THE REPUBLIC OF UGANDA REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS) UGANDA ROAD SECTOR SUPPORT PROJECT 4 1. The Government of Uganda has received a loan from the African Development Fund (ADF) towards the cost of the Road Sector Support Project 4 and intends to apply part of the agreed loan proceeds to payment under a the contract for Consultancy Services for Implementation of an Integrated Management Information System (IMIS) for Uganda Road Fund. 2. Uganda Road Fund (URF) was set up by the Uganda Road Fund Act 2008 for the purpose of financing routine and periodic maintenance of public roads in Uganda. For the effective and efficient management of finances and assets available to the Fund, URF is to undertake the implementation of an integrated management information system, including associated policies and procedures. 3. The objectives of the assignment are: i) to improve management processes and to provide a basis for the introduction of IT-based information systems in order to enhance value for money through increased efficiency, effectiveness, economy, transparency and accountability to all stakeholders; ii) to define key functional and technical requirements for the system that will enable URF improve management efficiency, transparency and accountability to improve road maintenance service delivery; iii) to design and implement a modular system integrating the core functions of; Road Maintenance Management, Designated Agency Information Management, Budget Preparation & Execution; Revenue & Receivables Management, Payables Management, Human Resource & Payroll Management, Cash Management, Assets Management, Procurement, Monitoring & Evaluation and Audit processes. Other areas to be considered include: Board Management systems and Electronic Document Management; and iv) to design an interface allowing for interoperability with the Integrated Financial Management System (IFMS) and any other systems. 4. The Uganda National Roads Authority on behalf of Uganda Road Fund now invites Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may constitute Joint Ventures to enhance their chances of qualification. Eligibility criteria, establishment of the Shortlist and the selection procedure shall be in accordance with the African Development Bank's “Rules and Procedures for Use of Consultants” dated May 2008 Edition – Revised July 2012, which is available on the Bank’s website at http://www.afdb.org. 5. Interested consultants may obtain further information at the address below during office hours between 900hours and 1700hours on working days. 6.
