    Sai Kung District Council District Facilities Management Committee Committee Paper for 14.7.2020 SKDC(DFMC) Paper No. 70/20 (Revised) Report on the Management of Recreation and Sports Facilities in Sai Kung District in May and June 2020 by the Leisure and Cultural Services Department Purpose This paper briefs Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in Sai Kung District in May and June 2020. Background 2. To give Members a better understanding of the services provided by the LCSD, the LCSD makes regular submissions on the management and the usage of recreation and sports facilities in Sai Kung District. Management of Recreation and Sports Facilities 3. In view of the alleviation of COVID-19 recently, the LCSD had reopened the facilities in phases from 6 May 2020 onwards for public use. Details of the usage of recreation and sports facilities in Sai Kung District in May and June 2020 are tabulated in Annex I. 4. The major services provided by the LCSD’s contractors in Sai Kung District are cleansing, horticultural maintenance and security guard services and their performances were satisfactory. The LCSD carries out regular inspections to monitor the work and performance of the contractors. Improvement Projects 5. Please refer to Annex II for information on facility improvement project conducted in Sai Kung District in May and June 2020. 6. TY Leung 梁德楊 Setting Four Hong Kong Hospital Authority Departments of Obstetrics and Gynaecology and a central university-based laboratory for maternal serum processing and risk determination. Participants Women were offered either a first-trimester combined test (nuchal translucency, free beta human chorionic gonadotropin, and pregnancy-associated plasma protein-A) or nuchal- translucency-only test, or a second-trimester double test (alpha-fetoprotein and total human chorionic gonadotropin) for detection of Down syndrome according to their gestational age. Those with a trisomy 21 term risk of 1:250 or higher were offered a diagnostic test. Results A total of 16 205 pregnancies were screened of which 13 331 (82.3%) had a first-trimester combined test, 125 (0.8%) had a nuchal-translucency test only, and 2749 (17.0%) had a second- trimester double test. There were 38 pregnancies affected by Down syndrome. The first-trimester screening tests had a 91.2% (31/34) detection rate with a screen-positive rate of 5.1% (690/13 Key words 456). The second-trimester test had a 100% (4/4) detection rate Down syndrome; First trimester with a screen-positive rate of 6.3% (172/2749).     Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall.

    Chapter 7: Healthcare in Hong Kong The Hong Kong Hospital Authority The Hong Kong Hospital Authority (HA) is responsible for managing all local public hospitals in Hong Kong. Staff of the HA can communicate in Chinese (mainly the Cantonese dialect) and / or English. If interpretation is needed for other languages, the HA will use reasonable endeavours to arrange for patients free interpretation services provided by third parties / consulates. Information about the HA, including the contact details of public hospitals, can be found on its website at www.ha.org.hk.Information on Accident and Emergency Departments and General Out-patient Clinics is also available in eight other languages, namely Bahasa Indonesian, Hindi, Nepali, Punjabi (Indian), Punjabi (Pakistani), Tagalog, Thai, Urdu on the website. Accident & Emergency services The Accident & Emergency (A&E) services are provided at 18 public hospitals under the HA. They deliver a high standard of service for critically ill or injured persons who need urgent medical attention. They also provide medical support for victims of disasters. To ensure that patients with more serious conditions are accorded higher priority in medical treatment, the HA adopts a triage system which classifies patients attending the A&E Departments into five categories according to their clinical conditions: critical, emergency, urgent, semi-urgent or non-urgent. Patients who do not require emergency attendance should seek medical treatment in public or private clinics.
