite and to settle their obligations towards the Broadcasting Council, otherwise the Council will revoke their licenses for performing broadcasting activity. After the analysis of the reports on the conducted monitoring, the Broadcasting Council sentenced the following indications and measures: Jungle TV: 4 written warnings with a demand for publishing; Nasha TV: 2 indications; AB Kanal TV: 2 indications; Alfa TV: 4 indications; Sitel 3 TV: written warning with a demand for publishing and an indication; Pink 15- TV: 3 written warnings with a demand for publishing and one indication; 24 Vesti TV: no violations; Perspektiva TV: 2 indications; Sonce TV: 2 indications. After the conducted monitoring of A2 TV it was concluded that a letter should be sent to the broadcaster and to the trustee of the bankrupt’s estate to point out to the fact that A2 TV does not fulfill the conditions from the license and that the television should give additional information on their factual condition and on their further plans.

Since then, the Council prepares annual analyses of the broadcasting activity market every year. In this document, the economic aspects of the public broadcasting service and the commercial broadcasters’ working for 2011 are analyzed. The economic performance of the entities in the television industry is separately analyzed (Chapter 1), and the entities of the radio industry as well (Chapter 2), according to the definition of the relevant media market from the aspect of the product (that is comprised of products and services that from their featuring aspects, prices or manner of usage are considered as replaceable for the consumer).
