    10 CHAIRMAN’S STATEMENT I am pleased to present my report to the shareholders. RESULTS The Group’s profit after taxation and minority interests for the year ended 30th June 2002 was HK$8,519 million, an increase of two per cent compared with last year’s profit of HK$8,330 million. Earnings per share for the year were HK$3.55, representing a two per cent increase compared with HK$3.47 for the previous year. DIVIDENDS The Directors have recommended the payment of a final dividend of HK$1.00 per share for the year ended 30th June 2002. Together with the interim dividend of HK$0.55 per share, the dividend for the year will be HK$1.55 per share, the same as in the previous year. To celebrate the Group’s 30th anniversary, the Directors have also recommended the payment of a special cash dividend of HK$0.60 per share, making the total dividend for the year HK$2.15 per share. REVIEW Sales During the year ended 30th June 2002, the Group sold and pre-sold properties amounting to HK$15,151 million in attributable terms. The corresponding figure for the previous year was HK$19,641 million, which included proceeds from the sale of The Leighton Hill in Happy Valley. Major residential projects sold during the year include Villa by the Park in Yuen Long, Park Central in Tseung Kwan O and Liberté in Cheung Sha Wan. Property sales since July this year have exceeded HK$6,300 million. This encouraging figure is due mainly to the overwhelming success of Park Island on Ma Wan.

    CB(1)477/03-04(02) LEGISLATIVE COUNCIL PANEL ON TRANSPORT Progress Update on the Installation of Speed Enforcement Camera and Red Light Camera Systems Introduction This paper updates Members on the progress of the installation of speed enforcement camera and red light camera systems. Background Speed Enforcement Cameras 2. Driving in excess of speed limits on the road has contributed to the occurrence and severity of most traffic accidents. Overseas experience shows that installation of speed enforcement cameras (SECs) at strategic locations is a useful means to combat speeding effectively. 3. Before January 1999, there were only 10 locations along Tolo Highway and Fanling Highway that were installed with SEC on- site equipment. In January 1999, we consulted this Panel on our proposal to expand the coverage of SECs to 60 other locations at strategic roads and expressways, and to place eight cameras at these locations on a rotational basis. The funding requirement for the procurement of cameras and computer systems, installation works, testing of equipment and contingencies was estimated to be $25.16m. Members supported the proposal. We subsequently secured the Finance Committee (FC)’s funding approval for the project in July 1999. However, as the price of the successful bid was lower than our estimate, we decided to add another 15 locations to the project, then making a total of 75 locations. The project was scheduled to be completed by September 2002. The list of locations is at Annex A. - 2 - Red Light Cameras 4. The red light camera (RLC) system aims to deter drivers from red light jumping which accounts for more than 80% of traffic signal offences.

Staff of the HA can communicate in Chinese (mainly the Cantonese dialect) and / or English. If interpretation is needed for other languages, the HA will use reasonable endeavours to arrange for patients free interpretation services provided by third parties / consulates.
