Bidder’s quote must be printed on the organization’s letterhead, signed, stamped, dated and must include all items and/or services. In addition, each and every pages of the proposal documents needs to be signed and stamped by the authorized person in order to be considered for evaluation. RFQ Template v6, January 2016 - Page 1 The bidder must submit three(3) different envelopes containing i) minimum eligibility requirements, ii) technical proposal, and iii) financial proposal in response to this RFP. Each envelope should be clearly marked with ‘minimum eligibility criteria’, ‘technical proposal’ and ‘financial proposal’ as per its content and then put together in a larger envelope clearly marked with “Nepal EGRP-RFP-FY19-P006, Amendment #1” Proposal for Endline Assessment of Early Grade Reading Program (EGRP). List of inner envelopes Envelop 1:- Eligibility Requirements (legal documents, audit reports, tax clearance and experiences, as specified in attachment “B”) Envelop 2:- Technical proposal (as specified criteria in attachment “A”) Envelop 3:- Cost proposal (detail budget and budget narratives, as specified criteria in attachment “B”) The organization that meets the minimum eligibility criteria will only be considered for further evaluation. The financial proposal of only those organizations that score a minimum of 42 points out of 70 (60%) in technical proposal evaluation will be opened. The technical proposal should contain the detailed breakdown of activities. The bidders are requested to submit all the information in prescribed order and documentary evidence so that the evaluation committee can fairly evaluate all the proposals without any missing information. [please see attachment B for selection criteria] The Bidder agrees to hold the prices in its offer firm for 120 days from the date specified for the receipt of offers, unless another time is specified in the addendum of the RFP. RFQ Template v6, January 2016 - Page 2 RFQ/RFP Attachment A: Commodity Specifications or Statement of Work Statement of Work (SOW) This RFP Amendment#1 is being issued because changes need to be made to the original RFP document. The changes are highlighted with italic font. The changes can be summarized as below: • The term “firm/company” has been replaced by “organization” and “sub- contractor” has been replaced by “winning bidder or bidder” • The dates of “Table 9: List of Deliverables and payment schedule” have been corrected on page #16. • The missing payment installment for “Payment Schedule” has been updated on page # 16. EGRP ENDLINE ASSESSMENT The scope of work for this activity includes coordinating all electronic data collection activities and associated field logistics for Endline assessment activities for the Early Grade Reading Program (EGRP). Context The USAID-funded Early Grade Reading Program (EGRP), a five year program (2015- 2020) provides technical assistance (TA) to the Government of Nepal to implement the National Early Grade Reading Program (NEGRP). NEGRP is a program of the Government of Nepal (GoN) which has been implemented from the fiscal year (FY) 2014/15. The program focuses primarily on improving the reading skills of the students in early grades, especially in Grade 1-3 of primary level (Ministry of Education1, MoE2, 2015). EGRP provides technical support to the GoN to achieve the goals of the GoN's National Early Grade Reading Program (NEGRP3, 2015). While supporting the GoN's program, EGRP has two major goals: a) Reading skills improved and b) GoN services strengthened. To achieve these goals, EGRP has been collaborating to implement activities aligned with the three intermediate results (IRs): 1. Improved EGR instruction 2. Improved national and district EGR service delivery 3. Increased family and community support for EGR With the technical support of EGRP, the Curriculum Development Center (CDC) has developed sets of instructional materials known as Teaching, Learning Materials (TLMs) and Supplementary Reading Materials (SRMs). Attachment A – Page 3 RFQ Template v6, January 2016 RFQ/RFP community schools, including religious schools such as Madarasa, Gumba and Gurukul, in 16 program districts4. Technical support was provided to the Human Resource Development Division (HRDD) of the Center for Human Resource Development (CEHRD) (formerly National Center for Educational Development (NCED) to develop and implement teacher training modules focused on Early Grade Reading (EGR) instruction. CEHRD-HRDD has already accredited the 15-day EGRP module as a Teacher Professional Development (TPD). Similarly, EGRP is supporting the roll out of Teachers' Professional Support (TPS) training modules. Through this training, Head Teachers (HTs) or Basic Level In-charge (Primary In- charge) and Resource Persons (RPs) are trained on TPS so that they can provide ongoing mentoring supports to EGR teachers. EGRP has also been providing technical support to the GoN to develop and revise existing policies in support of the EGRP. Further, EGRP has worked collaboratively with local non-government organizations (NGOs) to implement community mobilization activities. EGRP conducted its Baseline assessment in 2016 and Midline in 2018, as part of an external impact evaluation. Now, the program is nearing the end, and EGRP will conduct its Endline assessment in the beginning of 2020. The Endline will capture data from students, teachers, classrooms, head teachers, parents and School Management Committees (SMC) from both program and control districts5. To measure the impact of the program, comparative analysis will be made between the program and control districts. Scope of Work For the Endline assessment, EGRP will hire an organization. The scope of work (SoW) for this activity for the winning bidder includes coordinating all data collection activities and associated field logistics support for the Endline assessment activities of EGRP. The Endline assessment will help to measure EGRP outcomes against the Performance Monitoring Plan (PMP) indicators by using tablet-based instruments: Early Grade Reading Assessment (EGRA) and Education Management Efficiency Survey (EMES), for Grade 1, 2, and 3 in Banke, Bhaktapur, Kanchanpur, Kaski, Saptari (five Cohort 1 districts), Bardiya, Dadeldhura, Dang, Dhankuta, Dolpa, Kailali, Parsa, Rupandehi, Surkhet (nine Cohort 2 districts), Bara, Doti, Kapilvastu, Kavre, Myagdi and Sunsari (six Control districts) districts in Nepal. Manang and Mustang were excluded due to the sampling framework adopted for the external evaluation. The SoW for the winning bidder includes hiring qualified Assessors/enumerators, supporting the Assessors/enumerators training, developing a thorough data collection field plan, coordinating all electronic data collection activities using tablets, and providing field logistics support for the EGRP’s Endline assessment. This will involve heavy engagement in supporting all phases of the assessment in the sampled schools in the 20 (treatment and control) districts.

