There is strong evidence of results on policy and service delivery outcomes. Results on capacity building appear mixed. JPLG needs to continue to improve on reporting so that the positive reality in the field is also reflected on paper”- Joint Donor Monitoring Mission, February 2014. In 2013 ILO, UNCDF, UNDP, UN-HABITAT, and UNICEF jointly started the second phase implementation of the Joint Programme on Local Governance and Decentralized Service Delivery. As recommended by the ProDoc, the second phase of JPLG focuses, amongst other areas, on: - formulation of decentralization policies and the institutionalization of the local governance systems and tools that were developed in the first phase of the programme. The second phase also aims at developing and piloting Service Delivery Models (SDM’s) in a number of sectors and enhancing the capacities of districts and the private sector for Local Economic Development and PPPs. In support of the Federal Government and considering the improving situation in southern and central region of Somalia, JPLG will also expand activities (light approach) and work in newly recovered areas together with other governance, capacity development and stabilization programmes. In line with the New Deal and the Compact for Somalia adopted in September 2013, the Joint Programme started the first year of its second phase by preparing itself to effectively contribute to the new aid coordination architecture. At the programmatic level, JPLG activities are therefore aligned with PSG 4 and PSG 5 and the joint programme has recognized the need to assess how it can adjust its internal governance system to respond to the Somalia Development and Reconstruction Facility (SDRF) and the Somalia UN MPTF, while maintaining, as a local governance programme, it’s planning and decision making processes within the regions. Hence, discussions started on the integration of the JPLG into the newly established Somalia UN MPTF that will be supporting the SDRF provided that JPLG will maintain a separate ledger account, its current governance structure and donor funds will remain earmarked for JPLG as per the agreement among UN participating agencies and JPLG donors. However, the SDRF Steering Committee, which was launched in Mogadishu in October, last year, would need a briefing on this arrangement in order to avoid any controversial decisions by the Committee in Mogadishu. On the legislative front, in July 2013, the Federal Parliament passed the Regional and District Administration Law which provides the basis for the establishment of new districts and regional administrations to replace the current interim administrations in the South Central region.     GALMUDUG STATE IDP CAMPS RAPID WASH ASSESSMENT REPORT Host community in Qaradhi village, Adado District fetching water from stagnant pool of water in the water source. 5TH – 9TH MAY 2018 Galmudug State Rapid WASH Assessment Report (@2018, CPD) 1 INTRODUCTION AND BACKGROUND Through the WASH Cluster, CPD as the lead agency organized rapid WASH assessment with SCI, IRC, SSWC and the regional Local Authority (Galmudug Disaster Management Agency) between 5th to 9th May 2018 in Galmudug State. Following the recent floods in Somalia, a number of IDPs were affected and displaced which were at risk to poor hygiene and sanitation if not intervened timely. The assessment was planned after extensive discussion with the WASH cluster partners through the regional WASH cluster meeting held on 29th April 2018 at CPD hall in Adado District. This assessment would not have been possible without the generous support of the WASH partner organizations mentioned above who supported questionnaire data collection in Abudwak, Adado and Dhusamareb Districts of Galmudug State, Somalia. The GU seasonal rain started with heavy rains flooding most in middle and lower shabelle but it has not spared the IDPs in Galmudug State affecting 3,315 Households in Abudwak, Adado and Dhusamareb District IDP Camps as well. These people affected by the floods are mostly the IDPs and some Host communities’ homestead leaving stagnant around their homes and leaving massive flood around their water sources leaving stagnant water in all the area and destroying latrines and the IDPs temporary shelters. The Assessment was carried out in 24 different IDP camps in Abudwak, Adado and Dhusamareb District IDP Camps, Galmudug State.

