1. General Overview

Torrential rain fall starting from Sept 19 has triggered the flood and landslides in different districts of the country and has claimed a total of 40 lives, several others sustained injured and 4 went missing. According to NRCS chapter, a total of 15 people killed alone in Kailali district and 28 went missing. At least 16,000 houses of 39 VDCs and 2 municipalities have been affected including 15,019 displaced families in Kailali District. Out of which, Municipality, Lalbhoji, Pratappur, Naryanpur, Dhansingpur, Ramshikarjhala are most affected VDC.

The displaced people are taking shelters in school, public buildings and relatives. The police, army, local people and NRCS volunteers have been mobilized for the rescue operation.

Likewise, the flood and landslides have badly hit the Kanchanpur and Bardeya districts. A total of 10 dead bodies have been recovered in . The flood triggered by the Mahakali River has affected a total of 5500 houses in 2, 11,12,12,15 wards of Mahendranagar municipality. A total of 17 VDCs have been affected in Kanchanpur district. Out of which, Mahendranagar Municipality, Rampur Bilaspur, , Rautali Bichuwa, Krishnapur, Dhodhara, Dekath Bhuly and Sankarpur VDCs have been badly affected. Similarly, in Bardeya district, a total of 32 VDCs have been affected by the flood. Where, a total of 865 houses have been completely damaged and 572 are partially damaged. The details figure yet to come.

Similarly, flood and landslides incidents are recorded in Dadehuldhara, Dang, Salyan, Doti and Gulmi. NRCS trained volunteers and staffs have been mobilized for the damaged and need assessment of the incident sites. As the situation assessment is still continued, the figures and damage might have increased.

2. Situation Assessment

Kailali: NRCS DC has mobilized its chapter and local level volunteers for the emergency assessment and response. The report claimed that highway linking to the affected area (near VDC) is damaged and transportation is apparently closed and also hampering relief and response operations. The details of affected VDC and related statistics are given below. Emergency rescue is looked-for for around 1,030 peoples at Khurkhuriya, Ratanpur-Bhuyaphata, Mohanpur and Kohnapur, , Lalbhoji VDC, Dhansingpur VDC and Naryanpur VDC. Approximately 3992 families are self evacuated and taking shelter at 16 locations (mainly schools), though predictions is made around of 5000 families taking shelter in those locations, whilst 74 families of Hasuliya VDC are taking shelter at Indian jungle. Rescue of people stranded in the flood area is still a question. NRCS has been frequently coordinating with District authority and security forces to rapid the process of rescue and evacuation.

Kanchanpur: NRCS DC has mobilized its chapter and local level volunteers for the emergency assessment and response. The chapter has still to access Dodohara and VDC, which was inaccessible due to heavy flooding. The chapter expects to compile all the assessment information by today. Around 1,000 free bonded labors (Kamiyas) residing in Krishnapur VDC are now taking shelter in Road.

NRCS Sub Chapter in Bijwar has provided shelter to some affected families of Bijwar VDC. Makhali River entered in the ward no-11, 12 and 13 of the Mahendranagar Municipality, however detailed reports yet to be received from the Chapter. The Chapter reports said that some parts of the roads linking to the affected villages is collapsed, some villages do not have electricity supply and CDMA phones are gradually stopping from function due to lack of electricity. The chapter is facing problem to collect information and start relief and response operation, though chapter assured that the operation will be started by as soon as possible, once water level goes down. Dadeldhura: Heavy rain fall triggered landslides in Joghbudha VDC, damaging Army and police barrack. The army and policeman are taking shelter at area forest office. Similarly, a total of 95 houses have been destroyed in 2, 6 &8. Total 500 peoples of 70 families are taking shelter at school in Joghbudha-2. The recent report received from the DC has stated that, around 50 houses in Sirsh VDC, some 50 houses in Alital VDC and some 50 houses in Municipality have been destroyed due to the landslide and incessant rainfall. The figure might have changed since the complete report is yet to be received. Communication and electricity is disrupted. Similarly, 5 houses in Kausabari VDC and 5 houses in Sisamjhala VDC are damaged. The reports claimed that several houses are supposed to inundate in the flood water at Simalkhet and Tatopani VDC. 1 house was collapsed at Amargadhi and reports of landslides cases from the several VDC are emerging out. NRCS DC is closely monitoring the situation. The communication and electricity is still out of order.

Bardiya: Total 8,622 people of 1,437 families have been affected in , of which 572 families have been partially affected and 865 (5,190 peoples) families have been displaced due to flood.

