INTRODUCTION 1.1 Objectives The objective of this capstone design project is to provide professional training to final year students to work on civil engineering projects through synergistic teamwork within a realistic working environment. Students are required to participate in the conceptual formulation of general arrangement, foundation and structural schemes, appraisal of the schemes and construction sequence, as well as traffic impact assessment, environmental impact assessment, and drainage impact assessment where appropriate, followed by preliminary design, preparation of drawings/figures, preliminary cost estimation for the selected scheme in the first semester and also preparation of drawings and calculations for detailed design in the second semester. 1.2 Project Schedule The schedule of the design project is set out in Table 1 below. The report on feasibility study and preliminary design or the report on detailed design is assessed together with posters by staff tutors and moderators and progress meetings by industrial tutors in the same semester. It is also used for mark adjustment of the report in the same period among various groups working on the same project. The assessment results of various reports posted on Moodle are therefore tentative only and subject to subsequent adjustments. b. Peer review is used for possible adjustment of individual marks among group members at the discretion of staff tutor and moderator for report on feasibility study and preliminary design or detailed design. c. Students are required to attend regular progress meetings to report their progress and to consult the industrial tutors and staff tutors/moderators for advice. PROJECT DESCRIPTION 2.1 Background As time evolves, Kowloon East has transformed into a core business district. Scores of new office buildings have gone up on sites previously occupied by industrial buildings and more are coming. The new developments generate a surge in pedestrian flow during peak hours. At present, passengers leaving MTR Ngau Tau Kok Station have to walk down Lai Yip Street and cross multiple streets before they can reach the office buildings alongside the waterfront at Hoi Bun Road. On rainy days, this journey in open air can be quite unpleasant. The Energizing Kowloon East Office (EKEO) has commissioned a study to look at improvement of pedestrian environment in Kwun Tong Business Area (KTBA). The study confirms that Lai Yip Street, which connects Hoi Bun Road to the south and MTR Ngau Tau Kok Station to the north, is one of the major pedestrian corridors in KTBA. Medium-term proposals have been formulated but they are largely confined to minor improvements to the existing pavement and at-grade pedestrian crossings along Lai Yip Street, as shown in Appendix A. Executive summary of the above study can be downloaded at: https://www.ekeo.gov.hk/walkablekwuntong/file/KTBA_ES_(Eng)-final.pdf 2.2 Proposed Development As a long-term solution, it is proposed to construct a weatherproof grade-separated pedestrian corridor connecting MTR Ngau Tau Kok Station and Kwun Tong Promenade (the Corridor). Details are as follows: a. The Corridor may be made up of footbridges, subways and/or similar structures. Example of a typical footbridge is provided in Appendix B for reference. Escalators and/or elevators shall be provided wherever possible to facilitate the users. b. The Corridor shall link up the existing subway connecting MTR Ngau Tau Kok Station and Kwun Tong Promenade. c. The Corridor shall allow users to enter from or leave for Wai Yip Street and Hoi Bun Road. d. Construction of the Corridor is scheduled for commencement after 2025, by which time the medium-term proposals as shown in Appendix A will have been put in place. e. Design of the Corridor shall take into account a future Environmentally Friendly Linkage System for Kowloon East outlined in LC Paper No. CB(1)447/20-21(05). According to the above paper, travellators are proposed to be built along Wai Yip Street connecting Kowloon Bay and Kwun Tong as well as across the waters from the former Kai Tak Runway to Kwun Tong Promenade, as shown in Appendix C. CLIENT’S REQUIREMENTS The project team shall conduct, but not limited to, the following engineering tasks: - a. Design the structure of the proposed pedestrian corridor linking up MTR Ngau Tau Kok Station and Kwun Tong Promenade; b. No adverse effects on adjacent roads and structures and underground structures should be incurred due to the development during construction and operation stages; c. Temporary traffic arrangement is required throughout the construction period; and d. Provide construction method with graphical illustration. 