PROGRAM/DEPARTMENT SUMMARY: The STEM II program is a 3 year, DFID-funded program focused on supporting the education of marginalized girls in in the Far Western Region of Nepal, which is part of a DFID-led global initiative called the Girls Education Challenge (GEC). The GEC is supporting a growing portfolio of almost 40 projects in around 18 countries being delivered by different I/NGOs, of which Mercy Corps Nepal is one. By the end of the program STEM II is expected to reach around 5,000 in-school girls between grades 8 and 10, and out-of-school girls who dropped out during the same school grades since the year 2066 BS. Program activities include: campaigning to promote girls’ education; training school teachers, school management personnel and parents; upgrading school infrastructures; offering vocational training and business start-up/expansion loans; delivering critical academic support, life skills and sexual and reproductive health training to girls; and providing training and employment opportunities to help girls transition from school into employment. The Deputy program Manager will be instrumental in providing field level coordination and liaison in support of the program Manager. The program is jointly implemented by Mercy Corps and a partner organization. The project will target 10 VDCs - , , , , , Pabera, Naryanpur, Ratanpur, , ,–one municipality, and one sub-metropolitan city, Dhangadhi in Kailali district. The project works with 30 lower secondary and secondary schools in Kailali district.

GENERAL POSITION SUMMARY: The Senior Monitoring and Evaluation Officer (SMEO) will work under the day to day supervision of the Deputy Programme Manager(DPM.) and in technical supervision from the Monitoring and Evaluation Manager and in coordination with Program Manager, Data Management Officer, the Field Team, Design, Monitoring and Evaluation (DM&E) Unit, project partners, HQ technical units and the programme’s external evaluator to help execute STEM’s II monitoring and evaluating system, reporting and coordination needs.

The Senior M&E Officer will be directly responsible for supporting the collection and documentation of intervention results, knowledge management and collaborating on any research and learning studies. In addition to this this position will be responsible for building the capacity of Partners M&E team in M&E, Research and Field work under the guidance of STEM II M&E Manager. The SMEO will work closely with M&E designated staff in the field and will support the M&E Manager in meeting reporting requirements, serving as the program focal person for all activities related to monitoring and results measurement including knowledge management and communications in field office.

As gender and social inclusion (GESI), governance and M&E are cross-cutting components of all Mercy Corps program(s), the Senior M&E Officer is required to own these components and ensure GESI sensitivity and integration, governance practices and M&E systems are integrated into his/her work area.

ESSENTIAL JOB FUNCTIONS: The specific duties and responsibilities of the Senior M&E Officer includes, but are not limited to, the following: Support responsibilities:  Work with the program team, especially the partner M&E staffs and the Mercy Corps Project team (to ensure effective monitoring, evaluation and reporting of program deliverables, which are consolidated and analyzed in a timely manner and provided to the M&E Manager to be integrated into donor reports.  Work closely with all MC Program Staffs and partners to generate and collect required information and data in the process of measuring results.  Develop accountability and transparency mechanisms for the program and orient MC-N and implementing partners on the same.  Support the partner in the administrative aspects of the selection process for M&E staffs and MC M&E consultants in field where required.  Work closely with the Financial Service and Vocational Training advisor to ensure quality M&E tools are created and implemented, and processes are being followed for all club and training related activities.  Coordinate closely with Project Officers in the field, namely the PO (M&E and Reporting) and the partner designated M&E focal to ensure upwards and downwards communication of developments in M&E related thinking.

M&E and Support Capacity Building:  Contribute to program start-up through M&E planning, develop, oversee, and ensure the timely and quality execution of the M&E plan at the field level, sharing the plan with Programme Management on a regular basis and updating it as required, and communicating the same to the PO (M&E and Reporting) for dissemination.  Support the M&E Manager to facilitate the achievement of performance-based targets and outcomes and lead efforts to design effective, proactive, and iterative M&E systems following DFID’s logical framework.  Coordinate field level reporting in close collaboration with STEM II Project Officers and partner staff - namely but not limited to those with M&E related designations - ensuring deadlines are met, quality and accuracy standards are upheld, and formats and requirements are adhered to.  Lead the drafting of M&E tools with the support of the M&E Manager, guide data collection staff in using the tools, and verifying returning data with the STEM II PO .  Consolidate field data, undertake thorough analysis, and thereafter produce narrative/ data reports to assist Programme Management in assessing achievement of log frame targets and other programme objectives, and review programme design and planning.  Work with DM&E team to get technical support for the design of the STEM II M&E plan, tools and database, and for the development of a STEM II fact sheet and visibility materials.  Maintain a strong handle on programme statistics and assist the program team and DM&E in compiling data required for Mission Metrics.

POSITION DESCRIPTION

 Conduct capacity building of field and implementing partner staff on M&E concepts through designing and delivering formal trainings.  Ensure monitoring of field level program activities are delivered on time and to target, and propose recommendations for improvements in M&E activities.  Support the M&E Manager with the revision of key M&E documents as required, developing the M&E Framework and ensuring adherence to it in accordance with GEC requirements.  Act as a focal point for all day-to-day coordination with the external evaluator, following up reporting deadlines, ensuring adherence to GEC requirements, and supporting the Programme Manager’s oversight of the same.  Liaise with technical teams and staff at Mercy Corps in-country to develop M&E approaches, sampling methodologies and develop M&E thinking and options in support of the Programme Manager.  Share STEM II learning with the programme team as required.  Engage the PO in discussions on developments in thinking and backstop where necessary to ensure programme quality.

