Es con estas miradas que el presente libro analiza el fenómeno de las migraciones, una realidad mundial que se particulariza en algunos aspectos locales asociados a las costumbres, grupos armados y formas de vida particular, pero que también muestra generalizaciones en problemas como la violación de derechos humanos, el dolor del desarraigo, la violencia de género y las luchas por subsistir en medio de las dificultades de la adaptación. El grupo de investigación altos estudios de frontera ha venido generando sucesivas investigaciones que permiten comprender aspectos particulares del fenómeno migratorio como perfil migrante, situaciones familiares, duelos, transformaciones familiares y sucesos negativos y positivos que le permiten entregar esta publicación que recoge una visión teórica y vivencial de que enriquece la intervención con población local y migrante a fin de promover elementos de resiliencia, emprenderismo y abordaje legal a un fenómeno de magnitudes globales, por ello convergen en el presente libro aspectos de la migración y adaptación en otros países . OrcidID: https://orcid.org/0000-0003-2627-159X Prólogo Este texto, presenta la complejidad social de algunos territorios de América Latina, con énfasis en Colombia, Venezuela y México, aunque no se limita a ellos. La violencia -tanto estructural como interpersonal- y la migración aparecen como constantes de la vida fronteriza. Aunque también se abordan las violencias, la violación a los derechos humanos, la impunidad y la migración fuera de las franjas fronterizas de los territorios. Los artículos que integran este libro, están escritos desde distintas miradas. Dependiendo de la adscripción epistémica de los autores, se hacen nítidas las improntas disciplinares que ponen el acento en lo singular o en lo estructural, en la defensa de los derechos humanos y sociales, en los análisis del contexto o del régimen de bienestar. Se trata entonces, de una obra en la que confluyen los análisis de abogados, antropólogas, trabajadoras sociales, educadoras, administradores y contadores públicos. Lo que permite comprender a la violencia, la migración, la violación a los derechos humanos y la impunidad desde ángulos y posiciones que muestran la fineza de su expresión singular, pero también las condiciones estructurales y contextuales que les determinan y les explican. Si bien el título del libro resalta la migración como eje nodal, no es posible abstraerse de la presencia de la violencia en el estudio de dicho fenómeno. A menudo forma parte de las complejas realidades que impulsan el deseo de cambiar de lugar de residencia, pero también, es una compañera de viaje indeseable durante ese proceso. De los siete capítulos que integran este texto, seis de ellos presentan realidades atravesadas por la violencia. En algunos casos la violencia aparece de manera central y en otros se expresa de manera tangencial e intersectada con procesos migratorios. En el primer capítulo se analiza la violencia interpersonal en Venezuela, expresada en delitos (linchamientos, saqueos, robos, presencia de grupos armados organizados y represión de la protesta por parte del Estado) como parte de la crisis socio económica y política que atraviesa dicho país, concluyéndose que esa violencia interpersonal está articulada a la violencia 8 Prólogo sistémica que se expresa en impunidad, corrupción, cohecho y violación de los derechos humanos. Este trabajo lexicográfico y lexicológico recoge y analiza dichas voces, tales como majunche, pupitrazo, boliburgués. Cada entrada lexicográfica presenta una definición, alguna precisión etimológica, una marca gramatical, una marca sociolingüística, un ejemplo de uso, y alguna nota lexicográfica. Los datos han sido recopilados de distintas fuentes, particularmente de sitios web, y validados por hablantes del país. La investigación concluye con la importancia de recoger las distintas expresiones lingüísticas de esta coyuntura como una forma de consignar una realidad que reclama ser comprendida y atendida.

Sullivan Specialist in Latin American Affairs January 23, 2017 Congressional Research Service 7-5700 www.crs.gov R43239 Venezuela: Issues for Congress, 2013-2016 Summary Although historically the United States had close relations with Venezuela, a major oil supplier, friction in bilateral relations increased under the leftist, populist government of President Hugo Chávez (1999-2013), who died in 2013 after battling cancer. After Chávez’s death, Venezuela held presidential elections in which acting President Nicolás Maduro narrowly defeated Henrique Capriles of the opposition Democratic Unity Roundtable (MUD), with the opposition alleging significant irregularities. In 2014, the Maduro government violently suppressed protests and imprisoned a major opposition figure, Leopoldo López, along with others. In December 2015, the MUD initially won a two-thirds supermajority in National Assembly elections, a major defeat for the ruling United Socialist Party of Venezuela (PSUV). The Maduro government subsequently thwarted the legislature’s power by preventing three MUD representatives from taking office (denying the opposition a supermajority) and using the Supreme Court to block bills approved by the legislature. For much of 2016, opposition efforts were focused on recalling President Maduro through a national referendum, but the government slowed down the referendum process and suspended it indefinitely in October. After an appeal by Pope Francis, the government and most of the opposition (with the exception of Leopoldo López’s Popular Will party) agreed to talks mediated by the Vatican along with the former presidents of the Dominican Republic, Spain, and Panama and the head of the Union of South American Nations.

In December 2018, inflation stood at 2,500,000%, and this is expected to keep increasing. This is characterised by the erosion of democratic institutions and growing civil discontent.     AT A GLANCE Continuing political crisis in Venezuela One year after Juan Guaidó's self-proclamation as interim President of Venezuela, the political crisis affecting the country is far from over, as shown by the government's latest failed attempt to neutralise the opposition forces in the National Assembly. The legislative election announced by Nicolas Maduro for 2020 will not improve the country's political situation unless it is accompanied by a free and fair presidential election. The government tries to control the National Assembly On 5 January 2020, when the National Assembly was due to elect its President for the last year of the current legislature, members of the National Guard prevented opposition MPs, including Juan Guaidó, from entering the Legislative Palace. In the session, held without the required quorum and ridden with irregularities, MPs loyal to the government elected Luis Parra, a former member of the Primero Justicia (Justice First) opposition party who had been expelled for alleged corruption and later became an ally of Maduro. To counter this 'parliamentary coup,' the opposition MPs held a parallel session in the premises of the El Nacional newspaper, where they re-elected Guaidó by a wide margin – 100 MPs out of the 167 that make up the National Assembly. The Maduro government, despite having its tactics clearly exposed to the public through the live media coverage, immediately recognised Parra. However, the parliamentary coup was strongly condemned by the United States – which imposed sanctions on Parra and six other politicians, the Organisation of American States (OAS), the Lima Group, the International Contact Group (ICG), and the EU.

BOLIVARIAN CONFLICT OVERVIEW Against the backdrop of the “single largest economic collapse outside of war in at least 45 years,” two men, Nicolàs Maduro and Juan Guadidò, are vying for the presidency of Venezuela. Maduro, who has served as president of Venezuela since 2013, was hand-selected by his nationally beloved yet controversial predecessor, Hugo Chàvez. Maduro won the 2018 Presidential elections in a landslide, although many have called these elections “a sham” and Maduro an illegitimate leader. In response, the National Assembly, largely controlled by the opposition party, invoked the constitution, declared the presidency vacant, and in January appointed Guadidò as interim President. Since then, Venezuela has seen near constant political turmoil, been embroiled in both peaceful and violent protests, and faced crippling economic sanctions from nations such as the United States. This political crisis has deepened the already critical humanitarian and economic crisis in Venezuela, leading to a decrease in the national GDP by 62% since 2013 and triggering a mass exodus of as many as 3.4 million people from the nation.
