Foreword Transport sector under the Infrastructure and Environment Operational Program (IE OP) has benefited from the largest pool of financial resources available under the Program (Priority Axes VI- VIII). The aim was to improve the investment attractiveness of Poland and its regions through the development of technical infrastructure while protecting and improving the environment, health, preserving cultural identity and developing territorial cohesion. The growing role of infrastructure investments - both in the context of building Poland’s international competitiveness and the amount of EU support directed to this industry in 2007 - 2013 - necessitates an assessment of effectiveness thereof and therefore of the long-term impact of projects, which should be based on actual experiences from previously implemented investments. As part of the study, the effectiveness and complementarity of transport projects were summarized and their usefulness was examined through the prism of transport specific objectives recorded in the program documents and 2007-2013 strategic perspectives (mainly IE OP and NSRF) The effects of the expansion of the transport network can be seen both in terms of demand (usually short-term, occurring during the investment process), as well as in terms of supply (usually long-term). -

Sviatets ADAPTATION OF INTERNATIONAL EXPERIENCE OF FINANCIAL SUPPORT TO ROAD INDUSTRY ENTERPRISES TO THE NATIONAL PRACTICE ON THE EXAMPLE OF POLAND В статті розглянуто питання фінансового забезпечення автодорожньої галузі Польщі та адаптації польського досвіду до вітчизняної практики. Подано характеристику і сучасний стан мережі автомобільних доріг в Польщі. Проаналізовано основні шляхи та джерела фінансового забезпечення автодорожньої галузі, описано сутність та механізм функціонування Державного Дорожнього Фонду Польщі, зокрема, подано джерела формування Фонду. Крім того, розглянуто реалізацію наступних напрямів втручання в області інфраструктури та шляхи правильного функціонування автомобільного транспорту в сучасній мережі інфраструктури Польщі. Проаналізовано заходи з будівництва або реконструкції автомобільних доріг та швидкісних доріг, на які були виділені кошти Європейського Союзу та фінансові кошти, які були виділені на автодорожню галузь та безпеку дорожнього руху згідно Стратегії розвитку транспорту до 2020 року (з перспективою до 2030 року). Визначено, що одним з джерел формування Державного Дорожнього Фонду є стягування оплат за проїзд дорогами в Польщі. Подано карту місць стягування оплат за проїзд платними автомобільними дорогами з використанням електронної системи стягування дорожніх зборів ViaToll. Подано характеристику класів доріг та чинників впливу на розмір ставок. Представлено розміри ставок в залежності від класу доріг або їх ділянок, на яких стягується електронна оплата. Щодо співпраці України та Польщі всфері автодорожньої галузі, то розглянуто угоду, згідно якої Польща надала кредит Україні на розвиток та ремонт мережі автомобільних доріг на прикордонних ділянках. Визначено, що співпраця між Україною та Польщею дасть змогу розвинути автодорожню галузь України в майбутньому. БЪЛГАРСКА АКАДЕМИЯ НА НАУКИТЕ • BULGARIAN ACADEMY OF SCIENCES ПРОБЛЕМИ НА ГЕОГРАФИЯТА • 3–4 • PROBLEMS OF GEOGRAPHY София • 2013 • Sofia TRANSPORT ACCESSIBILITY IN EASTERN POLAND Tomasz Komornicki, Piotr Rosik, Marcin Stępniak The purpose of the paper is to assess the current accessibility in the macro-re- gional and provincial setting of Eastern Poland and the simulation of changes, which may take place owing to the realisation of the large-scale investment programs. The indicator of potential accessibility was used. The analyses and simulations confirmed that there is a need to improve the accessibility of the area, first of all through con- struction of transport routes of high speed, linking main centres of Eastern Poland with Warsaw, Cracow and Gdansk. Improvement of accessibility within the area of Eastern Poland may be realised also by implementation of investment projects lo- cated in other regions, and in particular – in central Poland. INTRODUCTION Eastern Poland is a macroregion, which is situated peripherally both on the na- tional and on the European scales. The provinces, which compose the macroregion, belong among the poorest areas in the European Union. In this context, develop- ment of transport infrastructure is being mentioned as one of basic instruments of the regional and spatial policy, which may accelerate the development of the area and diminish the negative consequences of its peripherally. The effectiveness of invest- ment projects is increasingly frequently assessed in the perspective of changes in spatial accessibility. -

Shanghai is China’s most thriving economic center, with GDP per capita climbing to US$20,398 by the end of 2018. Shanghai is a pioneer in China’s reform and opening- up, as well as innovation. A total of 670 multinational enterprises have set up regional headquarters in the city, and 441 foreign- invested R&D centers have also been established here. Shanghai is one of the world’s financial centers with its financial markets generating a total transaction volume of 1,645.78 trillion yuan and trading volumes of several products ranked top among global markets. An RMB products center, which matches the currency’s international status, has taken form in the city. Shanghai is an important shipping center, handling 730.4794 million tons of goods in 2018. On top of that, its international container volume reached 42.0102 million TEUs, the highest in the world for nine straight years. When it comes to the number of cruise ship passengers, the city ranked fourth in the world. Some 771,600 flights were processed at Shanghai Pudong and Hongqiao international airports, reaching 117.6343 million inbound and outbound trips. -
