    Lijst van gevallen en tussentijds vertrokken wethouders Over de periode 2002-2006, 2006-2010, 2010-2014, 2014-2018 Inleiding De lijst van gevallen en tussentijds vertrokken wethouders verschijnt op de website van De Collegetafel als bijlage bij het boek Valkuilen voor wethouders, uitgegeven door Boombestuurskunde Den Haag. De lijst geeft een overzicht van alle gevallen en tussentijds vertrokken wethouders in de periode 2002 tot en met 2018. Deze lijst van gevallen en tussentijds vertrokken wethouders betreft de wethouders die vanwege een politieke vertrouwensbreuk tijdelijk en/of definitief ten val kwamen tijdens de collegeperiode (vanaf het aantreden van de wethouders na de collegevorming tot het einde van de collegeperiode) en van wethouders die om andere redenen tussentijds vertrokken of voor wie het wethouderschap eindigde voor het einde van de reguliere collegeperiode. De valpartijen van wethouders zijn in deze lijst benoemd als gevolg van een tijdelijke of definitieve politieke vertrouwensbreuk, uitgaande van het vertrekpunt dat een wethouder na zijn benoeming of wethouders na hun benoeming als lid van een college het vertrouwen heeft/hebben om volwaardig als wethouder te functioneren totdat hij/zij dat vertrouwen verliest dan wel het vertrouwen verliezen van de hen ondersteunende coalitiepartij(en). Want politiek bedrijven bete- kent ook keuzes maken, je kunt niet alles voor iedereen doen. Ik vind de veelzijdigheid van de politiek heel leuk, ik kan moeilijk stilzitten.

Climate change, the depletion of the earth’s resources, and the need to transition to sustainable energy are just a few of the pressing challenges of this time. But while these problems are global, we need to address them at a range of spatial levels, from neighbourhoods to cities, from cities to provinces, from provinces to countries, and from countries to the globe. Such challenges re- quire us to profoundly rethink our current practices, which, after all, brought us into this situation in the first place. To complicate matters further, we need to address these challenges in such a way that we can maintain a sense of common purpose, a sense of working together towards a better world. How can we actually do this? More and more, we are forced to acknowl- edge the fact that simple sectoral decisions or solutions will not do. We need to rethink our systems of public policy making, the way in which governments relate to each other, and how governments relate to the wide variety of cit- izen initiatives we are currently witnessing all over the planet.

Hij werd lid onmiddellijk na de Nacht van Schmelzer in 1966, waarin de aanvoerder van de KVP het kabinet-Cals opblies. Bart Tromp was een scherpzinnig polemist, een kritische beschouwer van maatschappij en politiek, bovendien een onafhankelijk intellectueel van grote eruditie. Hij heeft zijn talenten voor een niet onaanzienlijk deel gewijd aan de sociaal-democratie. Dat was geen toeval, het was voor hem noodzaak. Dat blijkt ook uit wat Fred van Staden vertelt over een studiereis die hij met Bart maakte naar de Verenigde Staten. Reagan was net aangetreden als president. ‘Met diens magie van “good-morning America” slaagde hij erin de Amerikanen hun zelfvertrouwen terug te geven. Wie echter niet werd aangestoken door het virus van het Amerikaanse optimisme en de “can-do”-mentaliteit was Bart. (...) “Hoe langer ik hier ben, des te meer voel ik me sociaaldemocraat.”’1 Als lid van de Partij van de Arbeid heeft hij het werk in de partij niet geschuwd. Jarenlang was hij voorzitter van de afdeling Eindhoven, hij was lid van de Partijraad, lid van het Partijbestuur en lid van verschillende PvdA-commissies op lokaal en nationaal niveau.

De Europese verkiezingen van 10 juni 2004 ‘Europa leeft’ – zo luidde de reactie van minister-president Jan Peter Bal- kenende (cda) op de avond van 10 juni 2004, toen de voorlopige uitslag van de Europese verkiezingen (op basis van opiniepeilingen) bekend was geworden.1 De opkomst van ruim 39 procent zou volgens hem getuigen van een groeiende belangstelling van de Nederlandse kiezers voor Europa. Vergeleken met 1999 lag die opkomst inderdaad veel hoger: toen ging immers nog geen dertig procent van de kiezer naar de stembus, na het Verenigd Koninkrijk het laagste opkomstpercentage in de Europese Unie. Met een speciale publiciteitscampagne had de Neder- landse regering er dit keer alles aan gedaan om de opkomst te verhogen. Ook in de media werd geconstateerd dat ‘Europa’ invloed had gehad op het stemgedrag van de kiezer. ‘Nederland stemt Europees,’ zo meende het dagblad Trouw in zijn commentaar op de uitslag.2 De hogere opkomst betekende echter niet automatisch een grotere mate van identificatie met het project van de Europese integratie. Zo’n twin- tig procent van de stemmen werd uitgebracht op partijen die sceptisch stonden tegenover van Brussel – hetzij in praktische zin (dat wil zeggen wat betreft bepaalde aspecten van de Europese Unie), hetzij in princi- pieel opzicht (wat inhield dat de huidige Europese Unie in haar geheel werd afgewezen).3 Dit betrekkelijk hoge percentage van sceptische en kritische kiezers was niet gering, gezien het feit dat een paar jaar eerder, in 2001, de gehele Tweede Kamer met uitzondering van de sp instemde met het Ver- drag van Nice (zie tabel 1).