Documentation Support:  Develop program documentation and support Programme Management on devising clear and effective communication plans/strategies.  Assist the programme team to organize program related events and prepare event reports, in coordination with all Project Officers and Data Management Officer.  Take a lead role and provide technical support to STEM II program officers and partner staff at field in reviewing programme learning and understanding best practices, producing notes for file on the same.  Support the Programme Manager in the development of communications and promotional materials and keep an updated “results to date” sheet which is shared regularly with all programme staff.

ESSENTIAL JOB FUNCTIONS: The specific duties and responsibilities of the Deputy Program Manager includes, but are not limited to, the following: Program Implementation  Provide oversight of the day-to-day implementation of STEM activities at the field level, ensuring partner and Mercy Corps Project Officers are adhering to the work plan agreed with the PM and performing at the expected quality.  Ensure STEM implementation is responsive to marginalized girls, their families, their communities, secondary schools and implementation partners and aligns with Mercy Corps principles, values and strategic plan.  Oversee the spending on activity level budget in consultation with the PM, and also ensuring collaboratively at the management level that program funds are spent efficiently and maximized so that activity milestones are met as per the work plan, with Value for Money principles in mind.  Support the PM to oversee the performance of the sub-grantees (implementing partners) and public, private and civil society partners following up report submission as necessary and feeding up field-based concerns to the PM where they may exist.  Support the PM to monitor adherence to the grant agreement, Mercy Corps and DFID policies and procedures and relevant external rules and regulations.  Conduct frequent field visits to all program sites in Kailali district of Nepal and relay relevant issues and successes to the PM to inform the strategic vision of the program.  Backstop the PM in ensuring that the program is in line with government education policies and advocate the program activities to the government and the community to make it sustainable.  Support the PM to fundraise from private sector partners for program co-financing.  Provide ongoing technical assistance to local partner staff, MC staff and community stakeholders on the implementation of the GEC activities (participate and contribute to training activities, etc).  Draft/ assist with drafting MoUs, contracts and other such agreements for the project, liaising with legal advisors and Mercy Corps Operations and Finance staff where required to ensure that the implementation complies with local norms and mandatory government requirements.  Support the PM in the selection of external agencies and partners for the project.  Engage all SPOs, M&E staff and partner staff to ensure coordination within the program components, with the partner organization and the stakeholders to uphold program quality.  Ensure weekly sharing events and monthly meetings are conducted within the MCN STEM II team, and quarterly meeting with the implementing partner, GTF SACCOs, and other extended partners.

S/he will be responsible for producing documentation of all programme activities, meeting reporting requirements and adhering to deadlines. S/he will serve as Mercy Corps’ primary liaison with beneficiary communities at the district level.

The PM and DPM will provide backstopping and guidance to the incumbent of this position, seeking advice and inputs from the implementing partner and Mercy Corps’ Financial Services programme team where required, to ensure programme quality and adherence to STEM’s II work plan, values and strategy in relation to financial and vocational training opportunities.

ESSENTIAL JOB FUNCTIONS: The specific duties and responsibilities of the Financial and Vocational Training Advisor includes, but are not limited to, the following: Program Implementation:  Work in close coordination with the STEM II project team, providing support and necessary guidance on project activities, collaboratively reviewing the same after completion and providing documentation of activities for Programme Management review.  Provide the necessary logistical support for the smooth implementation of the outputs related to GTF and STEP of the programme working closely with the STEM PO to ensure appropriateness of plans, activities, and fit with the rest of the programme, and to draw upon key resource persons to assist in implementation of the same.  Conduct monitoring and support activities pertaining to GTF and STEP, working closely with the STEM SM&E Officer to ensure appropriateness of methods and approaches and streamlining with broader programme objectives.  Assist Partner Social Mobilisers and team in selecting girls for the Step Programme and support in the delivery of all Step activities, working closely with the STEM II PO to ensure quality of training and integration of child safeguarding into all activities.  Liaise closely with the other STEM II POs to ensure interested girls from each PO’s designated schools are directed into the GTF and all STEM II related vocational training opportunities, including the Step Programme.  Support and assist other Program Officers in all aspects of STEM II delivery as required.  Maintain strong relationships with beneficiaries and stakeholders and work with a collaborative spirit with other Project Officers and STEM II staff to ensure integrated efforts for the effective execution of the programme.

Financial Service activities:  Closely coordinate and liaise with selected cooperatives for the effective management of the GTF.

Position Description-Financial And Vocation Training Advisor_May 2017

POSITION DESCRIPTION

 Support girls in applying for GTF loans and maintain strong oversight of girls accessing the GTF from within the STEM II POs’ designated areas, tracking their use of loans and successes achieved or challenges faced in the process, and regularly reporting upwards to Programme Management.  Support SACCOs in drafting and revising the bylaws for GTF cooperatives.  Facilitate and support GTF cooperatives in establishing GTF sub-committees to operate under the GTF and conduct frequent monitoring visits to the cooperatives, following up on progress, including monitoring the loan profiles of the cooperatives.

Technical and Vocational Training activities:  Support girls in obtaining vocational training/employment opportunities and monitor/ document their progress, regularly reporting upwards to Programme Management.  Provide training and mentoring to partner staffs to build their capacity in delivering training and orientation program in business development plan for the girls applying for GTF.

Others:  Ensure proper integration of GESI aspects into sector specific program planning and implementation.  Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.  Other duties as assigned by his/her supervisor and or Country Director.

GENERAL POSITION SUMMARY: The Operations Director is a member of the country’s senior management team with supervisory and managerial responsibility.
