We first present the rich linguistic and biological diversity of this region, which is of significant interest in typological and theoretical linguistics and language documentation. We then discuss certain central educational issues in relation to human resources, infrastructures, and institutional support, critical for high quality research and documentation. We argue that the issues are multidimensional and complex across all levels, posing sociocultural challenges in capacity-building programs. Finally, we reflect on the significance of the participation oflocal fieldworkers and communities and their contextual training. 1. Introduction In this paper, we reflect on linguistic fieldwork and language documentation in Eastern Indonesia. By “Eastern Indonesia,” we mean the region that stretches from Nusa Tenggara to Papua,1 including Nusa Tenggara Timur, Sulawesi, and Maluku. This region is linguistically one of the most diverse regions in the world interms of the number of unrelated languages and their structural properties, further discussed in the next section. Gender, ritual Pouwer Jan and social formation Gender, ritual in West Papua and social formation A configurational analysis comparing Kamoro and Asmat Gender,in West Papua ritual and social Gender, ritual and social formation in West Papua in West ritual and social formation Gender, This study, based on a lifelong involvement with New Guinea, compares the formation in West Papua culture of the Kamoro (18,000 people) with that of their eastern neighbours, the Asmat (40,000), both living on the south coast of West Papua, Indonesia. The comparison, showing substantial differences as well as striking similarities, contributes to a deeper understanding of both cultures. Part I looks at Kamoro society and culture through the window of its ritual cycle, framed by gender. Part II widens the view, offering in a comparative fashion a more detailed analysis of the socio-political and cosmo-mythological setting of the Kamoro and the Asmat rituals. These are closely linked with their social formations: matrilineally oriented for the Kamoro, patrilineally for the Asmat. Next is a systematic comparison of the rituals. Kamoro culture revolves around cosmological connections, ritual and play, whereas the Asmat central focus is on warfare and headhunting. Because of this difference in cultural orientation, similar, even identical, ritual acts and myths differ in meaning. The comparison includes a cross-cultural, structural analysis of relevant myths. This publication is of interest to scholars and students in Oceanic studies and those drawn to the comparative study of cultures. Jan Pouwer (1924) started his career as a government anthropologist in West New Guinea in the 1950s and 1960s, with periods of intensive fieldwork, in particular among the Kamoro. -

Starting from the idea that the extinction of a language causes the loss of various forms of cultural heritage, especially the customary heritage and oral expressions of the speaking community. There are two main problems in this study, namely: (1) Identification of the regional language of indigenous Papuans in West Papua Province, and (2) Classification of regional languages of indigenous Papuans in West Papua Province. This study uses two approaches, namely (1) a theoretical approach and (2) a methodological approach. The theoretical approach is an exploration of the theory of language documentation, while the methodological approach is a descriptive approach with an explanative dimension. This study follows the procedures of (1) the data provision stage, (2) the data analysis stage, and (3) the data analysis presentation stage. The findings in this study illustrate that the languages in West Papua Province can be grouped into four language groups, namely (1) Austronesian phylum groups; (2) West Papua phylum group; (3) Papuan Bird Head phylum group; and (4) the Trans West Papua Phylum Group. -