    Nepal • FWR/MWR Floods and Landslides Situation Report # 1 8 October 2009 This report was issued by UN OCHA Nepal. It covers the period from October 4 - 8 2009. HIGHLIGHTS • Ten districts in the Mid and Far Western Regions have been affected by the floods and landslides caused by four days of continuous rain; • More than 40 deaths have been recorded, but the impact of landslides has been most felt in Accham (20 deaths) and Dadeldhura (12 deaths) districts, and that of the floods in Kailali and Kanchanpur districts (source: NRCS); • More than 3,000 families and 18,000 individuals have been affected, and at least 1,000 families have been displaced (source: NRCS); • Regional and district level resources can meet current emergency needs and the District Disaster Relief Committees are coordinating efforts in all affected districts; • Damage to roads and telecommunication systems have obstructed search and rescue efforts, especially in hilly and mountainous districts and remote VDCs in Terai districts. • Over the past 24 hours rains have decreased and water levels in many rivers receded. I. Situation Overview At least ten districts in the far- and mid-western regions have been affected by the heavy rains which started in the far-western districts and moved eastward. More than 40 deaths have been reported up to now, including 12 in Dadeldhura district, and 20 in Accham district (source: NRCS). The amount of rainfall was especially high in Doti and Dadeldhura districts, where it reached 245.7 mm and 227.4 mm respectively in a 24-hour period (Meteorological Forecasting Division website).

Dwellers of Pokhara use water from government supply along with deep borings and other sources as well. Nowadays, people are also showing tendency towards more use of processed water. In spite of its importance, quality analysis of water has been less emphasized by concerned sectors in our cities including Pokhara. The study aimed for qualitative analysis of water in the city with focus on microbiological aspects. For this purpose, results of laboratory examination of water samples from major sources of government supply, deep borings, hospitals, academic institutions as well as key water bodies situated in Pokhara were analyzed. Since water borne diseases are considered quite common in the area, presence of coliform bacteria was considered for the study to assess the question on availability of safe water. The result showed that all the samples during wet seasons of major water sources of water in Pokhara were contaminated by coliform bacteria. Likewise, in all 20 locations of Seti River, the coliform bacteria were recorded. Similar results with biological contamination in all samples were observed after laboratory examination of more than 60 locations of all three lakes: Phewa Lake, Begnas Lake and Rupa Lake in Pokhara. The presence of such bacteria in most of the water samples of main sources during wet seasons revealed the possibilities of spreading water related diseases.

Addressing the needs of families of the Missing: A test of contemporary approaches to transitional justice Simon Robins PhD Post-war Recovery Studies University of York Post-war Reconstruction and Development Unit (PRDU), Department of Politics June 2011 Abstract This thesis aims to interrogate the current practice of transitional justice from the viewpoint of the victims of the violations that it seeks to address. The study challenges approaches to legacies of violence that are rooted solely in the human rights discourse and that emerge from national and international elites, remote from those most impacted by conflict. The needs of victims of one of the most serious and intractable violations, disappearance, are investigated in two contexts emerging from conflict, Nepal and Timor-Leste, and the impact of ongoing transitional justice process on those needs evaluated. The aim is to understand how a victim-centred transitional justice process can be constructed. Victims of conflict in both Nepal and Timor-Leste have little understanding of rights, articulating the needs, often the most basic, with which they are confronted on a daily basis. Whilst rights are the product of a discourse that claims to be global and universal, needs are necessarily local and particular, the product of culture and context. This drives the methodology of the study which is ethnographic, using qualitative research methods with families of the Missing. The research was conducted in a participatory way with Associations of Families of the Missing, with the aim of empowering victims‟ organisations, and the results published in relevant languages in both contexts with the aim of impacting policy.