4. SCOPE OF WORKS 4.1 Inception report a. The project team shall identify all the site constraints and the particular concerns as far as possible in environmental, geotechnical, structural, drainage, transportation and constructability aspects. b. The project team shall present the methodology for developing a feasible scheme for the pedestrian corridor. c. The project team shall report the progress of any work done. d. The project team shall develop a working plan and identify important milestones of the project with proposed dates. e. A task list and a duty roster indicating the apportionment of tasks among project team members shall be included in the report. 4.2 Report on feasibility study and preliminary design a. The project team shall develop a feasible scheme for the pedestrian corridor. The design scheme shall satisfy the Client’s requirements as set out in this brief. b. Due considerations shall be given to the suitability, construction programme, cost, material, environment and safety. c. The project team shall submit a report on feasibility study and preliminary design which includes, but not limited to, the following details: - The scope, purpose and background of the study; An executive summary of the study; Engineering considerations including consideration of different options; A preliminary assessment of traffic, drainage, environmental and visual impact, etc.; Development and evaluation of alternative schemes and design solutions; Schematic plans and sections showing viable structural

    Task Force on Kai Tak Harbourfront Development For information TFKT/02/2018 on 29 March 2018 Kai Tak Development Progress Report as of February 2018 PURPOSE This report updates Members on the general progress of Kai Tak Development (KTD). BACKGROUND 2. KTD, covering an area of over 320 hectares, is a mega-sized and highly complex development project in the urban area offering a unique opportunity for transforming the ex-airport site for the future growth of Hong Kong, and at the same time providing an impetus for stimulating regeneration of the adjoining older districts. It also forms part of the Energizing Kowloon East initiative of transforming the industrial areas at Kowloon Bay and Kwun Tong together with KTD into another Core Business District (CBD). A master development plan1 was drawn up in early 2009 for the phased implementation of KTD projects. KTD has already witnessed the completion of various projects starting from 2013. CURRENT SITUATION 3. Given the scale and complexity of KTD, the project is being implemented in phases. Looking Back 2. Railway is closely related with our daily living and has become an important part of it. Railway stations were first designed with practical function, then gradually transform into venues displayed with local art, history and cultural elements with a view to bring some colours to our hectic and busy lives. Design of MTR Stations in 1980s 3. The first MTR line was commissioned in 1979. MTR stations built in those days were practical and functional driven with very limited touch of local characteristics. For example, the navy blue wall tiles of Choi Hung Station were decorated with a border of rainbow colour on the pillars as Choi - 2 - Hung in Chinese means rainbow; the dark grey Diamond Hill wall tiles were decorated with silver sparkles.     Task Force on Kai Tak Harbourfront Development For discussion TFKT/03/2021 on 11 May 2021 Technical Study on the Lai Yip Street Site in Kowloon East PURPOSE This paper is to brief Members on the recommendations including the proposed land uses, development parameters of the Technical Study on the Lai Yip Street Site in Kowloon East (the Study). BACKGROUND 2. As promulgated in the 2017 Policy Agenda, a review would be undertaken on the future use of a site at Lai Yip Street near the Kwun Tong harbourfront, which includes studying the possibility of providing space for arts, cultural and creative industries (ACC) uses. To take forward this initiative, the Study commenced in March 2019. STUDY AREA 3. The Study Area with an area of about 2 500 m2, is located within Kwun Tong Business Area (KTBA) and is bounded by Wai Yip Street to the northeast, Lai Yip Street to the southeast, Hoi Bun Road to the southwest and a commercial development to the immediate northwest (Plan 1). The Study Area is currently occupied by a cooked food hawker bazaar (CFHB), a refuse collection point (RCP), a public toilet, a sitting- out area and public road with a left-turn flare lane from Lai Yip Street to Wai Yip Street (Plan 2). 4. The Food and Environmental Hygiene Department (FEHD) has expressed their intention to close the CFHB and agreed to relocate the existing RCP to a site at Tai Yip Street and a nearby space beneath the Kai Fuk Road Flyover, Kowloon Bay (inset at Plan 1).

Through surveys and exploration of pedestrian pathways, we found inconsistencies in the degree of accessibility, stemming from the lack of Hong Kong accessibility standards.
