    Eifel Initiative for the Future, Germany Urban-rural linkages enhancing European territorial competitiveness - Mini case study on business clusters Short description of the setting The Eifel region is a low mountain range in western Germany, bounded on the north, east, and south by the rivers and vineyards of the Ahr, Rhine, and Moselle, and by the forest of the Ardennes of Belgium and Luxembourg in the west. It covers an area of nearly 700.000 ha total, comprising 10 districts in two German Federal States (three districts in North Rhine-Westphalia and seven in Rhineland-Palatinate). All in all, the Eifel region gives home to about 900.000 inhabitants in 53 cities and towns. Amidst the cities of Aachen, Koblenz and Trier which mark the borders of Eifel, the region is rather lacking in infrastructure, with few industrial clusters, but mining, agriculture, viniculture, forestry and dairy farming predominating, and tourism as a growing sector. Savage beauty was and is one of the features of Eifel, and since 2004 about 110 km² of the Eifel have been protected as the nature reserve “Eifel National Park”. We argue that access to urban demand was the dominant factor explaining the gradient of agricultural productivity as had been suggested much earlier theoretically by von Thünen (1826) and empirically by Engel (1867). Subsequent forecasts also indicated a high risk of flooding for the Meuse River basin, affecting Belgium. The magnitude of the floods forecasted for the Rhine River basin increased significantly in this period. The first EFAS notifications were sent to the relevant national authorities starting on 10 July and, with the continuously updated forecasts, more than 25 notifications were sent for specific regions of the Rhine and Meuse River basins in the following days until 14 July.     JAN MATTHIAS KLEIN Mosel, Germany Staffelter Hof first appears in texts from in 862 AD. At almost 1,200 years old, it is one of the oldest companies of any kind in the world. The vineyard holdings span 11.5ha (10.2ha planted) of diverse vineyards such as Paradies, Kirchlay, Letterlay, Steffensberg, and as far south as the Dhroner Hofberg. The winery itself is located in Kröv, a village in the heart of the middle Mosel on a sweeping 180⁰ curve of the river between the old, quiet winemaking villages of Wolf and Kinheim. This is not a hotbed of avant-garde creativity. Yet Jan Matthias Klein, a 7th generation winemaker at this estate, is doing something extraordinary here, crafting naturweine the likes of which have rarely been seen in the history of the Mosel.
