Sai Kung District Council District Facilities Management Committee Committee Paper for 14.7.2020 SKDC(DFMC) Paper No. 70/20 (Revised) Report on the Management of Recreation and Sports Facilities in Sai Kung District in May and June 2020 by the Leisure and Cultural Services Department Purpose This paper briefs Members on the management of recreation and sports facilities by the Leisure and Cultural Services Department (LCSD) in Sai Kung District in May and June 2020. Background 2. To give Members a better understanding of the services provided by the LCSD, the LCSD makes regular submissions on the management and the usage of recreation and sports facilities in Sai Kung District. Management of Recreation and Sports Facilities 3. In view of the alleviation of COVID-19 recently, the LCSD had reopened the facilities in phases from 6 May 2020 onwards for public use. Details of the usage of recreation and sports facilities in Sai Kung District in May and June 2020 are tabulated in Annex I. 4. The major services provided by the LCSD’s contractors in Sai Kung District are cleansing, horticultural maintenance and security guard services and their performances were satisfactory. The LCSD carries out regular inspections to monitor the work and performance of the contractors. Improvement Projects 5. Please refer to Annex II for information on facility improvement project conducted in Sai Kung District in May and June 2020. 6. The maintenance contractor of Tiu Keng Leng Sports Centre accidentally damaged a fire services sprinkler head when undergoing routine maintenance of lighting fittings in the arena in December last year. As a result, the oak flooring - 1 - surface was later found disfigured by soaking water causing uneven levelling. After inspection by the floor maintenance contractor, the floor has to be re-sanded in order to suit for sports use. For the safety of users, the arena will be closed from 20 July for two-months’ re-sanding works until late September 2020. Greening Project 7. The LCSD planted 29 trees and 6 200 shrubs in May and June 2020 to beautify the environment and the details are tabulated in Annex III. 8. In addition, the LCSD removed a total of 7 trees during the period. Those trees had been infected by pests and diseases or damaged by beset with structural problems. Despite intensive care and maintenance provided by the LCSD, the health condition of the trees continued to deteriorate and showed no signs of recovery. As there were no other viable remedial options, the LCSD had to remove the trees to ensure public safety. The LCSD will consider replanting suitable trees according to circumstances. The details of the felled trees are tabulated in Annex IV. Naming of New Leisure Venue 9. The open space near the pavilion at Wo Mei in Sai Kung is currently managed by the Sai Kung District Office (SKDO). The Works Section of SKDO will install new elderly fitness equipment and children play equipment covering an area of 95.5m2 at part of the open space this year under the approved District Minor Works project (SK-DMW367). The works will commence in the 3rd quarter of 2020 and is expected to be completed in the 4th quarter of the same year. Upon completion of the works, the LCSD will take over the management of the venue. 10. In accordance with the LCSD’s guidelines on “Naming of Leisure Facilities”, the name of the site will be made with reference to the location and the types of facilities. The LCSD therefore proposes to name the venue as “Wo Mei Playground” and to designate it as a totally non-smoking venue. Presentation 11. This paper is presented for Members’ reference at the meeting of the District Facilities Management Committee of the Sai Kung District Council scheduled for 14 July 2020.