A total of 596 families are displaced at Municiplaity due to flood and 150 houses are still submerged in ward no-1 and 3, out of which, 12 families are rescued by army and taking shelter at school. Rests other are reluctant to remove from there houses. 112 peoples of 22 families of Gulariya Municiplaity-9 are taking shelter at schools

Total 235 peoples of Kharichandanpur VDC are taking shelter at schools. Similarly, 150 people in Khira and 150 people in Jainpur are taking shelter at school. Transportation is partially started and army peoples are using boats for evacuation and rescue at the Municipality and other affected areas.

Gulmi: 2 deaths are recorded in Kurga VDC due to landslides. Several other incidents are recorded in the remote area of the district. The communication system started to work from 25th September. The DC has mobilized its trained volunteers to carry out the damage assessment. The recent assessment report is mentioned below.

Salyan: Woman and man trapped in the confluence of Kalimati Kalche and khairane ghat are rescued by NRCS Rampur SC volunteers, police and local peoples using local SAR equipments. One child is reportedly dead and one house collapsed in Dadndagaun VDC due to landslide. 2 houses Tharmare and two houses in Rampur VDC collapsed; families are taking shelter at their neighborhoods. Similarly, two houses in Khalanga, one in Marke, one in Banjhgada, one in pajere and one in Kotmoula, 7 in Kupendey, 5 in Syanikhal VDCs have been destroyed due to the landslides.

Doti: Five peoples are killed by landslides in Laximinaryan VDC. Several other VDCs have been affected by the landslides. Communication and electricity is out of order. Similarly, a total of 5 persons in Laxminagar VDC, 1 person in VDC, 1 in Barchena VDC and 1 person in Baskakani, were crushed to death due to the landslides and flood.

The DC has mobilized its volunteers for the situation assessment. The recent figure is mentioned below.

Dang: Rainfall starting from Friday has triggered the landslide in the several villages of the district. NRCS DC has mobilized its volunteers for Purandhara VDC to elaborate detailed assessments and needs. One house is damaged by landslides and four peoples are injured and hospitalized. One death is recorded Deaukhari VDC due to flood. Seven houses are reportedly collapsed in Purandhara VDC, when flood water entered through the vicinity of village. Similarly, a total of 2 houses have been collapsed in Bijhauri VDC, one in Dharmanarayan pur VDC, two in Rampur VDC, 1 in Laxmipur VDC, 2 in Dharna VDC and 1 in Tribhuvan Municipality.

Communication system has been disrupted in the western part of the District.

3. Need Assessment.

Kailali: An immediate need foreseen in the ground, 1. Non Food Relief Item (Tarpaulins for shelter, utensils for around 10,000 families) 2. Ready to Food Item (approximately for 7 days for around 10,000 families) 3. Staple food (still need to be assessed) 4. Rescue and evacuation of around 1,000 peoples

Kanchanpur: NRCS Kanchanpur has only stocks of NFRI for 50 families. Need assessment is still in process.

Bardiya: 1. Non Food Relief Item (Tarpaulins for shelter, utensils for around 1080 families) 2. Ready to Food Item (approximately for 7 days for around 7080 peoples) 3. Staple food (still need to be assessed)

4. Red Cross family in action NRCS is providing the relief packages from its regional warehouses located at and Birgunj and Mahendra Nagar. So far, the NRCS has provided a total of 500 family packages to the Kanchanpur, 100 family packages to Baitadi, 300 family packages to Kailali, 50 family packages and 100 tarpaulins to Dadeldhura and 50 family packages to Doti Districts.

Likewise, NRCS Kailali district chapter received a total of 500 family packages from the Nepalgunj warehouse.

NRCS standard family package includes Utensils 1 sets, Blanket 1 Pcs, Tarpaulin 1 Pcs, Sari 1 Pcs, Jean cloth 5 meter, Printed cloth 5 meter and Plain 6 meter.

The district wise response is mentioned below.

Kailali: NRCS has so far distributed a total of 14,462 kg beaten rice, 36,570 packets of instant noodles, 4,589 Kg of sugar, 35,118 packets of biscuits, Dhoti, 350 pcs, 157 blankets and 20 tarpaulins, benefiting total 1395 families taking shelter at different locations (mainly Dhangadhi Municipality area, Malakheti VDC, Pahalmanpur VDC, Beladevipur VDC, Bhajani and Husiliya VDC). The criteria for the distribution has been established; beaten rice 5 kg/family, noodles-10 packets/family, sugar-1 kg/family, biscuits-5 packets/family. NRCS HQ has dispatched 300 NFRI kits to Kailali Chapter from its western regional warehouse, Mahendranagar.