    Situation report for acute watery diarrhoea/ cholera Epidemiological week 15 (10 – 16 April 2017) Cumulative key figures Highlights 10 – 16 April 2017 A total of 2,984 AWD/ cholera cases and 34 deaths (CFR– 1.1%) were reported during week 15 (10 – 16 April 2017) in 50 2,984 new cases in week 15 districts in 13 regions. Of these, 175 cases were reported from Iidale village(in-accessible) district Baidoa in Bay region, which 34 deaths (CFR–1.1%) in week 15 represents 5.9% of the total cases. There is a slight decrease in the number of new AWD/ cholera 51.9 % cases females cases and deaths reported – 2984 cases/ 34 deaths were 33.4% of cases are children under 5 recorded in week 15 compared to 3128 cases/ 32 deaths in years of age week 14. 50 districts reported AWD/ cholera New locations that have reported new AWD/ cholera cases cases and deaths are: Busul Village, Mintane, Saydhalow and Landanbal Village Baidoa district in Bay region, Abudwak Galinsor Village, Addado district Guriel Village, Dusmareb 28,408 cumulative cases since week 1 district in Galgadud region and Bulomarer Village district Kurtunwarey in Lower Shebelle region. OPERATIONAL CONTEXT The onset of the Gu seasonal rains in late April has caused riverine and flash flooding in many areas of Somalia and affected more than 200,000 persons including damage or loss of homes, schools, small businesses, boreholes and livestock. It is expected that the Gu season (April-June) will impact Somalia at similar levels to the Deyr rains of 2019 when more than 400,000 persons were displaced. With 2.6 million internally displaced persons Somalia has the fourth largest IDP population in the world and second largest in Africa. NEEDS AND GAPS Decongestion: Flooding increases congestion especially for those who are displaced. High density sites and communities and lack of household items are key factors for transmission of COVID 19. Decongestion through expansion of sites, rearranging shelters, provision of emergency shelter and household items can help reduce the risk of transmission and will certainly improve the living conditions. Shelter and NFI: Assuming that half of the projected 400,000 individuals (80 per cent of affected) will need both NFI kits (consisting of emergency items such as blankets, jerry cans, plastic sheets and more) and emergency shelter, and the remaining half will need either shelter or NFI kits, a total of 50,000 NFI kits and 50,000 shelter kits will be required.

    Commentary on Somaliland’s Budget 2010 On 27/04/2010, Somaliland Finance Minister, Mr. Hussein Ali Dualeh unveiled his last budget to the House of Representatives for approval. On 10/05/2010, The House of Representative approved budget 2010 ($61 million) I must admit that $61 m is not much and even a triple of this amount would not have been enough to satisfy all our society’s wants and desires. This is not the point. Economics teaches us that we cannot have all we want of everything we want because our wants exceed our available resources. Unlimited wants competing for limited resources create the basic economic problem of scarcity. However, the point is that the scarcity forces choice and we as a society faced with the problem of not having enough resources ($61 m) to provide for all wants and desires have to make choices about how to allocate our scarce resources in an attempt to satisfy our unlimited wants. This budget reflects the choices and priorities that our government has made. While it is true that a budget statement is essentially a list of projections, it is also very true that it is a vital economic policy instrument which reflects the choices and priorities the government has made to realise the country’s social and economic agenda. Few will disagree that in economics and politics great intentions do not always lead to great results, and for that reason it behooves on citizens to be forceful in their duty of pointing out the priorities our government has made. That is why I would like to write this general commentary on Somaliland’s Budget 2010 as objectively as I can with the limited information available to me.

In Mudug, the partners have agreed to select primary partners for each district in Mudug. Cesvi has been selected to be the primary partner for Galkayo, while IMC is the secondary partner and SAF-UK/FERO/SDRO will be third partners. Mercy USA will be primary partner for Hobyo district, while DEH will be secondary partner and SDRO the third partner. SAF-UK will be primary partner for Jariban district and SDRO will be the secondary partner. DEH will be the primary partner for Xarardheere while SRC will be the secondary and RAWA will be the third.