"*1 2 The future Information Minister and "intellectual general" associated with the Center for Strategic and International Studies in Jakarta, Brigadier-General Ali Murtopo, made a speech in 1969 to some of the 1,025 "representative" Papuans who were press-ganged into supporting the so-called Act of Free Choice which led to the official incorporation of West Papua into Indonesia. In the words of one of the 1,025, as reported by a Dutch journalist: Indonesia, as the strongest military power in Southeast Asia, is able to strike fear into any country. Jakarta [is] not interested in us Papuans but in West Irian as a territory. If we want to be independent. we had better ask God if he could find us an island in the Pacific where we could emigrate. 115 million Indonesians had fought for West Irian for years . they had made many sacrifices in the struggle and therefore would not allow their aspirations to be crossed by a handful of Papuans. Chapter Five The Return of the Two Sisters: Administration and Mission after World War II …everywhere where there are signs made, there is the possibility and the likelihood that the sign-maker and the sign-seer will have a manipulative strategy to effect in someone else some meaning (Dening 1993:81) INTRODUCTION This chapter considers Kamoro engagement and interpretation of the “foreign” following World War II. After an initial period relatively free from of foreign presence marked by a revival of formerly banned ceremonies such as mirimu- kame (nose-piercing), the Kamoro were faced with the return of the Kompeni (the Dutch Administration) and the Catholic Church. Unlike their previous experience of a gradual escalation in interactions with the Dutch resulting in unbalanced exchange relationships in the foreigner’s favour, post-war engagement was radically different; the foreigners seemed to make kata increasingly available to the Kamoro. At the same time the Dutch seemed increasingly interested in understanding the internal dynamics of Kamoro culture. Indeed through the concerted efforts of the Dutch mission and administration, the period between 1945 and 1962 became the best-documented era of West New Guinea history and ethnography, and Mimika stands out as exemplary of the wealth of information 155 generated from this period. The depth of Dutch interest and documentation of Kamoro social organisation, spirituality, and history created a more lively conjunctural space between the Kamoro and the outsiders. While the amoko- kwere that I presented in the previous chapters tended to suggest various aspects of engagement and incorporation of foreign elements, the amoko-kwere collected during this period mark a more comprehensive and explicit incorporation of the foreign. -

Introduction The New Guinea Region Our region of coverage follows Mayr (1941: vi), who defined the natural region that encompasses the avifauna of New Guinea, naming it the “New Guinea Region.” It comprises the great tropical island of New Guinea as well as an array of islands lying on its continental shelf or immediately offshore. This region extends from the equator to latitude 12o south and from longitude 129o east to 155o east; it is 2,800 km long by 750 km wide and supports the largest remaining contiguous tract of old-growth humid tropical forest in the Asia-Pacific (Beehler 1993a). The Region includes the Northwestern Islands (Raja Ampat group) of the far west—Waigeo, Batanta, Salawati, Misool, Kofiau, Gam, Gebe, and Gag; the Aru Islands of the southwest—Wokam, Kobroor, Trangan, and others; the Bay Islands of Geelvink/Cenderawasih Bay—Biak-Supiori, Numfor, Mios Num, and Yapen; Dolak Island of south-central New Guinea (also known as Dolok, Kimaam, Kolepom, Yos Sudarso, or Frederik Hendrik); Daru and Kiwai Islands of eastern south-central New Guinea; islands of the north coast of Papua New Guinea (PNG)—Kairiru, Muschu, Manam, Bagabag, and Karkar; and the Southeastern (Milne Bay) Islands of the far southeast—Goodenough, Fergusson, Normanby, Kiriwina, Kaileuna, Wood- lark, Misima, Tagula/Sudest, and Rossel, plus many groups of smaller islands (see the endpapers for a graphic delimitation of the Region). -

Introduction Contemporary consultancy reports commissioned by PT Freeport Indonesia, a mining company whose operations directly impact Kamoro and Amungme communities, paint a rather bleak picture of the ability of the Kamoro to adapt to change. They tend to indicate that due to the “constraints” of their culture, the Kamoro passively resist the massive changes brought about by the pressures of contemporary “development” and “modernisation” (see for example LABAT- Anderson, Inc. 1997:3-2-6 and Dames & Moore 1997:120-122 ).1 This thesis examines in detail how the Kamoro people of the south-west coast of Papua (former Irian Jaya), Indonesia have adapted to major political and economic changes over a long history of interactions with outsiders. It is an ethnohistorical analysis of Kamoro sociality focused on their strategies of engagement. The basic theme underlying Kamoro sociality is a form of social reciprocity that I argue is symbolically embedded in conceptions of time, history, and ultimately understandings and constructions of reality. Kamoro narratives about the cultural heroes, the amoko-we, form a meaningful merger of this subject matter. Ultimately, narratives about the amoko-we, known as amoko-kwere, are primary mechanisms for Kamoro interpretation of and adaptation to change.2 Critical elements of Kamoro sociality central to this process of adaptation include the conspicuous incorporation of foreign elements into local systems of meaning and a rather pragmatic approach to power relationships. Both are reflected not only in observations of Kamoro practice, but also in amoko-kwere. Within local systems of meaning, “foreign” elements, including people, objects and abilities, are consistently reformulated as products of Kamoro agency.