The Ministry of Home affair has asked NRCS HQ to manage preliminary availability of RTEF for the flood affected people of Kailai and NRCS has been dispatching 5000 kg of bitten rice and 50 cartoons of instants noodles to Kailali. The MoHA has managed chopper for transportation. NRCS has additionally managed to send 15 sacks of RTEF (raw rice and beaten rice) and 18 cartoons of dry snacks (biscuits and instant noodles).

Junior Red Cross circles, NRCS volunteers and NRCS Staffs of the local affected area have been also collecting and distributing foods in local level in coordination with local clubs

Kanchanpur: NRCS Chapter peoples rescued three families in the Municipality area. NRCS Chapter has started distributing food items in the Municipality area. NRCS has distributed the food and non-food items to the 561 affected people of Bichuwa and Baghatpur (Municipality area). The detail of distribution of relief materials is mentioned below. The volunteers from NRCS DC and sub-chapters have been mobilized for the damaged and need assessment of the situation. Still it is being difficult to rescue the people due to the water logging in most of the VDCs.

Dadeldhura: NRCS Joghbudha SC, field staffs and police team are moving to Joghbudha VDC for inspection and further assessment of situation. NRCS Chapter is doing coordination meeting with DDRC to plan for relief and response. The district chapter has distributed 50 NFRI kits to the affected people. NRCS Similarly, Mahendranagar warehouse has provided additional 50 NFRI kits to Dadeldhura Chapter. NRCS trained volunteers; police and army personnel have been mobilized for the damaged and need assessment of the situation.

The district chapter has provided the food and noon food items to a total of 22 affected families of Amargadhi Municipality. Sub-chapters has also provided the ready to eat food the affected families in Jogbuda VDC, but the detail distribution report is yet to be received. Further more, 250 packages of NFRI are in stand by position in DC to be dispatched through the air craft for Jogbuda VDC.

Bardiya: NRCS DC has started the assessment of the situation of the affected areas. The displaced were resided in a total of seven Camps for past three days in different villages. The DC has provided a total of 44 pcs of tarpaulin, and ready to eat food to the displaced people. JRC and other local organizations served the cooking food to a total of 1528 people who were sheltering in the camps. The people, who were sheltered in the temporary camps, now are back to home. NRCS Manua Sub Chapter and Mangalpur JRC distributed cooked staple food to the 385 families of Khairichandanpur and still coordinating with VDC office to secure food for coming days.

Besides, NRCS Bardeya DC has received NRs 108,000 cash support and a total of 160 pcs of tarpaulin from the different organizations.

Salyan: NRCS Salyan District chapter has provided NFRI support to a total of 13 families of Kupendey, Dadagaun and Syalekhen VDCs.

Doti: NRCS chapter has provided the NFRI sets to a total of 20 affected families of the affected VDCs.

Dang: NRCS DC has provided a total of 13 NFRI packages to the affected people of Tribhuvan Municipality, Narayanpur VDC, Dharna VDC, Manpur VDC, Pancha Kule VDC, Bijauri VDC and Laxmipur VDC.

Gulmi: The Gulmi DC and Wami Sub-Chapter have provided the NFRI support to a total of 23 affected families.

5. Coordination NRCS Kailali DC has been coordinating with District disaster Relief Committee and other stakeholders at the district level. A coordination meeting held today has activated cluster approach, however NRCS will be taking lead to all cluster in close cooperation of partner organization. DFID/CSP has supported RTEF (beaten rice, sugar, noodles and biscuits) of worth NRs 500,000, World vision supported RTEF of worth NRs 250,000 and committed to provide RTEF amount equaling NRs. 800,000. Similarly, DAO through activating DDRC clauses has authorized NRCS to procure staple food items to be refunded by the DAO. DAO chief has ensured that NRCS will be taking lead in all sectors and all funds will be streamed through the NRCS by involving all other cluster heading agencies.

Similarly, in Kanchanpur, Coordination meeting is being held in DAO office together with some key government officials (including minister) to elaborate response operation and defining its scope in coming days.

In Bardiya, Radha Krishna Tharu Jana sewa Kendra and Dalit Sewa Sangh committed to provide RTEF. Coordination meeting are being held.

6. Constraints and Challenges: The assessment, SAR and relief distribution is being hampered by damaged road, continued rain fall water logging.

• The total number of affected people is still not clear in Kailali and Kanchanpur • Communication systems are not working properly in Kailali, Kanchanpur and other areas, though CDMA is functioning partially. CDMA system will soon stop functioning as electricity is out since last night. . • Access to the affected village is difficult due damaged roads and logged water.
