This booklet is the 12-th publication in the series. It contains official statistical data on various components of the economic and social activities in the Republic. Its purpose is to provide information on different sectors to assist in the planning and development of the nation. Data contained in this booklet is based mainly on the administrative records of the ministries and agencies of the state. The MNP&D is grateful for the assistance it received. Somaliland In-Figures will be regularly updated. Therefore, we welcome the continued support of existing sources and feedback from users of this data. INTRODUCTION The former British Somaliland Protectorate achieved full independence from the United Kingdom on 26 June, 1960. On 1 July, 1960, the state of Somaliland united with Somalia, a territory under a U.N. mandated Italian Trusteeship until that same day, thereby creating the Somali Republic. The Republic of Somaliland restored its independence after the total collapse of Somalia on 18 May 1991 as a result of the civil war of the late eighties and early nineties. The decision was made by the Congress of Council of Clan Elders held in Burao from 27 April to 15 May, 1991. Constitutionally, the Republic of Somaliland is a democratic country with a multi-party system. The decision to reclaim independence in 1991 was confirmed by national referendum for the constitution which and bodies the sanity of the sovereignty of Somaliland on which was approved by 97% of the votes. Since then Somaliland held two local municipal elections (2002 and 2012), a parliamentary election (2005) and two presidential elections (2003 and 2010). 2. GEOGRAPHY AND CLIMATE 2.1. LOCATION The Republic of Somaliland is situated in the Horn of Africa. Its boundaries are defined by the Gulf of Aden in the north, Somalia in the east, the Federal Republic of Ethiopia in the south-west, and the Republic of Djibouti in the north-west. It lies between Latitudes 8o and 11o27’ North and Longitudes 42o35’ and 49o East; it has mountain ranges rising up to six and seven thousand feet in the centre and in the east of the country respectively. 2.2. AREA The total area of the Republic of Somaliland is 137, 600sqkms, and it has a coastline which is 850kms long. 2.3. CLIMATE Somaliland is located north of the Equator. It is semi-arid. The average daily temperatures range from 25oC to 35oC. The sun passes vertically overhead twice a year, on 22 March and 23 September. Somaliland consists

    Commentary on Somaliland’s Budget 2010 On 27/04/2010, Somaliland Finance Minister, Mr. Hussein Ali Dualeh unveiled his last budget to the House of Representatives for approval. On 10/05/2010, The House of Representative approved budget 2010 ($61 million) I must admit that $61 m is not much and even a triple of this amount would not have been enough to satisfy all our society’s wants and desires. This is not the point. Economics teaches us that we cannot have all we want of everything we want because our wants exceed our available resources. Unlimited wants competing for limited resources create the basic economic problem of scarcity. However, the point is that the scarcity forces choice and we as a society faced with the problem of not having enough resources ($61 m) to provide for all wants and desires have to make choices about how to allocate our scarce resources in an attempt to satisfy our unlimited wants. This budget reflects the choices and priorities that our government has made. While it is true that a budget statement is essentially a list of projections, it is also very true that it is a vital economic policy instrument which reflects the choices and priorities the government has made to realise the country’s social and economic agenda. Few will disagree that in economics and politics great intentions do not always lead to great results, and for that reason it behooves on citizens to be forceful in their duty of pointing out the priorities our government has made. That is why I would like to write this general commentary on Somaliland’s Budget 2010 as objectively as I can with the limited information available to me.

Authorities have endorsed the SDGs and included them in the national development framework, the Somaliland National Development Plan II (NDPII). Nonetheless, the government of Somaliland remains unable to share this progress with official UN mechanisms because of its political status. To ensure that Somaliland’s efforts to implement the SDGs are shared with the rest of the world, civil society has decided to fill the gap – and report on the process and progress on SDG16+ implementation in Somaliland. This is an independent progress report that is produced and owned by the Somaliland SDG16+ Coalition – a group of civil society organisations working to implement SDG16+ in all regions of Somaliland. The report itself is a result of an inclusive and comprehensive consultation process involving civil society and relevant government organs and departments.
