TY Leung 梁德楊 Setting Four Hong Kong Hospital Authority Departments of Obstetrics and Gynaecology and a central university-based laboratory for maternal serum processing and risk determination. Participants Women were offered either a first-trimester combined test (nuchal translucency, free beta human chorionic gonadotropin, and pregnancy-associated plasma protein-A) or nuchal- translucency-only test, or a second-trimester double test (alpha-fetoprotein and total human chorionic gonadotropin) for detection of Down syndrome according to their gestational age. Those with a trisomy 21 term risk of 1:250 or higher were offered a diagnostic test. Results A total of 16 205 pregnancies were screened of which 13 331 (82.3%) had a first-trimester combined test, 125 (0.8%) had a nuchal-translucency test only, and 2749 (17.0%) had a second- trimester double test. There were 38 pregnancies affected by Down syndrome. The first-trimester screening tests had a 91.2% (31/34) detection rate with a screen-positive rate of 5.1% (690/13 Key words 456). The second-trimester test had a 100% (4/4) detection rate Down syndrome; First trimester with a screen-positive rate of 6.3% (172/2749). There were screening; Second trimester screening; seven (0.9%) pregnancies that miscarried following an invasive Nuchal translucency; Quality control diagnostic test.

    CB(1)477/03-04(02) LEGISLATIVE COUNCIL PANEL ON TRANSPORT Progress Update on the Installation of Speed Enforcement Camera and Red Light Camera Systems Introduction This paper updates Members on the progress of the installation of speed enforcement camera and red light camera systems. Background Speed Enforcement Cameras 2. Driving in excess of speed limits on the road has contributed to the occurrence and severity of most traffic accidents. Overseas experience shows that installation of speed enforcement cameras (SECs) at strategic locations is a useful means to combat speeding effectively. 3. Before January 1999, there were only 10 locations along Tolo Highway and Fanling Highway that were installed with SEC on- site equipment. In January 1999, we consulted this Panel on our proposal to expand the coverage of SECs to 60 other locations at strategic roads and expressways, and to place eight cameras at these locations on a rotational basis. The funding requirement for the procurement of cameras and computer systems, installation works, testing of equipment and contingencies was estimated to be $25.16m. Members supported the proposal. We subsequently secured the Finance Committee (FC)’s funding approval for the project in July 1999. However, as the price of the successful bid was lower than our estimate, we decided to add another 15 locations to the project, then making a total of 75 locations. The project was scheduled to be completed by September 2002. The list of locations is at Annex A. - 2 - Red Light Cameras 4. The red light camera (RLC) system aims to deter drivers from red light jumping which accounts for more than 80% of traffic signal offences.

    Chapter 7: Healthcare in Hong Kong The Hong Kong Hospital Authority The Hong Kong Hospital Authority (HA) is responsible for managing all local public hospitals in Hong Kong. Staff of the HA can communicate in Chinese (mainly the Cantonese dialect) and / or English. If interpretation is needed for other languages, the HA will use reasonable endeavours to arrange for patients free interpretation services provided by third parties / consulates. Information about the HA, including the contact details of public hospitals, can be found on its website at www.ha.org.hk.Information on Accident and Emergency Departments and General Out-patient Clinics is also available in eight other languages, namely Bahasa Indonesian, Hindi, Nepali, Punjabi (Indian), Punjabi (Pakistani), Tagalog, Thai, Urdu on the website. Accident & Emergency services The Accident & Emergency (A&E) services are provided at 18 public hospitals under the HA. They deliver a high standard of service for critically ill or injured persons who need urgent medical attention. They also provide medical support for victims of disasters. To ensure that patients with more serious conditions are accorded higher priority in medical treatment, the HA adopts a triage system which classifies patients attending the A&E Departments into five categories according to their clinical conditions: critical, emergency, urgent, semi-urgent or non-urgent. Patients who do not require emergency attendance should seek medical treatment in public or private clinics.     LC Paper No. CB(4)600/20-21(07) For discussion on 12 March 2021 Legislative Council Panel on Health Services Three Projects under the First Ten-year Hospital Development Plan and An Update on the First Ten-year Hospital Development Plan Purpose This paper invites Members’ comments on the following three projects under the First Ten-year Hospital Development Plan (HDP) and briefs Members on an update on the First Ten-year HDP – (a) main works for the construction of New Acute Hospital at Kai Tak Development Area at an estimated cost of $36,860.0 million in money-of-the-day (MOD) prices; (b) site formation and foundation works for the expansion of North District Hospital at an estimated cost of $2,141.0 million in MOD prices; and (c) site formation and foundation works for the expansion of Lai King Building in Princess Margaret Hospital at an estimated cost of $408.4 million in MOD prices. The total commitment sought is $39,409.4 million. Details of the above three HDP projects and the update on the First Ten-year HDP are at Enclosures 1 to 4 respectively. Background 2. In the 2016 Policy Address, the Government announced that $200 billion would be set aside for the Hospital Authority to implement the First Ten-year HDP. The First Ten-year HDP covers the redevelopment and expansion of 11 hospitals, the construction of a new acute hospital, three community health centres and one supporting services centre. Upon completion of all the projects under the First Ten-year HDP, it will provide more than 6 000 additional bed spaces, 94 additional operating theatres and increased capacity of specialist outpatient clinics and general outpatient clinics.
