Introduction 1.1 Background and Purpose In May 2006, the SWRCB adopted Order No. 2006-0003, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WDR). Order No. 2006-0003 was superseded by Order No. 2008-0002-EXEC on February 2008. Monitoring and Reporting Requirements were updated on September 9, 2013 through Order No. 2013-0058-EXEC. All federal and state agencies, municipalities, counties, districts, and other public entities that own or operate sanitary sewer systems greater than one mile in length and that collect and/or convey untreated or partially treated wastewater to a publicly owned treatment facility in the State of California are required to comply with the terms of this Order. The principal requirement of the WDR is for each system owner to develop and implement a system-specific Sewer System Management Plan (SSMP). One element of the SSMP requirements is an Overflow Emergency Response
