Nepal Red Cross Society Kailali Chapter Total Affected VDC and 40 VDC and 2 Municipality Municipality Type of disaster Flood Date of Occurrence 19 September, 2008 Update no 5 Date of Update 29 September, 2008 1. General Overview Torrential rain fall starting from 19 September, 2008 has affected 40 VDC and 2 Municipality of Kailali Districts. According to the report received from the different VDCs of Kailali a total 22,164 families have been affected including some 15,000 families displaced that are taking shelter in schools and VDC offices. The disaster has so far claimed fifteen peoples, 1 is injured and 1 person is still missing. Out of total affected areas; Tikapur Municipality, Lalbhoji, Bhajani, Khailad Pratappur, Naryanpur, Dhansingpur, Ramshikarjhala, Pbera, Ratanpur, Hasuliya, Pulwari, Geeta, Phalmanpur are most affected VDC. NRCS trained volunteers and staffs have been mobilized for the damaged and need assessment of the affected areas. Similarly, flood and landslides incidents are recorded in hilly VDCs of kailali; Sugarkhal, Nigali, Shajpur and khairala. 2. Situation Assessment NRCS DC has mobilized more than 400 volunteers through its chapter, SC and JRC/YRC for the emergency assessment and response, though detailed assessment report is yet to be received. NRCS will be able to make comprehensive details within this week. NRCS volunteers in the field are also involved in managing dead bodies of animals together with police and local peoples in all flood affected areas. In some area, disposal of the dead animal is still not possible due to the logged water. General health complaints are being recorded in the flood affected VDC; mainly diarrhea, mosquito bites that might bring vector and water borne diseases in coming days. DPHO is leading health cluster together with UNICEF, SC-US, while NRCS is part of the same cluster as member. DPHO has organized several mobile health camps in the affected area. Approximately, 100 schools in the field are closed as educational materials and equipments are destroyed by flood water. Similarly, the reports from the field claimed that more than 1000 hectare of planted land is eroded, silted or destroyed by the flood water. Local people have loosed their local livelihood options since their cattle are dead, planted paddy field are washed out which might bring setback to secure their income and food related security for this year. The details of affected VDC and related statistics are given below. NRCS local SC and JYC/YRC of the same area are being involved in the administration of the shelters together with cluster leading agency and local stakeholders. 25 Families of Urma VDC are still taking shelter in Jungle. Need Assessment. Shelter: Initial reports have revealed that more than 10,000 NFRI kits are needed. NRCS DC has stock of 1800 NFRI kits (includes 1000 NFRI supported from ICRC). NRCS DC has so far received commitments from the different stakeholders that includes; Save Children-US-1000 (5o already provided), Mercy corps-500, LWF-600. NRCS DC is also coordinating with Care through FAYA, since they have distributed around 75 NFRI kits to avoid duplications. Looking on the emerging needs and resource available, NRCS DC still needs additional 6000 NFRI kits to secure immediate shelter needs of the affected families. Food: Since more than 20,000 families are affected by the flood, NRCS DC predicting to provide Food items; RTEF for the first six days, which is now completed. The affected families have loosed their stocked food and stocked foods are putrid and peoples are unable to use that food stuff for their daily use. However, in the long run for addressing staple food need; it is essential to provide at least 30 day's food support to more than 20,000 families to secure their food availability. Recovery: NRCS has been doing detailed assessment in the field. More than 5,000 families of the most affected VDC; Narayanpur, Dhansingpur, Patharioya, Bhajani, Lalbhoji, Khailad, Pavera, Ratanput, Hasuliya, Thapapur, Phulbhari, Gadariya, Pahalmanpur and five hilly VDC; Nigali, Sajhapur, Sugarkhal, Panduan and Khairala might need early recovery and long term recovery needs, since peoples have almost loosed their basic agriculture product for this year and large number of livestock are recorded dead. The affected families might need; agriculture rehabilitation scheme, house construction and maintenance support, drinking water scheme renovation and maintenance. 4. Red Cross action Shelter: NRCS DC has so far distributed 24 complete NFRI Kits, 660 Ladies sari, 28 Tarpaulins, 210 Blankets, benefiting total 660 peoples. Food: NRCS has so far distributed a total of 22,580 kg beaten rice, 47,460 packets of instant noodles, 5,200 Kg of sugar, 28,363 packets of biscuits; benefiting total 27,096 of 4516 families of different VDC. The criteria for the distribution has PDF created with pdfFactory Pro trial version www.pdffactory.com been established; beaten rice 5 kg/family, noodles-10 packets/family, sugar-1 kg/family, biscuits- 5 packets/family. Similarly, NRCS DC has distributed 119, 620 Kg of raw rice, 77 kg of Potato, 7, 346 kg of pulse, 3489, liter of oil, 3837 kg of salt; benefiting total 23,022 people of 3837 families of different affected VDC. The distribution criteria are rice; 20 kg/family, pulse-2 kg/family, oil 1liter/family, salt 1kg/family. Others: Junior Red Cross circles, NRCS volunteers and NRCS Staffs of the local affected area have been also collecting and distributing foods in local level in coordination with local clubs and civilians.
