Chapter 3 Project Evaluation and Recommendations 3-1 Project Effect It is appropriate to implement the Project under Japan's Grant Aid Assistance, because the Project will have the following effects: (1) Direct Effects 1) Improvement of Educational Environment By replacing deteriorated classrooms, which are danger in structure, with rainwater leakage, and/or insufficient natural lighting and ventilation, with new ones of better quality, the Project will contribute to improving the education environment, which will be effective for improving internal efficiency. Furthermore, provision of toilets and water-supply facilities will greatly encourage the attendance of female teachers and students. Present(※) After Project Completion Usable classrooms in Target Districts 19,177 classrooms 21,707 classrooms Number of Students accommodated in the 709,410 students 835,820 students usable classrooms ※ Including the classrooms to be constructed under BPEP-II by July 2004 2) Improvement of Teacher Training Environment By constructing exclusive facilities for Resource Centres, the Project will contribute to activating teacher training and information-sharing, which will lead to improved quality of education. (2) Indirect Effects 1) Enhancement of Community Participation to Education Community participation in overall primary school management activities will be enhanced through participation in this construction project and by receiving guidance on various educational matters from the government. 91 3-2 Recommendations For the effective implementation of the project, it is recommended that HMG of Nepal take the following actions: 1) Coordination with other donors As and when necessary for the effective implementation of the Project, the DOE should ensure effective coordination with the CIP donors in terms of the CIP components including the allocation of target districts. 2) Execution of the project components other than those covered by the Grant Aid of Japan On the basis of Whole School Approach policy, DOE shall execute construction of facilities other than those covered by Grant Aid of Japan such as rehabilitation of existing classroom buildings, fencing for school compound, and water supply for schools in hill and mountain region. 3) Measure for Arsenic Problems To respond to the arsenic problem, DOE will carry out tests based on “Nepal’s Interim Arsenic Policy & Preparation Report” for each water supply provided under the Project, and install a filtration system if arsenic contamination is above the limit applied in the said policy (0.05 mg/litre). 4) Maintenance of the facilities Not only the facilities constructed under the Project but also all school facilities are to be maintained by communities under the responsibility of SMC. The objectives of this study were to quantify the temporal change of landslides as related to changes in land use/deforestation/urbanization, to quantify the temporal change and extent of river inundation in the Terai, to quantify the extent to which stone quarrying exacerbates the degradation process, and to generate a landslide hazard risk map. Gravel extraction and precipitation data, along with field work and geospatial methods, were used to map degradation by focusing on the centrally located districts of Bara, Rautahat, and Makwanpur.

P. Bohara*, J. P. Dutta, D. Dhakal and J. L. Yadav Institute of Agriculture and Animal Science, Rampur, Chitwan, Nepal Accepted 17 May, 2013 Transformation of traditional and subsistence agriculture into commercial and market oriented production system needs efficient transfer of technology to the farmers. Efforts to bridge the gap between research and farmer’s field have been lacking in Nepal and performance of the organizations providing extension services to the farmers is below par, the reason behind this state of affairs is still to be studied. In order to assess the performance of development organizations, this study selected 105 farmers from Dadeldhura district using stratified random sampling technique and both primary and secondary data regarding the activities of those organizations were collected. The development organizations were found to be concentrated in urban areas with technician to population ratio and extension coverage of 1:2353 and 22.7%, respectively. Agriculture sector occupied only 4.01% of the district budget. Most of the organizations had similar type of activities mainly related to technology, extension and support. Regression analysis showed that organizations had significant contribution in annual income of farmers, hence it played a significant role in development of agriculture in the district and respondents were satisfied by their works in general with few disappointments at some instants.

Addressing the needs of families of the Missing: A test of contemporary approaches to transitional justice Simon Robins PhD Post-war Recovery Studies University of York Post-war Reconstruction and Development Unit (PRDU), Department of Politics June 2011 Abstract This thesis aims to interrogate the current practice of transitional justice from the viewpoint of the victims of the violations that it seeks to address. The study challenges approaches to legacies of violence that are rooted solely in the human rights discourse and that emerge from national and international elites, remote from those most impacted by conflict. The needs of victims of one of the most serious and intractable violations, disappearance, are investigated in two contexts emerging from conflict, Nepal and Timor-Leste, and the impact of ongoing transitional justice process on those needs evaluated. The aim is to understand how a victim-centred transitional justice process can be constructed. Victims of conflict in both Nepal and Timor-Leste have little understanding of rights, articulating the needs, often the most basic, with which they are confronted on a daily basis. Whilst rights are the product of a discourse that claims to be global and universal, needs are necessarily local and particular, the product of culture and context. This drives the methodology of the study which is ethnographic, using qualitative research methods with families of the Missing. The research was conducted in a participatory way with Associations of Families of the Missing, with the aim of empowering victims‟ organisations, and the results published in relevant languages in both contexts with the aim of impacting policy.
