COVID-19 Response Monthly Report: Redirection Funding IMPACT (Improving Market Partnerships and Access to Commodities Together): April 2021 Overview of COVID-19 Activities In May 2020, USAID has approved $ 610,300 from Y2 IMPACT workplan as redirected funding to support the MOPH to fight against the COVID-19 for six months (May to October 2020). At the end of October 2020, a remaining balance of $280,069 was not fully spent. On January 27th, IMPACT has received a new approval from USAID to use $155,695 from this balance to continue to support the MOPH on its COVID-19 interventions. The purpose of this funding is to (i) help the GOM to purchase and transport health and expendable commodities (infection prevention products) from the central level to districts and communes (ii) sensitize Malagasy people in the eight most affected regions of COVID-19, including Boeny, Analanjirofo, Haute Matsiatra, Vatovavy Fitovinany, Amoron'i Mania, Vakinankaratra, Menabe, and Atsimo Andrefana. Diana, Atsinanana, Sava and Sofia regions have been added as their new cases have increased during this period. In addition, USAID has approved that IMPACT uses the remaining balance of the redirected funding up to $125,000 to support the MOPH on COVID-19 interventions specifically at regional and districts levels. Main Achievements with detailed results Support the hospitals treating positive cases (CHRR, CHU) by transporting supplies & expendable equipment • IMPACT donated supplies expendable equipment of 50 bottles/1L of disinfectant, 100 bottles/500ml of liquid soap, etc…) to 5 regional hospitals: CHRD Antsohihy (Sofia), CHU Tambohobe (Haute Matsiatra), CHU Morafeno, CHU Analankininina (Atsinanana), and CHRR Fenerive-Est (Analanjiorofo). Details of the donation are provided in Annex 1 A. Transportation/Support the DRSP and SDSP by providing supplies and expendable equipment • IMPACT purchased and donated to DRSP of Diana, Sava, Melaky, Atsimo Andrefana, Boeny, Haute Matsiatra, and Menabe the following items: 159 bottles of hydroalcoholic gels 500ml, 560 bottles of bleach 1L, etc… Details per region are provided in Annex 1 B. • IMPACT has supported the MOPH to transport health commodities and expendable equipment: 120 oxygen cylinders, 2,400 surgical masks, 40 bags of Hypochlorite HTH, etc. from DRSP Vakinankaratra to SDSP Mandoto and SDSP Ambatolampy, and from DRSP Diana to SDSP Ambanja, SDSP Ambilobe, and SDSP NosyBe (details per SDSP are provided in Annex 2). • IMPACT has financially supported the transportation of Polymerase Chain Reaction (PCR) specimens from Haute Matsiatra (#130) and Amoron’i Mania (#183) to DVSSER- Antananarivo, and GeneXpert specimen from Antsiranana II (#39) to “Laboratoire de Référence Régional” of Antsiranana I. • IMPACT has provided 54 liters of fuel to perform the contact and suspected cases tracing in Antsiranana I and II districts following the request by the DRSP of Diana. The tracing contact consists to search all potential contact of person who are tested positive to COVID-19 by conducting home visits and providing se counseling, medical consultation and perform a COVID-19 PCR test. • IMPACT has provided 222 liters of fuel to the DRSP of Atsinanana to conduct sensitizations and awareness on COVID-19 prevention (wearing mask, washing hands, social distancing, etc.) by using mobile sound systems in Toamasina II district. Periodic disinfection of IMPACT central and regional offices including warehouses • Disinfection of PSI offices, warehouses, and vehicles in Diana, Sava, Melaky, Vakinankaratra, Sofia, Boeny, Haute Matsiatra, Vatovavy Fito Vinany, Atsinanana, Menabe and Atsimo Andrefana was conducted once per week by external providers. Details per region are provided in Annex 3. Protect IMPACT Team and CHVs, PA and PARCs against COVID-19 by distributing expendables and equipment • IMPACT/USAID procured and ensured the transportation of expendable products (4,840 pieces of soap, 4,272 face mask, 2,078 small bottles of disinfection liquid, and 3,040 bottles of Javel water) from regional warehouses to PARC (Ankavandra) and 825 PA in 13 USAID-supported regions and three targeted districts through cCD interventions (Farafangana, Vangaindrano, and Bekily). For the 13 USAID-supported regions: • IMPACT/USAID procured and distributed 4,802 protective washable masks to the IMPACT central and regional staff. • IMPACT/USAID equipped 11 offices/warehouses with 15 automatic gel dispenser, sanitizing foot mats, and handwashing consumable (hydroalcoholic gels, spray disinfectant, etc…). Support communication awareness 1 • IMPACT attended and provided technical support during two virtual meetings organized by the CCRCE led by MOPH through their department DIRCOM and DPS at the central level on April 20th and 27th where a draft communication plan for the COVID-19 second wave was presented by the DPS and reviewed. The prioritized activities agreed by the CCRCE were developing guidelines for media (TV, radio journalists and bloggers on Facebook), developing and printing posters, updating/creating radio and TV spots. • IMPACT conducted 101 sensitizations and social mobilization (using mobile sound systems) focused on barrier gestures (wearing a mask, social distancing, and frequent washing hands) to COVID-19 prevention using mobile sound systems in the district of Antsiranana I, Toamasina I, Ifanadiana, Mananjary, Morombe,Toliara II and Sakaraha where more than 34,000 people were reached. • IMPACT sent one SMS message on COVID-19 prevention relating to barrier gestures to 54 PARC, 429 PA, 4,192 CHVs, and 71 PHA-G-Dis on April 29th by reaching 4,746 people in the 13 USAID-supported regions. • IMPACT donated Internet connection and airtime to the DRSP of Diana, Analanjirofo and Atsinanana. Details provided in Annex 4. Planned activities for next month: • Provide financial support to the MOPH to transport COVID-19 vaccines from the districts to the health facilities (CSBs) • Continue to donate PPE and expendable equipment to the DRSP in all the 13 USAID-supported regions. • Continue to support the MOPH to transport COVID-19 expendable equipment and supplies from central to regions and districts level. • Continue to support the region and districts to transport PCR and GeneXpert specimens to DVSSER-Antananarivo. • Ensure a regular disinfection of PSI/IMPACT offices, warehouses, and vehicles on a weekly basis. • Continue to participate and provide technical assistance at the meetings organized by the CCRCE through the DIRCOM and DPS. • Through the Field communication team, continue to organize social mobilization on the COVID-19 prevention by using mobile sound systems.
