There is strong evidence of results on policy and service delivery outcomes. Results on capacity building appear mixed. JPLG needs to continue to improve on reporting so that the positive reality in the field is also reflected on paper”- Joint Donor Monitoring Mission, February 2014. In 2013 ILO, UNCDF, UNDP, UN-HABITAT, and UNICEF jointly started the second phase implementation of the Joint Programme on Local Governance and Decentralized Service Delivery. As recommended by the ProDoc, the second phase of JPLG focuses, amongst other areas, on: - formulation of decentralization policies and the institutionalization of the local governance systems and tools that were developed in the first phase of the programme. The second phase also aims at developing and piloting Service Delivery Models (SDM’s) in a number of sectors and enhancing the capacities of districts and the private sector for Local Economic Development and PPPs. In support of the Federal Government and considering the improving situation in southern and central region of Somalia, JPLG will also expand activities (light approach) and work in newly recovered areas together with other governance, capacity development and stabilization programmes. In line with the New Deal and the Compact for Somalia adopted in September 2013, the Joint Programme started the first year of its second phase by preparing itself to effectively contribute to the new aid coordination architecture. At the programmatic level, JPLG activities are therefore aligned with PSG 4 and PSG 5 and the joint programme has recognized the need to assess how it can adjust its internal governance system to respond to the Somalia Development and Reconstruction Facility (SDRF) and the Somalia UN MPTF, while maintaining, as a local governance programme, it’s planning and decision making processes within the regions. Hence, discussions started on the integration of the JPLG into the newly established Somalia UN MPTF that will be supporting the SDRF provided that JPLG will maintain a separate ledger account, its current governance structure and donor funds will remain earmarked for JPLG as per the agreement among UN participating agencies and JPLG donors. However, the SDRF Steering Committee, which was launched in Mogadishu in October, last year, would need a briefing on this arrangement in order to avoid any controversial decisions by the Committee in Mogadishu. On the legislative front, in July 2013, the Federal Parliament passed the Regional and District Administration Law which provides the basis for the establishment of new districts and regional administrations to replace the current interim administrations in the South Central region. The passing of the law offered opportunities for the formation of legitimate local councils, as well as for the
